Law, Administration, and Civic Communication · Speak and Write German: Professional, Academic, and Cultural Communication · Volume IV, Chapter 7

Chapter Overview and Objectives

Chapter 7 moves Tobias from public commentary toward the more formal register of official and civic communication. A change in his research group's funding requires him to register a new address with the local Bürgeramt and to write a precise written inquiry when a form's requirements are unclear. Official German favors passive and impersonal constructions, dense nominal style, and the genitive case in ways that everyday speech does not, and learners must learn to read this register accurately without needing to produce every feature of it. This chapter develops the genitive case productively for the first time, introduces passive and impersonal constructions for reading and limited writing, and treats modal legal phrasing as receptive only. Learners read excerpts from a civic notice and a form, and they write a short, precise inquiry — without receiving or giving legal advice.

By the end of this chapter, you will be able to:

  1. Read an official notice or form and identify its key requirements.
  2. Recognize and begin to produce the genitive case in formal noun phrases.
  3. Recognize passive and impersonal constructions in administrative German, and use simple passive sentences productively.
  4. Recognize modal legal phrasing such as ist vorzulegen or kann beantragt werden without being required to produce it independently.
  5. Write a clear, polite written inquiry requesting clarification about an official requirement.
  6. Mediate the key points of an official text for someone who has not read it.

Opening Scenario

Tobias's research group has moved to a new office, and the funding administrator tells him that he must register his new address at the Bürgeramt within two weeks, as is generally required after a change of residence in Germany. He picks up an information sheet from the Bürgeramt's website, along with the registration form itself, but one line of the form's instructions is unclear to him: it is not obvious which supporting document he needs to bring, since his lease is still being finalized. Rather than guessing, Tobias decides to write a short, polite email to the Bürgeramt asking for clarification before his appointment.

  1. Review the vocabulary for forms, registration, and civic services.
  2. Study how the genitive case and passive constructions appear in the model dialogue and reading passage.
  3. Complete the Listening, Speaking, Reading, and Writing tasks in order.
  4. Finish with the Practical Performance Task, which asks you to interpret an official text and write a precise inquiry.
Wortschatz

Core Vocabulary

This chapter's vocabulary supports reading official texts and communicating with civic institutions: the offices themselves, the language of forms and requirements, and the language of polite inquiry.

  • das Bürgeramt, die Bürgerämter — citizens' registration office
  • die Behörde, die Behörden — (government) authority, agency
  • das Amt, die Ämter — office, official department
  • die Meldebescheinigung, die Meldebescheinigungen — certificate of registration

Formulare und Anforderungen

  • das Formular, die Formulare — form
  • der Nachweis, die Nachweise — proof, supporting document
  • vorlegen — to submit, present (a document)
  • beantragen — to apply for, request formally

Rechte und Pflichten

  • das Recht, die Rechte — right, law
  • die Pflicht, die Pflichten — duty, obligation
  • zuständig sein für (+ Akkusativ) — to be responsible for

  • mitteilen — to inform, notify

All active nouns appear with article and plural; verbs are shown with their case or preposition frame where one applies.

Aussprache

Pronunciation Focus

Pronunciation Note — Reading Official Prose Aloud

Official and administrative sentences are often long, with the finite verb held until near the end of the clause. When reading such a sentence aloud, keep the pitch relatively level across the noun phrases and let it fall only on the finite verb or verb bracket at the close, as in Innerhalb von zwei Wochen nach dem Umzug ist die neue Adresse beim Bürgeramt anzuzeigen. Practice pausing briefly after long noun phrases rather than rushing through them, which helps both the reader and the listener track where the sentence is going.

Grammatik

Grammar and Sentence Patterns

This chapter develops the genitive case productively for the first time and introduces passive and impersonal constructions as they appear in official language. Modal legal phrasing, such as constructions with sein + zu + Infinitiv, is treated receptively: you should be able to understand it in a form or notice, but you are not expected to produce it independently in this chapter.

Building Block — Genitive in Formal Noun Phrases
Präposition/Nomen + des/der + Nomen(-s/-es)
The genitive marks possession and formal relationships between nouns, and it appears frequently in prepositions such as innerhalb, während, and aufgrund, and in formal noun-of-noun phrases. Masculine and neuter nouns typically add -s or -es in the genitive singular, and the article changes to des or der.

innerhalb zweier Wochen nach dem Umzug

within two weeks of the move

die Anschrift des neuen Wohnsitzes

the address of the new residence

aufgrund der neuen Anforderungen des Amtes

on the basis of the office's new requirements

Grammar Note — Passive Voice in Official Language

Official notices frequently use the passive voice to state a requirement without naming who enforces it: Die neue Adresse muss innerhalb von zwei Wochen gemeldet werden. ("The new address must be reported within two weeks.") The passive with werden shifts focus from the actor to the action or requirement itself, which is exactly why it suits impersonal, rule-stating prose. This chapter asks you to recognize passive constructions in reading and to produce simple present-tense passive sentences of your own.

