المُجْتَمَع وَالبِيئَة المَحَلِّيَّةCommunity and Local Environment
Chapter Objectives
By the end of this chapter, you will be able to:
- Discuss a local community issue, such as transportation, the environment, or public services, using vocabulary and structures from prior chapters.
- Give a reason for a situation and explain its result, using cause and result connectors consolidated since Chapter 6.
- State a real or general condition and its consequence for a community issue, recycling and expanding the conditional frames introduced in Chapters 7 through 9.
- Express a simple opinion about a public issue and give one supporting reason.
- Recognize basic percentage and quantity expressions used to describe a community or a public issue.
- Read and summarize a short passage about a local issue, identifying its causes, results, and any conditions mentioned.
- Write a short paragraph describing a community issue, its causes, its results, and a personal opinion supported by one reason.
Communication Scenario
Chapter 14 closes Unit III by turning from public information toward public issues that affect a community directly, such as traffic, waste, green space, noise, or local services. Community discussion depends on being able to explain why something is happening, what results from it, what would happen under certain conditions, and what the speaker personally thinks about it. This chapter consolidates cause, result, and conditional language that has been developing since Chapter 6 through 9, and adds a simple, bounded frame for stating an opinion and supporting it with one reason. It also introduces basic percentage and quantity language so that learners can understand and discuss simple community statistics.
- You will learn vocabulary for community issues, the local environment, and public services.
- You will consolidate cause and result connectors in the context of community problems.
- You will consolidate real and general conditional frames in the context of local solutions.
- You will use a simple, formulaic opinion frame supported by one reason.
- You will recognize simple percentage and quantity expressions describing a community issue.
What This Chapter Builds On
Chapter 14 completes Unit III by moving from public information toward public issues that affect the immediate community. It consolidates cause and result connectors developed since Chapter 6, and the real and general conditional frames introduced across Chapters 7 through 9. It also recycles the passive-voice recognition and reported-information language from Chapters 6 and 13, applying both to descriptions of community problems and proposed solutions. It introduces one new, closely related pair of systems: a simple, bounded opinion frame supported by a single reason, and basic percentage and quantity language for describing community data.
The opinion frame in this chapter is bounded and formulaic; a fuller system of opinion, comparison, and justification is developed in Chapter 18. Case-ending recognition continues at the same supported level established since Chapters 8 and 9.
Core Vocabulary
The following vocabulary supports discussing community issues and the local environment. Broken plurals are marked so that you can begin to notice recurring plural patterns rather than memorizing each plural in isolation.
| Arabic | Meaning | Gender / Plural |
|---|---|---|
| مُشْكِلَة | problem, issue | f. — broken plural مَشَاكِل |
| بِيئَة | environment | f. — plural بِيئَات |
| اِزْدِحَام | congestion, crowding | m. — no common plural in this use |
| نُفَايَات | waste, garbage | f. plural — collective, no singular in ordinary use |
| حَدِيقَة (عَامَّة) | (public) park, garden | f. — broken plural حَدَائِق |
| ضَوْضَاء | noise | f. — no common plural in this use |
| سُكَّان | residents, inhabitants | collective plural — singular سَاكِن |
| حَلّ | solution | m. — broken plural حُلُول |
| Arabic | Meaning | Usage Note |
|---|---|---|
| بِسَبَب... | because of... | cause, recycled from Ch. 6-7 |
| لِذَلِك... | therefore, for that reason... | result, recycled from Ch. 6-7 |
| إِذَا...، فَـ... | if..., then... | real condition, recycled from Ch. 7-9 |
| فِي رَأْيِي... | in my opinion... | opinion frame, new — formulaic |
| ...لِأَنَّ... | ...because... | opinion + one reason, new — formulaic |
The opinion frame فِي رَأْيِي... لِأَنَّ... is formulaic at this stage: use it as a fixed pattern to introduce a personal view and one supporting reason. A fuller system for comparing opinions and justifying them at length begins in Chapter 18.
Reasons and Results
You have used بِسَبَب (because of) and لِذَلِك (therefore) since Chapters 6 and 7 to connect a cause and its result. This section consolidates that system in the context of community issues, where explaining why a problem exists and what it leads to is essential.
