Definition

A punch list is a written list of incomplete, defective, or non-conforming construction items identified near the end of a project that must be corrected before final completion and closeout.

In simple terms: it’s the “fix-this-before-we-finish” checklist.

When a Punch List Is Created

A punch list is typically generated during or after:

It marks the transition from major construction to final detailing and corrections.

Examples of Punch List Items

Punch list items are usually minor relative to total project scope, but they must be resolved for final completion.

Punch List vs. Substantial Completion

Substantial completion often triggers:

Punch List and Retainage

Many construction contracts withhold a percentage of payment (called retainage) until punch list items are completed.

Punch List and Certificate of Occupancy

Some punch list items may be completed before a final Certificate of Occupancy is issued. In other cases, a Temporary Certificate of Occupancy (TCO) may allow occupancy while minor punch items are resolved.

Life-safety items generally must be completed before occupancy is permitted.