Grammar Note — Impersonal Constructions with man

Alongside the passive, official and everyday-practical German often uses impersonal man to describe a general requirement or procedure without naming a specific person: Man muss den Nachweis innerhalb von zwei Wochen vorlegen. ("One must submit the document within two weeks.") Man and the passive frequently express similar meanings; this chapter activates both for reading, and man productively for simple statements.

Grammar Note — Modal Legal Phrasing (Receptive Only)

Forms and notices often use constructions such as ist vorzulegen ("is to be submitted") or kann beantragt werden ("can be applied for"), which combine sein or können/werden with a zu-infinitive or passive infinitive to state a requirement or option formally. You should learn to recognize these patterns when reading official text. Producing them independently is not required at this stage; the passive and impersonal man patterns above are sufficient for this chapter's writing tasks.

  • Innerhalb zweier Wochen nach dem Umzug muss die neue Anschrift beim zuständigen Bürgeramt gemeldet werden. Within two weeks of the move, the new address must be reported to the responsible citizens' office. genitive time expression + passive
  • Man benötigt in der Regel einen Nachweis des Vermieters, wenn die Meldebescheinigung ausgestellt werden soll. One generally needs proof from the landlord if the registration certificate is to be issued. impersonal man + genitive noun phrase
  • Falls der Mietvertrag noch nicht vorliegt, kann eine vorläufige Bestätigung des Vermieters vorgelegt werden. If the lease is not yet available, a preliminary confirmation from the landlord can be submitted. passive + genitive noun phrase
Frequent Confusion — Avoiding the Genitive with "von"

Error: *die Anschrift von dem neuen Wohnsitz substitutes a von-phrase for the genitive in a context where formal written German expects the genitive.

Correction: die Anschrift des neuen Wohnsitzes — spoken German often prefers von instead of the genitive, but formal written and administrative registers expect the genitive construction taught in this chapter.

Modelldialog

Model Dialogue

Setting: Tobias's office, the day before his Bürgeramt appointment. Context: Tobias and his colleague Frau Nowak review the registration form's requirements together.

Tobias und Frau Nowak besprechen das Anmeldeformular vor dem Termin.
Frau Nowak: Hast du schon alle Unterlagen für den Termin morgen? Do you already have all the documents for tomorrow's appointment?
Tobias: Fast. Auf dem Formular steht, die neue Anschrift müsse innerhalb zweier Wochen gemeldet werden, aber eine Zeile zum Nachweis des Vermieters ist mir nicht ganz klar. Almost. The form says that the new address must be reported within two weeks, but one line about proof from the landlord isn't entirely clear to me.
Frau Nowak: Was genau steht da? What exactly does it say there?
Tobias: Da steht nur, ein Nachweis des Vermieters sei vorzulegen, aber mein Mietvertrag ist noch nicht fertig. Ich weiß nicht, ob eine vorläufige Bestätigung reicht. It just says that proof from the landlord is to be submitted, but my lease isn't finished yet. I don't know whether a preliminary confirmation is enough.
Frau Nowak: Dann würde ich das vorher klären, statt einfach zum Termin zu gehen und zu hoffen. Then I would clarify that beforehand, instead of just going to the appointment and hoping.
Tobias: Gute Idee. Ich schreibe dem Bürgeramt heute noch eine kurze Anfrage und bitte um eine Antwort vor meinem Termin. Good idea. I'll write the citizens' office a short inquiry today and ask for an answer before my appointment.
Geführte Übung

Guided Practice

Complete each sentence with the correct genitive form, then rewrite the sentence in the passive voice.

  1. die Anschrift ______________________ (der neue Wohnsitz) → Passive: Die neue Anschrift ______________________ (melden).
  2. der Nachweis ______________________ (der Vermieter) → Passive: Ein Nachweis ______________________ (vorlegen).
  3. innerhalb ______________________ (zwei Wochen) → Passive: Der Umzug ______________________ innerhalb zweier Wochen ______________________ (melden).
  4. Rewrite one of your passive sentences using impersonal man instead, keeping the meaning the same.

Model answers appear in the Answer Key at the end of the chapter.

Hörverstehen

Listening Practice

Ask a partner, instructor, or text-to-speech tool to read the following short passage aloud. Listen once for the general requirement, then again for the specific document mentioned.

Kurzansage — Listening Script

3. Identify the sentence that explains what to do if the landlord's document is not yet available, and summarize the advice it gives.

Sprechen

Speaking Practice

Aufgabe: Eine Anforderung klären

Working with a partner or recording solo, role-play a short phone call in which a resident asks a Bürgeramt employee to clarify one requirement on a registration form.

Rolle: Bewohner/in (Tobias)

  • State which requirement on the form is unclear.
  • Explain that the lease is not yet finalized.
  • Ask politely whether a preliminary confirmation is sufficient.
  • Confirm the next step before ending the call.

