Volume III, Chapter 4: City, Community, and Change · Speak and Write Hindi: Independent Communication and Advanced Expression

Chapter Objectives

By the end of this chapter, you will be able to:

  1. Describe a city, town, neighborhood, campus, or community in connected detail.
  2. Explain how a place has changed over time using पहले, अब, आजकल, धीरे-धीरे, and पिछले कुछ वर्षों में.
  3. Discuss services, transportation, housing, environment, safety, and public needs.
  4. Identify causes and results of local change using के कारण, की वजह से, इसलिए, जिससे, and नतीजा यह है कि....
  5. Recognize impersonal public-text patterns such as कहा जाता है, माना जाता है, and ज़रूरत है.
  6. Ask for and give community-level information.
  7. Write a short community profile or local-issue explanation.

Communication Scenario

At the conversation group's fourth meeting, Meera जी asks members to describe a place that matters to them and explain how it has changed. Priya has just moved to a new neighborhood near her new job and is comparing it to where she grew up; Kabir's hometown has changed rapidly since a new metro line opened, and he wants to explain both the benefits and the problems this has caused.

  1. Notice how Priya uses पहले, अब, and धीरे-धीरे to organize a description of change over time, not just a snapshot of the present.
  2. Notice how Kabir connects a cause to a result using के कारण and जिससे, building a chain rather than listing isolated facts.
  3. Notice that both speakers use impersonal expressions like कहा जाता है and ज़रूरत है when describing general community opinion or need, rather than attributing the claim to one person.
  4. Notice that purpose, intention, obligation, and comparison from Chapter 3 continue to operate here — this chapter adds place description, change over time, and cause-result chains on top of that foundation.

Where This Chapter Fits

Chapter 4 completes Unit I, पहचान, अनुभव, और बदलता जीवन, moving from Chapter 3's education and career discourse toward describing places and communities before Unit I's assessment in Chapter 5.

Coming Into This Chapter

Learners arrive with purpose expressions (के लिए, ताकि), intention and decision language, obligation contrasts (चाहिए/पड़ना/ज़रूरी है), and expanded comparison (से बेहतर, सबसे) from Chapter 3, alongside reference tracking and honorific agreement from Chapter 2.

New in This Chapter

Change-over-time expressions (पहले, अब, आजकल, धीरे-धीरे, पिछले कुछ वर्षों में); cause-result chains with के कारण, की वजह से, इसलिए, जिससे, and नतीजा यह है कि...; receptive impersonal/public-text patterns such as कहा जाता है and माना जाता है; and abstract locative frames के बीच and की ओर.

Looking Forward

Chapter 5 consolidates Unit I without introducing new grammar. Unit II then shifts this cause-result and public-description discourse toward opinion, evidence, and argument, beginning in Chapter 6.

शब्दावली — Core Vocabulary

Core Vocabulary

This chapter's productive vocabulary centers on community, place, services, and change.

4.1 Community and Place

HindiMeaning
समुदायcommunity
पड़ोसneighborhood
इलाक़ाarea, locality
परिसरcampus, premises
सुविधाfacility, amenity
परिवहनtransportation
आवासhousing

4.2 Services, Environment, and Safety

HindiMeaning
यातायातtraffic
वातावरणenvironment
सुरक्षाsafety, security
प्रदूषणpollution
स्वच्छताcleanliness
ज़रूरतneed, requirement
विकासdevelopment

4.3 Change, Cause, and Result

HindiMeaning
बदलावchange
समस्याproblem
असरeffect, impact
कारणcause, reason
परिणामresult
सुधारimprovement
लाभ / नुकसानbenefit / loss, harm

Receptive vocabulary: नगर निगम (municipal corporation), योजना आयोग-style administrative phrasing, बुनियादी ढांचा (infrastructure) — recognize these in adapted civic texts; productive use is not required this chapter.

Recycled vocabulary: Volume I home and neighborhood vocabulary, Volume II public-life and news-reading vocabulary, and Chapter 3's comparison frames remain available and should be reused, not retaught.

