Country Overview

Luxembourg is a landlocked Western European grand duchy bordering Belgium, France and Germany. Established as a grand duchy at the Congress of Vienna in 1815 and territorially defined by the 1839 Treaty of London, it developed into a sovereign parliamentary constitutional monarchy and founding participant in postwar European integration. Luxembourg City is its capital and a major European financial and institutional center. Grand Duke Guillaume succeeded Henri on 3 October 2025. [10]

Historical context: The medieval County and later Duchy of Luxembourg passed through Burgundian, Habsburg, Spanish, Austrian and French rule. The Congress of Vienna created the Grand Duchy in 1815; the 1839 Treaty of London separated its western territory, now in Belgium, and the 1867 Treaty of London reinforced its international position. German occupation in both world wars strongly affected national identity. Luxembourg helped found Benelux and the European Communities. The revised constitution took effect in 2023; Guillaume became Grand Duke following Henri’s abdication in October 2025. [10]

Representative goods sectors
Metals and metal products, machinery, transport equipment, chemicals, plastics, food and manufactured materials
Major economic partners
Germany, France and Belgium are important trading partners; cross-border employees live in neighboring countries
GDP-per-resident caution
A large cross-border workforce contributes to GDP without appearing in Luxembourg resident population, amplifying per-capita figures [1]

Principal Merchandise Export Categories (2024 product breakdown; 2025 balance-of-payments update)

Representative merchandise export sectors; not a tariff-line ranking.
CategoryIllustrative exported products
Metals and metal goodsIron and steel products, metal articles and industrial materials
Machinery and electrical equipmentIndustrial machinery, electrical and mechanical equipment
Chemicals and related productsChemical products and related materials
Transport equipmentTransport-related manufactured goods and parts
Food and other manufacturesPrepared foods, textiles and other material-based goods

Illustrative merchandise goods categories follow STATEC’s 2024 product classification. The 2025 balance-of-payments goods surplus is not the same concept as customs merchandise exports; it includes merchanting. Financial services are excluded from the goods table. [7]

GDP is not wages: Nominal GDP is aggregate economic output; GDP per capita divides that output by population. Neither measure represents average or median personal earnings. [1]

People and Society

National language
Luxembourgish (Lëtzebuergesch), recognized in 1984 and enshrined in the 2023 Constitution
Administrative and judicial language regime
French, German and Luxembourgish are used under the 1984 language law; French is generally the language of legislation
Other languages
Portuguese, English and languages of the country’s large multinational resident and commuting populations
Religious traditions
Historically Roman Catholic, with Protestant, Orthodox, Jewish, Muslim, other faith and nonreligious communities
Religious measurement
Survey estimates and voluntary responses differ from administrative registers; do not present historical affiliation as a verified 2025 total
Population structure
Large foreign-national share and substantial cross-border workforce; highly multilingual society

Demographic interpretation: The Luxembourgish national-language designation is not equivalent to saying that French and German are unrecognized. Language use is regulated by statute and multilingual administration. Religion is presented qualitatively, without asserting a 2025 census share. [9]

Methodology: Population is the World Bank 2025 country series; GDP and GDP per capita are in current U.S. dollars and real GDP growth is a volume change, not an exchange-rate change. Land area excludes inland waters under the FAO definition, whereas the country-specific total area can be a distinct national or regional surface measure. Export tables are illustrative merchandise categories, not services data or a harmonized ranking. Religious figures identify their census or survey reference year and denominator.