بِسَبَب is followed directly by a noun or noun phrase naming the cause. لِذَلِك opens a new clause naming the result. Together, the two connectors let you build a two-part sentence that explains a community issue clearly: first the reason, then what follows from it.
- اِزْدَاد الاِزْدِحَام بِسَبَب عَدَد السَّيَّارَات الكَبِير.Congestion increased because of the large number of cars.cause connector, recycled from Ch. 6-7
- لَا تُوجَد حَدَائِق كَافِيَة فِي الحَيّ؛ لِذَلِك يَخْرُج السُّكَّان إِلَى أَحْيَاء أُخْرَى.There are not enough parks in the neighborhood; therefore, residents go out to other neighborhoods.result connector, recycled from Ch. 6-7
- تَزِيد النُّفَايَات فِي الشَّوَارِع بِسَبَب قِلَّة صُنَادِيق القُمَامَة.Waste increases in the streets because of the shortage of trash bins.cause connector, community domain
Continue to recognize the passive voice, recycled from Chapter 6, when a sentence about a community issue focuses on an event rather than on who caused it.
Conditions and Consequences
The real conditional frame إِذَا...، فَـ... (if..., then...) has been developing since Chapters 7 through 9 for practical situations. This section consolidates that frame for discussing possible solutions to community problems: if a certain step is taken, what consequence follows.
إِذَا زَادَت البَلَدِيَّة عَدَد الحَافِلَات، فَسَيَقِلّ الاِزْدِحَام.
If the municipality increases the number of buses, then congestion will decrease.
As in earlier chapters, إِذَا introduces the condition and فَـ commonly introduces the result clause, especially when the result is a future action. The result clause may also stand without فَـ when the connection is already clear from context.
- إِذَا زَرَعَ السُّكَّان أَشْجَارًا جَدِيدَة، سَتَتَحَسَّن البِيئَة فِي الحَيّ.If the residents plant new trees, the environment in the neighborhood will improve.real condition, consequence without فَـ
- إِذَا لَم تَحُلّ البَلَدِيَّة مُشْكِلَة النُّفَايَات، فَسَتَزِيد الشَّكَاوَى.If the municipality does not solve the waste problem, then complaints will increase.negated condition, recycled negation from Ch. 7
These conditions describe realistic, likely situations. Hypothetical and counterfactual conditions are developed further in later volumes.
Simple Opinion on Public Issues
This chapter introduces a simple, bounded way to state a personal opinion about a public issue and support it with one reason. Treat the frame as a fixed pattern rather than analyzing every internal detail; a fuller system for opinion, comparison, and agreement or disagreement begins in Chapter 18.
فِي رَأْيِي (in my opinion) opens the sentence and is followed by a statement of your view. لِأَنَّ (because) then introduces exactly one supporting reason. Keep the reason short and concrete at this stage.
- فِي رَأْيِي، يَجِب أَن تَزِيد البَلَدِيَّة عَدَد الحَدَائِق العَامَّة لِأَنَّ الأَطْفَال يَحْتَاجُون إِلَى مَكَان لِلَّعِب.In my opinion, the municipality should increase the number of public parks because children need a place to play.opinion frame + one reason
- فِي رَأْيِي، مُشْكِلَة الضَّوْضَاء مُهِمَّة لِأَنَّهَا تُؤَثِّر عَلَى نَوْم السُّكَّان.In my opinion, the noise problem is important because it affects residents' sleep.opinion frame + one reason
At this stage, one reason is sufficient. Do not add comparisons, counterarguments, or multiple reasons; that fuller structure begins in Chapter 18.
Short reports about community issues sometimes include a simple percentage, such as خَمْسُون فِي المِئَة (fifty percent) or ثَلَاثُون فِي المِئَة مِن السُّكَّان (thirty percent of the residents). At this stage, recognize these expressions in reading and listening rather than producing new percentage calculations; a fuller system for numerals, statistics, and data commentary develops later in the volume and series.