Pronunciation and Orthography Focus

Schwa deletion in place and public-service vocabulary

Words such as परिवहन, वातावरण, and विकास combine familiar schwa-deletion patterns with longer, more formal shapes. Practice each word slowly first, then inside the connected sentences of the dialogue and reading passage.

Phrase grouping in longer descriptions

When describing a place across several sentences, group each new fact, cause, or result into its own breath phrase. A brief pause before इसलिए or जिससे signals to the listener that a result is coming.

Intonation for public explanation

Explaining a community issue calls for a steadier, more even intonation than personal storytelling — closer to the register used for Chapter 3's interview answers than to casual conversation.

Grammar and Sentence Patterns

4.4 Change Over Time

Organize a description of change using a consistent time framework: पहले ("before, formerly") establishes the earlier state, अब ("now") or आजकल ("these days") establishes the current state, and धीरे-धीरे ("gradually") or पिछले कुछ वर्षों में ("over the past few years") frames the process connecting them.

ExpressionFunctionExample
पहले... अब...simple before/after contrastपहले यहाँ खेत थे, अब यहाँ इमारतें हैं।
आजकलcurrent ongoing stateआजकल यहाँ यातायात बहुत बढ़ गया है।
धीरे-धीरेgradual processयह इलाक़ा धीरे-धीरे बदल रहा है।
पिछले कुछ वर्षों मेंbounded recent time frameपिछले कुछ वर्षों में यहाँ कई नई सुविधाएँ आई हैं।
Language Building Block
पहले हमारे पड़ोस में कोई मेट्रो स्टेशन नहीं था, लेकिन पिछले कुछ वर्षों में धीरे-धीरे सब कुछ बदल गया, और आजकल यहाँ यातायात पहले से बहुत ज़्यादा है।
Before, there was no metro station in our neighborhood, but over the past few years everything gradually changed, and these days the traffic here is much more than before.

Form: This sentence chains a past state (नहीं था), a bounded process (पिछले कुछ वर्षों में धीरे-धीरे), and a current comparison (आजकल... पहले से ज़्यादा), reactivating Chapter 3's comparative से frame.

Meaning: The time markers organize the sentence into a clear before-during-after sequence rather than a list of unconnected facts.

Use: When describing a place, establish the earlier state before describing the current one, so the listener understands what has actually changed.

4.5 Cause and Result Chains

FrameFunctionExample
के कारणbecause of (formal, follows noun)नए मेट्रो स्टेशन के कारण यह इलाक़ा तेज़ी से बदल रहा है।
की वजह सेbecause of (common, follows noun)यातायात की वजह से सुबह घर से निकलना मुश्किल है।
इसलिएtherefore (links two clauses)यहाँ नौकरियाँ ज़्यादा हैं, इसलिए लोग यहाँ आकर बसते हैं।
जिससेas a result of which (relative-based)किराया बढ़ गया है, जिससे कई पुराने परिवार यहाँ से जा रहे हैं।
नतीजा यह है कि...the result is that... (summarizing)नतीजा यह है कि पड़ोस पहले से बहुत अलग दिखता है।

Distinguish के कारण / की वजह से, which attach directly to a noun before the main clause, from इसलिए and जिससे, which connect two full clauses. जिससे previews the relative-correlative work of Unit III; here it functions as a controlled formulaic connector, not a fully analyzed relative structure.

4.6 Impersonal and Public-Text Patterns (Receptive)

ExpressionFunctionExample
कहा जाता हैit is saidकहा जाता है कि यह इलाक़ा जल्द ही और बदलेगा।
माना जाता हैit is believed, generally heldमाना जाता है कि नए स्कूल से इलाक़े को फ़ायदा होगा।
ज़रूरत हैthere is a need (impersonal)इस पड़ोस में बेहतर सड़कों की ज़रूरत है।

These patterns describe general community opinion or need without naming a specific speaker. Recognize and interpret them in reading and listening this chapter; full productive control of passive-like forms is a Volume IV target.

Boundary

This chapter does not introduce new relative-correlative structures, new aspectual systems, or full passive formation. जिससे, कहा जाता है, and माना जाता है appear as controlled or receptive patterns here; broader relative-correlative work begins in Chapter 11, and reported/passive-like structures expand further starting in Chapter 8 and Chapter 16.

