Part II: Diagnosis of Community Breakdown

Overview

Part II examines the conditions through which communities lose order, institutional capacity, and confidence in their own standards. It identifies crime, vice, normalized dysfunction, informal power structures, cultural drift, and persistent economic and educational underperformance as interconnected symptoms of deeper failures in leadership, accountability, and social organization.

These articles establish the diagnostic basis for the corrective systems presented later in Volume I. The purpose is not merely to describe visible problems, but to identify the conditions that allow them to spread, the incentives that preserve them, and the leadership failures that prevent coordinated response. A sound diagnosis is necessary before personal discipline, family restoration, community organization, and upward mobility can be implemented effectively.
