Overview
Hayden was a Harlem native and one of the seven members of The Council. He was convicted with Barnes in the major 1977 federal narcotics case.
Role in the Network
The Second Circuit recorded the government’s trial theory that Hayden was promoted to the Number 2 position in 1976 after Guy Fisher, the previous Number 2 man, was jailed. This resolves the hierarchy more precisely than simply calling Hayden Barnes’s permanent second-in-command.
Legal Record
Hayden received a 15-year sentence after the 1977 prosecution. The Council’s later federal case again identified him as one of the governing members of the narcotics ring.
Later Significance
After later incarceration and release, Hayden became active in voting-rights litigation, opposition to solitary confinement, cop-watch activity, and broader criminal-justice reform. He died in January 2024 at age 82.