Rolle: Mitarbeiter/in des Bürgeramts

  • Confirm the general requirement using a passive or impersonal man sentence.
  • Explain what alternative document may be accepted.
  • Advise the caller to confirm the arrangement in writing.

Bewertungshinweise — Speaking Criteria

  • The unclear requirement is stated clearly and specifically.
  • At least one passive or impersonal man sentence is used correctly.
  • The genitive appears correctly in at least one formal noun phrase.
  • The exchange remains polite and does not offer or request legal advice.
  • Comprehensible, natural pronunciation and pacing.

Solo alternative: Record both roles yourself, pausing between turns, or record only the Bewohner/in role as a short monologue explaining the situation.

Reading Practice

3. Identify the sentence that advises what to do if the confirmation is not yet available, and explain why the text recommends handling this in writing rather than only in person.

Schreiben

Writing Workshop

Write a short, polite email to a Bürgeramt asking for clarification about one unclear requirement, based on the Reading Practice notice.

  1. Open with an appropriate formal greeting and state the purpose of your email in one sentence.
  2. Explain which document is missing and why, using a genitive noun phrase.
  3. Ask your question politely, using a passive or impersonal man construction.
  4. Request a response before your appointment and close with an appropriate formal closing.
  5. Review your text against the checklist below.

Revision checklist:

  • Is the purpose of the email stated clearly in the opening?
  • Does at least one formal noun phrase use the genitive correctly?
  • Does at least one sentence use the passive voice or impersonal man correctly?
  • Is the tone polite and appropriate for formal `Sie` correspondence?
  • Does the email avoid asking for or implying legal advice?

Culture and Communication

Culture and Communication — This Is Not Legal Advice

Registration requirements, accepted documents, deadlines, and office procedures vary by country, by federal state, and sometimes by individual municipality, and they change over time. The Bundesmeldegesetz reference, the notice, and the procedures described in this chapter are constructed for language practice and illustrate a common pattern in Germany; they are not a substitute for checking current requirements with the relevant local authority before taking any real administrative action.

Culture and Communication — Written Confirmation in Civic Matters

In many DACH institutional contexts, professionals commonly recommend confirming an unclear requirement in writing before an appointment, both to have a documented record and because a written inquiry gives the office time to check an unusual case. This preference for written confirmation is common practice rather than a universal legal requirement, and expectations can vary between offices and regions.

Common Mistakes to Avoid

Overusing "von" instead of the genitive in formal writing

Error: *der Nachweis von dem Vermieter uses a von-phrase where formal written German expects the genitive.

Correction: der Nachweis des Vermieters — reserve von for informal speech or for nouns that resist genitive marking; use the genitive in formal correspondence and official-style writing.

Naming an unnecessary actor in a passive sentence

Error: *Das Bürgeramt meldet die neue Adresse. misstates who performs the action; it is the resident, not the office, who reports the address.

Correction: Die neue Adresse muss gemeldet werden. or Man muss die neue Adresse melden. — the passive or impersonal man correctly states the requirement without misassigning the actor.

Asking for or giving legal advice in a language exercise

Error: Treating this chapter's writing task as an opportunity to determine what a real person must legally do in their own specific case.

Correction: Use the chapter's scenario to practice the language of formal inquiry; direct any real administrative question to the appropriate current, official source rather than to a textbook exercise.

Chapter Summary

Chapter 7 introduced official and civic communication as a practical register, moving learners from Chapter 6's public commentary toward the impersonal, rule-stating prose of forms and notices. The genitive case became productive for the first time in formal noun phrases and time expressions, and passive and impersonal man constructions were introduced for both reading and limited writing. Modal legal phrasing such as ist vorzulegen remained receptive only. Tobias's task of clarifying an unclear registration requirement in writing, without seeking legal advice, connected listening, speaking, reading, and writing around one realistic civic situation.

Independent Study Tools

Für Selbstlerner

  • Find a short official notice or form online (in a language you already read comfortably) and try identifying its passive and impersonal constructions.
  • Practice converting three of your own everyday sentences into the passive voice.
  • Read your written inquiry aloud, paying attention to sentence-final verb placement.

Selbstüberprüfung

  • Can I explain, in German, the difference between Recht and Pflicht?
  • Can I form a genitive noun phrase such as der Nachweis des Vermieters correctly?
  • Do I check current official requirements with a real authority rather than relying on a textbook example?

Looking Ahead

Was Sie nach Kapitel 7 können — What you can do after Chapter 7

You can now read an official notice or form and identify its key requirement, use the genitive case in formal noun phrases, recognize and produce simple passive and impersonal man constructions, and write a precise, polite inquiry that clarifies a civic requirement without offering or seeking legal advice. These skills prepare you for the more data-driven business register of Chapter 8.

Chapter 8: Wirtschaft, Organisationen und Arbeit

Chapter 8 shifts from civic administration to economics, organizations, and work. It develops compound noun density, nominalizations, and passive/process style further, and asks learners to read a business report at an accessible level and write a summary with recommendations.