Listening Station
Ask your instructor, a partner, or a text-to-speech tool to read the following short passage aloud twice at a moderate pace. Listen without reading along the first time, then answer the questions below.
Listening task
Answer the following questions based on what you hear:
- What is the cause of the congestion problem, according to the passage?
- What percentage of residents use their own cars to go to work?
- What condition and result does the passage describe as a possible solution?
- What opinion is expressed at the end, and what reason supports it?
Speaking Station
تَدْرِيب مُوَجَّه — Controlled practice: Cause and result
With a partner, take turns describing a community problem using بِسَبَب to give a cause and لِذَلِك to give a result, choosing from the vocabulary in this chapter.
مُهِمَّة تَوَاصُل — Communicative task: Proposing a solution
In pairs, propose a solution to a local issue using إِذَا...، فَـ..., then add one opinion sentence with فِي رَأْيِي... لِأَنَّ....
لِلْمُتَعَلِّمِينَ المُسْتَقِلِّينَ — Solo alternative
Record yourself describing a real or invented issue in your own neighborhood, including a cause, a result, a condition with its consequence, and one opinion sentence with a supporting reason.
Reading Station
Read the short paragraph below, then answer the questions that follow. As in earlier chapters, some predictable short vowels on familiar words are left unmarked.
A Short Community Report — Sample Text
Comprehension questions:
- What is causing the waste problem in some streets of the city?
- According to the report, what percentage of residents complain about this problem?
- Identify the condition and its result in the passage, and the opinion sentence with its reason.
Writing Station
In this station, you will write a short paragraph of five to seven sentences about a community issue in a neighborhood of your choice, real or invented.
- Introduce the issue. One sentence naming the problem, using vocabulary from this chapter.
- Give a cause. One sentence using بِسَبَب to explain why the problem exists.
- Give a result. One sentence using لِذَلِك to explain what follows from the problem.
- Propose a condition and consequence. One sentence using إِذَا...، فَـ... to propose a possible solution.
- Add a detail with a source, if useful. One optional sentence using حَسَب, recycled from Chapter 13, to attribute a fact or a percentage.
- Close with your opinion. One sentence using فِي رَأْيِي... لِأَنَّ... to state your view and one reason.
- Review your draft against the editing checklist below.
قَائِمَة المُرَاجَعَة — Editing checklist:
- I used بِسَبَب to give a cause, recycled from Chapters 6-7.
- I used لِذَلِك to give a result, recycled from Chapters 6-7.
- I used إِذَا...، فَـ... to state a condition and its consequence, recycled from Chapters 7-9.
- I used فِي رَأْيِي... لِأَنَّ... with exactly one supporting reason.
- If I included a percentage, I used it as a recognized expression rather than inventing new calculations.
- I did not attempt to add case endings on my own beyond the fixed accusative expressions.
- My paragraph reads as one connected description rather than a list of unrelated facts.
Culture and Communication
Local community issues such as transportation, waste management, and green space are discussed in municipal statements, local news, and everyday conversation across cities in North Africa, the Levant, the Gulf, and elsewhere. The specific issues, institutions, and solutions discussed vary widely from city to city and country to country, and no single community or country should be treated as representative of every Arabic-speaking place.
The term used for a local governing body such as بَلَدِيَّة (municipality) may vary by country and context, and some regions use related but distinct institutional terms. This chapter uses بَلَدِيَّة as a widely understood MSA term; learners working with a specific country's public documents should expect to encounter that country's own institutional vocabulary.
Common Mistakes to Avoid
Error: اِزْدَاد الاِزْدِحَام بِسَبَب أَنَّ السَّيَّارَات كَثِيرَة. (using بِسَبَب as if it could directly introduce a full clause with أَنَّ)
Correction: اِزْدَاد الاِزْدِحَام لِأَنَّ السَّيَّارَات كَثِيرَة. or اِزْدَاد الاِزْدِحَام بِسَبَب كَثْرَة السَّيَّارَات. — بِسَبَب is followed by a noun phrase, while لِأَنَّ is followed by a full clause.
