State v. Overton is one of the strongest primary records for reconstructing the international supply side of the Frank Lucas network. The case reviewed convictions arising from a multi-person heroin conspiracy whose history extended back to the late 1960s.

The appellate court recorded evidence that Vernon Lucas worked for Leslie “Ike” Atkinson in 1973–1974, sent money to Bangkok, received heroin through the mail, and turned that heroin over to his brother Frank Lucas for distribution in New York.