Model Dialogue

Setting: At the conversation group's fourth meeting, Priya and Kabir describe places that matter to them, with Meera जी guiding the discussion.

मीरा जी आज हम अपने शहर या पड़ोस के बारे में बात करेंगे। प्रिया, तुम्हारा नया पड़ोस कैसा है? Today we'll talk about our city or neighborhood. Priya, how is your new neighborhood?
प्रिया यह पहले वाले पड़ोस से बहुत अलग है। पहले मैं एक शांत इलाक़े में रहती थी, जहाँ बहुत कम सुविधाएँ थीं। अब मैं शहर के बीच में रहती हूँ, जहाँ सब कुछ पास में है। It's very different from my previous neighborhood. Before, I lived in a quiet area where there were very few amenities. Now I live in the middle of the city, where everything is nearby.
कबीर क्या यह बदलाव अच्छा लगता है? Does this change feel good?
प्रिया ज़्यादातर, हाँ। यहाँ यातायात ज़्यादा है, लेकिन काम के लिए यह जगह पहले वाले पड़ोस से कहीं ज़्यादा सुविधाजनक है। Mostly, yes. There's more traffic here, but for work this place is far more convenient than my previous neighborhood.
मीरा जी कबीर, तुम्हारे गृहनगर में क्या बदल रहा है? Kabir, what's changing in your hometown?
कबीर नए मेट्रो स्टेशन के कारण मेरा शहर तेज़ी से बदल रहा है। पहले वहाँ जाना बहुत मुश्किल था, लेकिन अब आना-जाना आसान हो गया है, जिससे बहुत सारे नए लोग वहाँ बस रहे हैं। Because of the new metro station, my city is changing rapidly. Before, it was very difficult to get there, but now coming and going has become easy, as a result of which many new people are settling there.
प्रिया यह तो अच्छा लगता है। लेकिन क्या कोई समस्या भी है? That sounds good. But is there also some problem?
कबीर हाँ। इतने लोगों के आने की वजह से किराया बहुत बढ़ गया है, जिससे कई पुराने परिवार अब वहाँ नहीं रह सकते। लोगों को कहते हुए सुना है कि नगर निगम को इस पर ध्यान देना चाहिए, क्योंकि सस्ते आवास की ज़रूरत है। Yes. Because of so many people coming, rent has increased a lot, as a result of which many old families can no longer live there. I've heard people saying that the municipal corporation should pay attention to this, because there is a need for affordable housing.
मीरा जी तो नतीजा यह है कि विकास के फ़ायदे और नुकसान, दोनों हैं। So the result is that development has both benefits and drawbacks.
कबीर बिल्कुल। माना जाता है कि यह बदलाव लंबे समय में अच्छा होगा, लेकिन अभी कुछ परिवारों के लिए यह मुश्किल है। Exactly. It's believed that this change will be good in the long run, but right now it's difficult for some families.

समझ के प्रश्न — Comprehension questions:

  1. प्रिया का नया पड़ोस पुराने पड़ोस से कैसे अलग है? (How is Priya's new neighborhood different from her old one?)
  2. कबीर के शहर में मेट्रो स्टेशन के कारण क्या बदला है? (What has changed in Kabir's city because of the metro station?)
  3. इस बदलाव से कौन-सी समस्या पैदा हुई है? (What problem has this change created?)

Listening Practice

Ask your instructor, a study partner, or a fluent Hindi speaker to read the passage below aloud at a natural pace. If no speaker is available, this is a Listening Script for Independent Use: read it slowly first, then at a natural pace. Any spoken model should be verified by a fluent Hindi speaker before being treated as a pronunciation standard.

Listening task:

QuestionAnswer
राजेश के पड़ोस में पहले क्या कमी थी? (What was lacking in Rajesh's neighborhood before?)______
पिछले कुछ वर्षों में क्या नया खुला है? (What has newly opened over the past few years?)______
विकास के कारण क्या समस्या पैदा हुई है? (What problem has development caused?)______
नगर निगम क्या करने वाला है, ऐसा कहा जाता है? (What is the municipal corporation said to be about to do?)______

Reading Practice

Read the short community notice and neighborhood profile below, then answer the questions.