Error: فِي رَأْيِي، يَجِب أَن تَحُلّ البَلَدِيَّة المُشْكِلَة لِأَنَّهَا تُؤَثِّر عَلَى الصِّحَّة وَلِأَنَّهَا تُؤَثِّر عَلَى البِيئَة وَلِأَنَّهَا تُكَلِّف كَثِيرًا. (adding several reasons at once)
Correction: فِي رَأْيِي، يَجِب أَن تَحُلّ البَلَدِيَّة المُشْكِلَة لِأَنَّهَا تُؤَثِّر عَلَى صِحَّة السُّكَّان. — at this stage, support your opinion with exactly one clear reason; combining several reasons is developed later, in Chapter 18.
Error: attempting to calculate or convert a percentage into a new number during a reading or listening task.
Correction: at this stage, treat percentages such as ثَلَاثُون فِي المِئَة as fixed expressions to recognize and understand, not as the basis for independent arithmetic in Arabic; further numeral and data language develops later in the series.
Chapter Review
Section A — السَّبَب وَالنَّتِيجَة (Cause and Result)
1. Combine the following two ideas into one sentence using بِسَبَب: المُشْكِلَة كَبِيرَة / عَدَد السُّكَّان اِزْدَاد.
Section B — الشَّرْط وَالنَّتِيجَة (Condition and Consequence)
1. Complete the sentence with a plausible consequence: إِذَا زَرَعَ السُّكَّان أَشْجَارًا جَدِيدَة، ______________________.
Section C — الرَّأْي (Opinion)
1. Write one opinion sentence about a community issue of your choice, using فِي رَأْيِي... لِأَنَّ... with exactly one reason.
مُرَاجَعَة تَرَاكُمِيَّة — Cumulative review
Complete the short exchange below, drawing on this chapter and on Chapters 6, 7, and 13.
أ: مَا هِيَ أَكْبَر مُشْكِلَة فِي حَيِّكَ؟
ب: ______________________________________ (name the problem and give a cause with بِسَبَب)
أ: وَمَا هُوَ الحَلّ فِي رَأْيِكَ؟
ب: ______________________________________ (propose a condition and consequence with إِذَا...، فَـ..., then add فِي رَأْيِي... لِأَنَّ...)
Practical Performance Task
مُهِمَّة الأَدَاء العَمَلِيَّة
تَقْرِيرِي عَن مُشْكِلَة فِي حَيِّي — My Report on a Neighborhood Issue
Complete both parts below.
- Written: Write a short paragraph of five to seven sentences about a real or invented community issue, including a cause with بِسَبَب, a result with لِذَلِك, a condition and consequence with إِذَا...، فَـ..., and a personal opinion with فِي رَأْيِي... لِأَنَّ....

Assessment focus: accurate use of cause and result connectors consolidated since Chapters 6-7; accurate use of the real conditional frame developed across Chapters 7-9; accurate and appropriately bounded use of the new opinion frame with exactly one reason; recognition of percentage expressions where relevant; and correct use of the fixed accusative expressions with continued recognition of other case endings.
Answer Key
Listening Station
- The congestion is caused by the large number of cars in the morning.
- About forty percent of residents use their own cars to go to work.
- If the municipality increases the number of buses, congestion will gradually decrease.
- The opinion expressed is that this is a good solution because it encourages people to use public transportation.
Reading Station — Comprehension
- The waste problem is caused by a shortage of trash bins and irregular collection.
- About thirty percent of residents complain about this problem regularly.
Chapter Review — Model responses
Section A: اِزْدَادَت المُشْكِلَة بِسَبَب اِزْدِيَاد عَدَد السُّكَّان.

Exact wording will vary. Check that a cause, a result, a condition with consequence, and a bounded opinion with one reason are all present and accurately formed.
Looking Ahead
مَا الَّذِي تَسْتَطِيعُ فِعْلَهُ الآن — What you can do now
You can now discuss a community issue by giving its cause and result, propose a solution using a real conditional frame, state a bounded personal opinion with one reason, and recognize simple percentage expressions in reading and listening. This chapter also completes Unit III; the Unit III assessment in Chapter 15 will ask you to combine institutional, media, and community communication from Chapters 11 through 14.
