Institutionen und Bürokratie
Chapter Overview and Objectives
Chapter 12 continues Unit III by moving from the workplace into the world of forms, notices, and official communication. Institutional German often describes actions without naming who performs them, so this chapter develops the present passive further and introduces impersonal constructions with man as natural alternatives. It also introduces genitive phrases in fixed institutional expressions, a first controlled step toward genitive noun phrases in this volume. Julia, whose workplace tasks you followed in Chapter 11, now needs to renew a document at a public office. Her exchange with a clerk and the notice she reads give you models for understanding official German and asking for clarification when something is unclear.
By the end of this chapter, you will be able to:
- Read and interpret common forms, notices, and official announcements.
- Recognize and use present passive constructions in institutional contexts.
- Choose between passive, man, and active style appropriately.
- Recognize and use a small set of fixed genitive phrases common in institutional German.
- Ask for clarification about requirements, deadlines, and documents.
- Write a short, polite formal inquiry to an office or institution.
Opening Scenario
Julia has received a notice reminding her that a document needs to be renewed before it expires. She is not certain which papers she needs to bring or how long the process will take, so she visits the office in person and later writes a short email to confirm what she was told. This chapter follows her through reading the notice, asking a clerk for clarification, and writing a formal inquiry — tasks that mirror the kind of institutional communication learners are likely to need in a German-speaking country.
- Review the Institutional Vocabulary and the Grammar section.
- Follow the Model Notice and the Model Conversation.
- Complete the Guided Practice exercises.
- Complete the Listening, Speaking, Reading, and Writing tasks.
- Finish with the Practical Performance Task.

Grammar: Passive, Impersonal Constructions, and Genitive Phrases
What this chapter develops
Chapter 7 introduced present passive with werden for processes. This chapter develops that system further for institutional contexts, adds man as a natural alternative, and introduces a small, controlled set of genitive phrases common in official German.
Passive and Impersonal Constructions in Institutional German
Notices, forms, and official announcements often focus on the action or requirement rather than on who is carrying it out. German expresses this with the present passive, formed with a conjugated form of werden plus the past participle, or with the impersonal pronoun man.
- Die Unterlagen müssen im Original vorgelegt werden. The documents must be submitted in original form.modal passive: müssen + Partizip II + werden
- Termine werden nur online vergeben.Appointments are only given out online.
- Man braucht für den Antrag einen gültigen Ausweis. You need a valid ID for the application.
Passive is common in institutional writing, but active sentences with man often sound more natural in spoken clarification. Choose the form that fits the setting rather than defaulting to passive everywhere.
A First Look at Genitive Phrases
Institutional German uses a small number of fixed genitive phrases very frequently, even before learners control the full genitive system. This chapter introduces these phrases as recognizable patterns rather than as a complete genitive paradigm.
- innerhalb der Fristwithin the deadlinepreposition "innerhalb" + genitive
- am Ende des Monatsat the end of the month"des Monats" = genitive of "der Monat"
- die Gültigkeit des Dokumentsthe validity of the documentgenitive noun phrase after another noun
Full genitive article and adjective declension is not yet active. Learn these phrases as recognizable institutional patterns; broader genitive control is scheduled for a later chapter.
Case After Common Official Prepositions
Official notices rely on a small set of prepositions that you have already learned with their case. Review them here in an institutional context.
| Preposition | Case | Example |
|---|---|---|
| bis zum | Dativ | bis zum 15. des Monats — by the 15th of the month |
| innerhalb | Genitiv | innerhalb der Frist — within the deadline |
| mit | Dativ | mit einem gültigen Ausweis — with a valid ID |
Formal Connectors for Requirements and Conditions
Official German frequently states requirements using formal connectors and clause patterns you already control.
- Falls Unterlagen fehlen, wird der Antrag nicht bearbeitet. If documents are missing, the application will not be processed.
- Sofern der Termin nicht wahrgenommen wird, muss ein neuer Termin vereinbart werden.Provided the appointment is not kept, a new appointment must be arranged.

Writing Workshop — Eine formelle Anfrage schreiben
Write a short formal inquiry email (120–160 words) to an office or institution, asking for clarification about a requirement, deadline, or document, as in the Model Email above.
- Open formally. Use an appropriate Sehr geehrte Damen und Herren or Sehr geehrte/r … greeting.
- State the purpose. Briefly say what you are inquiring about.
- Use at least one passive or man-construction. Describe a requirement or procedure.
- Use at least one genitive phrase from this chapter. Refer to a deadline, validity, or document.
- Ask your clarification question clearly and politely.
- Close formally. Use Mit freundlichen Grüßen and your name.
- Revise using the checklist below.
Checkliste — Editing Checklist:
- Consistent formal Sie address, greeting, and closing.
- At least one accurate passive or man-construction.
- At least one accurate genitive phrase, correctly formed.
- Tone remains polite and institutional throughout.
- All nouns are capitalized; umlauts and ß are used correctly.
Invent a plausible office, document, and requirement rather than describing a real institution's actual current procedures.
Culture and Communication
Official notices in German-speaking countries tend to state requirements precisely and often use passive or impersonal constructions to keep the focus on the procedure rather than on the reader or the office. This is a stylistic feature of the genre, not a sign of unfriendliness; asking a clarifying question in person or by email, as Julia does, is a normal and expected part of dealing with institutions.
Required documents, appointment systems, processing times, and office procedures vary considerably across Germany, Austria, and Switzerland, and even between different offices within the same country. The notice and dialogue in this chapter are invented for language practice; specific requirements should always be verified directly with the relevant office or its official website.
Common Mistakes to Avoid
Error: *Die Unterlagen müssen vorgelegt.
Correction: Modal passive requires both the past participle and werden at the end: Die Unterlagen müssen vorgelegt werden.
Error: *innerhalb die Frist
Correction: innerhalb governs the genitive: innerhalb der Frist. Learn fixed genitive phrases together with their prepositions.
Error: *Es wird von mir ein Formular ausgefüllt. (awkward for a simple personal statement)
Correction: For personal, first-person statements, active is usually more natural: Ich fülle das Formular aus. Reserve passive for institutional, general, or agentless statements.
Chapter Summary
Chapter 12 developed the present passive and impersonal man-constructions for institutional contexts, introduced a controlled set of fixed genitive phrases common in official German, and reviewed case after common official prepositions and formal connectors for stating requirements and conditions. Julia's visit to the office and her follow-up email modeled how to read a notice, ask for clarification, and confirm information in writing, without requiring full genitive declension or advanced passive tenses.

Looking Ahead
Was Sie nach Kapitel 12 können — What you can do after Chapter 12
You have now developed passive and impersonal constructions for institutional contexts, recognized and used a controlled set of genitive phrases, reviewed case after official prepositions, and practiced asking for clarification about requirements. These systems prepare you for Chapter 13, which moves from institutions to travel and intercultural communication.
