Volume II, Chapter 18: Society, News, and Public Life · Speak and Write Hindi: Everyday Independence and Connected Communication

Chapter Objectives

By the end of this chapter, you will be able to:

  1. Read and understand a short adapted public-service notice, community announcement, or news-style text.
  2. Make general statements about people, services, habits, and needs using plural and honorific patterns.
  3. Recognize common impersonal-like expressions such as कहा जाता है and माना जाता है without producing them freely.
  4. Distinguish fact, opinion, cause, result, and recommendation within a public text.
  5. Summarize the main idea of a short public text using formulaic summary frames.
  6. Discuss a community issue respectfully, giving a simple reasoned response.
  7. Write a short summary and response to a public text in standard Devanagari.

Communication Scenario

Kabir has settled into the neighborhood with Priya's recommendations from Chapter 17. Now the two of them come across a community notice board near the park Priya mentioned. It announces a new recycling program and a public meeting about the neighborhood's traffic problem. Priya reads the notice aloud, and the two discuss what it says, what people generally think, and what should be done.

  1. Notice how the notice makes general statements about "residents" and "the community" rather than about one person.
  2. Notice how expressions like कहा जाता है and माना जाता है report a general or unattributed view.
  3. Notice how Priya and Kabir separate what the notice says as fact from what they personally think.
  4. Notice how they summarize the notice's main point before giving their own opinion, recycling opinion language from Chapter 14.

Where This Chapter Fits

Chapter 18 continues Unit IV, जुड़ा हुआ संवाद, building on the reference tracking and relative description practiced in Chapter 17.

Coming Into This Chapter

Learners bring forward जो...वह relative description, opinion frames such as मुझे लगता है कि... from Chapter 14, and reported information with कि from Chapter 13.

New in This Chapter

General statements about community life become productive. Impersonal-like expressions such as कहा जाता है and माना जाता है are introduced receptively, and formulaic summary frames such as इस सूचना में... support reading short public texts.

Looking Forward

Chapter 19, भाषा, शैली, और पहचान, builds on this chapter's register awareness to compare Standard Hindi, colloquial Hindustani, and Hindi-English usage more deliberately.

शब्दावली — Core Vocabulary

Core Vocabulary

These items support reading and discussing public and community life. Vocabulary from Chapters 3, 14, and 17 continues to recycle throughout this chapter.

18.1 Public Services and Community Issues

HindiMeaning
सार्वजनिकpublic
समुदायcommunity
सूचनाnotice, information
समस्याproblem, issue
यातायातtraffic
पर्यावरणenvironment
पुनर्चक्रणrecycling
निवासीresident

18.2 Fact, Opinion, and Response

HindiMeaning
तथ्यfact
रायopinion
बैठकmeeting
भाग लेनाto participate
ज़रूरतneed, necessity
सुधारimprovement
समाधानsolution
ध्यान देनाto pay attention

Receptive support: Headline-style vocabulary such as प्रशासन ("administration") and नागरिक ("citizen") appears in the reading passage below for recognition only. Learners are not required to produce these terms independently.

Pronunciation and Orthography Focus

Formal speech rhythm

Public notices and announcements are read more slowly and evenly than everyday conversation, with clear pauses at commas and dandas. Compare the flatter, more deliberate rhythm of सभी निवासियों से अनुरोध है with the quicker, more variable rhythm of casual speech from earlier chapters.

Schwa deletion in public and Sanskritic vocabulary

Notice the pronunciation of पर्यावरण (approximately par-yaa-va-ran) and निवासियों (approximately ni-vaa-si-yon). Longer Sanskritic words often carry more written vowels than everyday words, so read them carefully rather than assuming every syllable is stressed equally.

Headline-like speech versus conversation

Headlines and notice titles are often short noun phrases without a verb, such as नया पुनर्चक्रण कार्यक्रम ("New Recycling Program"). Read these as labels, with a brief pause afterward, rather than as full spoken sentences.

Grammar and Sentence Patterns

18.3 General Statements with Plural and Honorific Patterns

Language Building Block
सभी निवासियों से अनुरोध है कि वे कूड़ा सही जगह डालें।
All residents are requested to put their trash in the right place.

Form: General statements about a community typically use a plural or honorific subject such as सभी निवासी, लोग, or नागरिक, paired with plural or honorific verb agreement, even when no single specific person is meant.

Meaning: These statements describe expectations, habits, or conditions that apply broadly to a group rather than to one identified individual.

Use: Public notices, community announcements, and general observations about a neighborhood or society use this pattern often. Learners should recognize and reuse a small set of controlled frames rather than inventing new general statements freely.

HindiMeaning
बहुत से लोग यहाँ पैदल चलते हैं।Many people walk here.
निवासियों को यातायात की समस्या से परेशानी होती है।Residents are troubled by the traffic problem.
सभी को इस बैठक में भाग लेना चाहिए।Everyone should participate in this meeting.

