Overview
Leslie “Ike” Atkinson was a central figure in a heroin-importation conspiracy that used military personnel and logistics links to move heroin from Thailand into the United States. North Carolina appellate records describe Atkinson and Herman Jackson as beginning heroin smuggling from Thailand in 1968.
Role in the Network
Court records document Vernon Lucas working for Atkinson in 1973–1974: Vernon sent money to Bangkok, received heroin through the mail, and passed that heroin to his brother Frank Lucas for distribution in New York. A New York homicide case separately described Atkinson and Jackson as the wholesale-supply side of Lucas’s enterprise.
Legal Record
Atkinson received substantial narcotics sentences. After Frank Lucas became a government cooperator, Lucas supplied information against Atkinson and Jackson; they later also cooperated with authorities.
Historical Significance
Atkinson is the strongest documentary anchor for the international supply side of the Lucas story. The court record is much more reliable than the later “coffins of dead soldiers” narrative, which remains disputed.
