Herman Jackson was a retired military figure who became involved in a major Thailand-to-United States heroin-smuggling conspiracy. North Carolina appellate records state that Jackson and Leslie Atkinson began smuggling heroin from Thailand in 1968.

New York court records place Jackson with Atkinson on the wholesale-supply side of Frank Lucas’s enterprise. The same records state that after Lucas cooperated against them, Atkinson and Jackson themselves provided information to investigators about the 1974 killing of Lucas retailer George Ford.
