Overview
Wayne “Silk” Perry was a Washington, D.C. offender associated with Alberto “Alpo” Martinez. Federal prosecutors linked Perry and codefendants to murders committed in furtherance of a drug conspiracy, witness retaliation, kidnapping, and other violent conduct.
Federal Case
Contemporary reporting states that Perry, the principal defendant in a federal indictment involving multiple killings, pleaded guilty in 1994 to five counts of first-degree murder and received life imprisonment without parole.
Connected Victims
The Perry case should cross-link Domencio Benson, Garrett Terrell, Alveta “Penny” Hopkins, and other victims identified in the federal proceedings. Each victim should have an independent entry rather than appearing only as a line in Perry’s biography.
Relationship to Martinez
The Martinez–Perry relationship belongs both in the People section and in the federal case/investigation pages. Contemporary reporting on codefendant Tyrone Price stated that killings were alleged to have been carried out at Martinez’s behest.
Shorty Pop and Curtbone Accounts
Later D.C. oral histories connect Perry to Shelton “Shorty Pop” Walker/Watkins and describe Shorty Pop as part of the social bridge by which Martinez came to know Perry. Curtis “Curtbone” Chambers also recounts the Martinez–Perry era in later interviews. These accounts are useful network evidence but should be labeled as participant recollection unless supported by a prosecution record.