सामुदायिक सूचना — Community Notice
नई बस सेवा जल्द शुरू
इस इलाक़े में बढ़ते यातायात को देखते हुए, अगले महीने से एक नई बस सेवा शुरू होगी, जिससे लोगों को स्टेशन तक पहुँचना आसान होगा। कहा जाता है कि इससे सड़कों पर निजी वाहनों की संख्या कम हो सकती है। निवासियों से अनुरोध है कि वे नए रूट की जानकारी नगर निगम की वेबसाइट पर देखें।
New Bus Service Starting Soon. Given the increasing traffic in this area, a new bus service will start next month, which will make it easier for people to reach the station. It is said that this may reduce the number of private vehicles on the roads. Residents are requested to check route information on the municipal corporation's website.
एक निवासी की प्रोफ़ाइल — A Resident's Profile
My name is Sunita. I grew up in this area. Before, this was a quiet, small area where most people knew each other. Over the past ten years, many new buildings have been built here, as a result of which the population has grown a lot. Because of this, pressure on schools and hospitals has also increased. It is believed that there will be even more development in the coming years. I feel that alongside this development, it is also necessary to preserve the old identity.

समझ के प्रश्न — Comprehension questions:

  1. Why is the new bus service starting, and what effect might it have?
  2. How does Sunita describe her neighborhood before and after the recent development?
  3. What problem does Sunita connect to the rise in population?
  4. Identify one sentence in Sunita's profile that uses जिससे and explain what result it introduces.

Writing Workshop

Write a short community profile or local-issue explanation, मेरा इलाक़ा ("My Area"), describing a place that matters to you and how it has changed.

लेखन कार्य — Writing task: Write a connected 180-250 word account in standard Devanagari, in complete multi-sentence paragraphs, that includes:

  1. Describe the place as it was before, using पहले and relevant vocabulary from this chapter.
  2. Describe how it has changed, using अब, आजकल, धीरे-धीरे, or पिछले कुछ वर्षों में.
  3. Identify at least one cause of this change, using के कारण or की वजह से.
  4. Connect the cause to a result, using इसलिए or जिससे.
  5. Mention a general community need or opinion, using ज़रूरत है, कहा जाता है, or माना जाता है (receptive-to-controlled use).

संपादन सूची — Editing checklist:

  • Before-and-after time markers are used clearly and in a logical order.
  • At least one cause-result chain is complete and makes sense.
  • Impersonal expressions are used correctly, without attributing the opinion to one named person.
  • Comparison frames from Chapter 3 are reused accurately where relevant.
  • Gender, number, agreement, and oblique forms are applied correctly throughout.
  • Spelling, matras, conjuncts, word spacing, and dandas are correct throughout.

Speaking Practice

नियंत्रित अभ्यास — Controlled practice: पहले और अब

With a partner, take turns describing a place using at least one before/after contrast (पहले... अब...). Your partner should ask one follow-up question about the change.

संचार कार्य — Communicative task: कारण और नतीजा

In pairs, discuss a real or imagined local issue. One partner explains a cause using के कारण or की वजह से; the other responds by naming a result using इसलिए or जिससे.

अकेले अभ्यास — Solo alternative

Record a two- to three-minute spoken description of a place you know well, including how it has changed, at least one cause-result connection, and one general community need or opinion.

Culture and Communication

Culture in Context — Urban, small-town, and rural difference

As Priya and Kabir's examples show, urban, small-town, rural, and diaspora communities across Hindi-speaking regions experience change very differently. A metro line, new housing, or a bus route may transform one neighborhood while leaving a nearby town largely unchanged. Avoid treating any single community's experience as representative of all Hindi-speaking places.

Culture in Context — Discussing local problems respectfully

As Kabir's account shows, discussing local problems such as rising rent or strained services can be done evenhandedly, without turning the discussion into a broad complaint about a city, region, or community. Impersonal expressions like माना जाता है allow speakers to raise concerns as widely held views rather than as personal attacks on any group.

Common Mistakes

Common Mistake — Confusing के कारण/की वजह से with इसलिए

Error: Writing यातायात के कारण, यहाँ आना मुश्किल है इसलिए, stacking both connectors around the same clause boundary.