18.4 Impersonal-Like Expressions (Receptive)

Language Building Block — Receptive
कहा जाता है कि नया कार्यक्रम अगले महीने शुरू होगा।
It is said that the new program will start next month.

Expressions such as कहा जाता है कि... ("it is said that...") and माना जाता है कि... ("it is believed/thought that...") report a general or unattributed view rather than naming a specific speaker. They resemble passive constructions in form. At this stage, learners should recognize these expressions in reading and listening and may reuse the two frames above as fixed formulas. Free productive control of passive-like forms is developed in later volumes.

Do not confuse कहा जाता है कि... with उन्होंने कहा कि... from Chapter 13. The first reports a general, often unattributed view; the second reports what a specific, identified person said.

18.5 Summarizing a Public Text

Use simple formulaic frames to summarize the main idea of a notice, announcement, or short article before responding to it:

  • इस सूचना में... ("In this notice...")
  • इस सूचना के अनुसार... ("According to this notice...")
  • सूचना में कहा गया है कि... ("The notice states that...")

These frames introduce a summary clause, often followed by कि, recycling reported-information patterns from Chapter 13. Learners should treat them as fixed openings rather than analyzing their internal grammar in detail.

18.6 Separating Fact, Opinion, Cause, Result, and Recommendation

A public text often mixes several kinds of statement. Learners should be able to identify which is which:

TypeExample frame
Factबैठक शनिवार को होगी।
Cause...क्योंकि सड़क पर बहुत गाड़ियाँ हैं
Result...इसलिए यातायात धीमा हो जाता है
Opinionमुझे लगता है कि...
Recommendationसभी को ... चाहिए

This distinction recycles reason, result, and opinion patterns from Chapter 14 and applies them to public rather than personal topics.

Boundary

This chapter does not require productive mastery of passive constructions, advanced political vocabulary, legal or journalistic style, or free construction of new impersonal expressions. Learners recognize and reuse a small set of controlled frames only. Full passive and impersonal systems develop in Volume III.

Model Dialogue

Setting: Priya and Kabir stop at a community notice board near the park.

कबीर यह सूचना क्या कहती है? इतनी भीड़ है यहाँ। What does this notice say? There's such a crowd here.
प्रिया इस सूचना में एक नए पुनर्चक्रण कार्यक्रम के बारे में बताया गया है। सभी निवासियों से अनुरोध है कि वे कूड़ा सही जगह डालें। This notice talks about a new recycling program. All residents are requested to put their trash in the right place.
कबीर अच्छा विचार है। और यह दूसरी सूचना? Good idea. And this other notice?
प्रिया इसके अनुसार, शनिवार को यातायात की समस्या पर एक बैठक होगी। कहा जाता है कि सड़क पर हर सुबह बहुत गाड़ियाँ होती हैं, इसलिए बच्चों के लिए स्कूल जाना मुश्किल हो जाता है। According to this, there will be a meeting on Saturday about the traffic problem. It's said that there are a lot of cars on the road every morning, so it becomes difficult for children to get to school.
कबीर तुम्हें क्या लगता है, इसका क्या समाधान है? What do you think — what's the solution to this?
प्रिया मुझे लगता है कि सबसे पहले स्कूल के पास एक धीमी गति वाला इलाका बनाना चाहिए। जो लोग गाड़ी चलाते हैं, वे वहाँ धीरे चलेंगे तो बच्चे ज़्यादा सुरक्षित रहेंगे। I think first of all they should make a slow-speed zone near the school. If the people who drive go slowly there, the children will be safer.
कबीर यह तो अच्छा सुझाव है। मुझे भी उस बैठक में जाना चाहिए, है ना? That's a good suggestion. I should go to that meeting too, shouldn't I?
प्रिया हाँ, ज़रूर। माना जाता है कि जितने ज़्यादा निवासी बैठक में आते हैं, प्रशासन उतना ही जल्दी ध्यान देता है। Yes, definitely. It's thought that the more residents who come to the meeting, the more quickly the administration pays attention.

समझ के प्रश्न — Comprehension questions:

  1. पहली सूचना किस बारे में है, और निवासियों से क्या अनुरोध किया गया है? (What is the first notice about, and what is requested of residents?)
  2. दूसरी सूचना के अनुसार, यातायात की समस्या का क्या कारण बताया गया है? (According to the second notice, what cause is given for the traffic problem?)
  3. प्रिया किस समाधान का सुझाव देती है? (What solution does Priya suggest?)

Listening Practice

Ask your instructor, a study partner, or a fluent Hindi speaker to read the passage below aloud twice. On the first listen, note the general topic. On the second listen, complete the table.

If no speaker is available, this is a Listening Script for Independent Use. Read the passage slowly at first, then at a natural pace. Any spoken model should be verified by a fluent Hindi speaker before being treated as a pronunciation standard.

