Overview
Fisher was one of the seven members of The Council and a major figure in the Harlem narcotics network associated with Barnes.
Role in the Network
The 1977 Barnes appellate record describes Guy Fisher as the previous Number 2 man before his incarceration, after which Joseph Hayden was promoted to that position. Fisher later remained a central defendant in the Council prosecution.
Legal Record
In the 1983 Council case, Fisher was convicted of narcotics, continuing-criminal-enterprise, racketeering, and related offenses and received a life sentence.
Later Significance