Correction: Use के कारण/की वजह से directly after the cause-noun and before the main clause (यातायात की वजह से यहाँ आना मुश्किल है), and use इसलिए only to link two already-complete clauses (यातायात बहुत है, इसलिए यहाँ आना मुश्किल है).

Common Mistake — Treating जिससे as a full relative clause

Error: Trying to build a complete जो...वह-style relative structure around जिससे before Unit III's relative-correlative work has begun.

Correction: In this chapter, treat जिससे as a fixed result-connector meaning "as a result of which," attached after a complete clause (किराया बढ़ गया है, जिससे कई परिवार यहाँ से जा रहे हैं), not as a productive relative-correlative pattern to be varied freely.

Common Mistake — Overusing impersonal forms for personal opinions

Error: Saying कहा जाता है कि मुझे यह इलाक़ा पसंद है, applying an impersonal frame to a clearly personal opinion.

Correction: Reserve कहा जाता है/माना जाता है for genuinely general or widely held views, and use मुझे लगता है (from Chapter 1) for personal opinions, as in मुझे लगता है कि यह इलाक़ा अच्छा है.

Chapter Review

भाग A — समझ (Comprehension)

1. Return to the Model Dialogue, Listening passage, and Reading texts and answer in English:

  1. What has changed in each of the four places described (Priya's, Kabir's, Rajesh's, and Sunita's), and what caused each change?
  2. Which speakers mention a problem alongside a benefit? How can you tell from the language used?

भाग B — व्याकरण (Grammar)

1. Fill in the correct connector (के कारण, इसलिए, or जिससे):

  1. नए स्कूल ______ बच्चों के लिए सुविधा बढ़ गई है।
  2. यहाँ नौकरियाँ बढ़ रही हैं, ______ लोग यहाँ बस रहे हैं।
  3. किराया बढ़ गया है, ______ कई परिवार दूसरे इलाक़े में जा रहे हैं।

2. Combine these two sentences using की वजह से: यातायात बहुत ज़्यादा है। सुबह घर से निकलना मुश्किल है।

भाग C — पठन (Reading)

1. Return to Sunita's profile and identify the sentence where she states a general belief about the future, and the sentence where she states her personal opinion about balancing development and identity.

भाग D — लेखन (Writing)

1. Write your complete community profile, मेरा इलाक़ा, following all requirements from the Writing Workshop above.

भाग E — वाचन (Speaking)

1. Complete the communicative speaking task described in the Speaking Practice section above.

Cumulative Review

This chapter extends Chapter 3's purpose, intention, and comparison discourse into describing places and communities, reactivating Volume I/II neighborhood vocabulary and Chapter 2's reference tracking, while introducing change-over-time expressions, cause-result chains, and receptive impersonal patterns as its main new development. It closes Unit I and sets up Chapter 5's integrated review.

Practical Performance Task

मेरा इलाक़ा — My Area

Complete the following connected tasks in order.

  1. Listen to Rajesh's account above and complete the listening table.
  2. Read the community notice and Sunita's profile and answer the comprehension questions.
  3. Speak with a partner or instructor, describing a place, its change, and at least one cause-result connection.
  4. Write your complete 180-250 word community profile, मेरा इलाक़ा, following the Writing Workshop checklist.
  5. Edit your written text for time markers, cause-result accuracy, and impersonal-versus-personal opinion language.
CriterionWhat is assessed
Task completionAll five required parts of the community profile are present.
Change over timeClear before/after or gradual-change organization using scheduled time markers.
Cause-result controlAccurate use of के कारण/की वजह से and इसलिए/जिससे, correctly distinguished.
Impersonal vs. personal opinionCorrect choice between कहा जाता है/माना जाता है/ज़रूरत है and personal मुझे लगता है.
Comprehensibility and pronunciationIntelligible spoken delivery with natural phrase rhythm; accurate Devanagari spelling and punctuation in writing.

This task evaluates emerging B2 independence in describing places, organizing change over time, and connecting cause to result. Prioritize clarity of organization, task completion, and comprehensibility over exhaustive grammatical range.
