Ability-to-Pay Principle

Economics Glossary – Malone Global University

Definition

The Ability-to-Pay Principle is a concept in economics and public finance that suggests taxes should be levied based on an individual's capacity to bear the tax burden. Typically, this capacity is measured by income or wealth.

Why It Matters

This principle promotes fairness in taxation by ensuring that those with greater economic resources contribute proportionally more to public revenue. It is a cornerstone of progressive tax systems and is often contrasted with the Benefit Principle, where taxes are linked to benefits received.

Example

A government may apply higher income tax rates to individuals in higher income brackets, while lower-income individuals pay a smaller percentage of their earnings, reflecting their relative ability to pay.