सामुदायिक घोषणा — Community Announcement:

Listening task:

QuestionAnswer
बैठक कब और कहाँ होगी? (When and where will the meeting be?)______
बैठक में किन दो विषयों पर चर्चा होगी? (Which two topics will be discussed at the meeting?)______
निवासियों से क्या करने के लिए कहा गया है? (What are residents asked to do?)______

Reading Practice

Read the short adapted community notice below, then answer the questions.

Notice — New Recycling Program. For all citizens: Starting next month, a new recycling program will begin in this area. All residents are requested to put paper, plastic, and glass in separate bins. It is said that this will greatly benefit the environment. According to the administration, residents who have questions about this program can come to the next meeting. Full information about the program will be given at the meeting, and residents will also be able to give their opinions.

समझ के प्रश्न — Comprehension questions:

  1. What is the main fact announced in this notice?
  2. Which sentence uses an impersonal-like expression, and what does it claim?
  3. What are residents asked to do, and what can they do if they have questions?

Writing Workshop

Write a short summary-and-response text titled मेरी प्रतिक्रिया ("My Response") about the recycling notice above, or about a real or imagined community notice from your own area.

लेखन कार्य — Writing task: Write a connected text of 150-220 words in standard Devanagari, in complete sentences. Your text must include: (1) a one- or two-sentence summary of the notice using a frame such as इस सूचना में...; (2) one general statement about residents or the community; (3) at least one opinion using मुझे लगता है कि... or a similar frame; and (4) one recommendation using चाहिए or a similar frame.

  1. Summarize the notice. Use a formulaic frame such as इस सूचना में... or सूचना में कहा गया है कि....
  2. Make one general statement. Describe residents, the community, or a habit using plural agreement.
  3. Give your opinion. Say what you think about the notice or issue, and give one reason.
  4. Make a recommendation. Say what should be done, using चाहिए or a similar expression.
  5. Close with a brief final sentence. Summarize your overall response.

संपादन सूची — Editing checklist:

  • The summary frame is used correctly and clearly identifies the main idea.
  • The general statement uses appropriate plural or honorific agreement.
  • Fact, opinion, and recommendation are clearly distinguishable from one another.
  • No untaught impersonal or passive form is invented; only the modeled frames are reused.
  • Spelling, matras, word spacing, and dandas are correct throughout.

Speaking Practice

नियंत्रित अभ्यास — Controlled practice: fact or opinion?

With a partner, take turns reading sentences from the notices above aloud and deciding together whether each one is a fact, an opinion, a cause, a result, or a recommendation.

संचार कार्य — Communicative task: सामुदायिक बैठक

In a small group, role-play a short community meeting about the traffic problem or the recycling program. Each person should summarize the issue, give an opinion, and offer one recommendation.

अकेले अभ्यास — Solo alternative

Record yourself summarizing the recycling notice in two or three sentences, then giving your own opinion and one recommendation.

Culture and Communication

Culture in Context — Community meetings and public participation

Community notice boards, resident associations, and public meetings are common ways that neighborhoods across many Hindi-speaking regions share information and gather resident input, though the exact form these take varies widely by city, town, and type of housing.

Culture in Context — Formal Hindi in public texts

Public notices, administrative announcements, and news-style texts often use more formal, Sanskritic vocabulary and impersonal-like expressions than everyday conversation. This does not mean the everyday spoken forms practiced in earlier chapters are incorrect; it reflects a difference in register between public writing and daily speech.

Common Mistakes

Common Mistake — Treating a general statement as a statement about one person

Error: Reading सभी निवासियों से अनुरोध है कि वे कूड़ा सही जगह डालें as if it referred to one specific resident.

Correction: Recognize that सभी निवासियों and the plural verb forms mean the request applies to the whole community, not to one identified person.

Common Mistake — Confusing कहा जाता है कि... with उन्होंने कहा कि...

Error: Assuming कहा जाता है कि यातायात की समस्या बढ़ी है names a specific speaker.

Correction: कहा जाता है कि... reports a general, often unattributed view. Use उन्होंने कहा कि... only when a specific person is named as the source, as practiced in Chapter 13.

Common Mistake — Blending fact and opinion in a summary

Error: Writing a summary that mixes what the notice states with the writer's own opinion, without distinguishing them.

Correction: Summarize the notice's content first with a frame such as इस सूचना में..., then clearly introduce a separate opinion with मुझे लगता है कि....

Chapter Review

आगे बढ़ते हुए: अध्याय 19 — Continuing on: Chapter 19

Chapter 19, भाषा, शैली, और पहचान, builds on the register awareness practiced here — comparing the formal public Hindi of this chapter with colloquial Hindustani, Hindi-English usage, and everyday speech, and practicing how to revise a message for different audiences.
