Federal investigators targeted Barnes’s large Harlem narcotics organization, culminating in the 1977 trial and Barnes’s continuing-criminal-enterprise conviction.
Cooperation Phase
Beginning in the early 1980s, Barnes supplied information to federal authorities about former associates and criminal activity. Archival legal-history material records his first public testimony in 1983 and his identification of Council members later that year.
1983 Council Case
Barnes’s cooperation became an investigative bridge into the federal case against former Council associates. The resulting appellate record remains a central source for reconstructing the organization.
