Raymond “Baby Ray” Peoples is identified in the University of Michigan’s Detroit policing history project as one of Young Boys Incorporated’s principal leaders. The organization emerged during the late 1970s and became a highly structured heroin-distribution enterprise.

Historical accounts place Peoples within the senior leadership structure alongside Milton “Butch” Jones, Dwayne “Wonderful Wayne” Davis, and Mark “Block” Marshall. The organization used layers of younger sellers beneath adult leadership, an arrangement that became one of YBI’s defining historical characteristics.
