Volume IV, Chapter 3: Meetings, Decisions, and Agreement · Speak and Write Hindi: Professional, Academic, and Cultural Communication

Chapter Objectives

By the end of this chapter, you will be able to:

  1. Participate in a structured meeting: state an agenda item, clarify a problem, and propose a next step.
  2. Agree, disagree, qualify an opinion, and ask for clarification politely.
  3. Report what someone suggested or decided using कि-clauses.
  4. Use impersonal meeting-summary style such as यह तय हुआ कि... and यह सुझाव दिया गया कि....
  5. Assign responsibility using frames such as के जिम्मे, के लिए, द्वारा, and तक.
  6. Summarize decisions and responsibilities clearly, orally and in writing.
  7. Write concise, accurate meeting notes or action items in Hindi.

Communication Scenario

Priya's organization holds its monthly program review meeting the week after the networking evening. Ms. Ahuja chairs the meeting; Priya, Neha, and two field coordinators attend, along with Dr. Malhotra, who joins as an outside observer since the data-sharing conversation from Chapter 2 turned into an actual invitation. The agenda covers three items: the literacy program's mid-year numbers, a proposed change to the volunteer training schedule, and Dr. Malhotra's data-sharing request. Priya has to state a problem clearly, listen to two colleagues disagree politely about the training schedule, and later write up the meeting's decisions so that everyone who could not attend knows exactly what was decided and who is responsible for what.

  1. Notice how disagreement is softened with मुझे लगता है, शायद, and हालाँकि rather than stated bluntly.
  2. Notice how the meeting's decisions are phrased impersonally — यह तय हुआ कि... — rather than naming exactly who insisted on what.
  3. Notice how responsibility is assigned using के जिम्मे and तक for a deadline, without sounding like a command.
  4. Notice how the written meeting notes compress the spoken discussion into short, scannable action items.

Where This Chapter Fits

Chapter 3 continues Unit I, It builds on Chapter 2's professional self-presentation by moving learners from introducing themselves and their roles into the structured give-and-take of an actual meeting: proposing, agreeing, disagreeing, deciding, and assigning responsibility.

Coming Into This Chapter

Learners bring Chapter 2's nominalized role description and professional relationship frames (के रूप में, के तहत, के साथ, के लिए, से संबंधित), along with reactivated Volume III reported speech, aspect, `ने`, and formal register control.

What This Chapter Does

This chapter introduces reported decisions and suggestions with कि, polite hedged disagreement, responsibility-assignment frames, and impersonal meeting-summary style.

Looking Forward

Chapter 4 uses this meeting-language foundation to move into describing institutional problems and writing formal recommendation memos, including passive-like and impersonal strategies in fuller form.

Note on This Vocabulary

Notice that most disagreement and objection vocabulary in this list (आपत्ति, असहमति, शर्त) pairs naturally with hedging language like मुझे लगता है or शायद. Bare disagreement without any softening is rare in professional Hindi meetings.

Pronunciation and Listening Focus

Schwa deletion in formal meeting vocabulary

कार्यसूची (kāryasūcī) and स्पष्टीकरण (spaṣṭīkaraṇ) both contain internal schwa deletion that can trip up a learner reading formal vocabulary for the first time. Read each word slowly by syllable before using it in a full sentence, and notice that the final ण in स्पष्टीकरण keeps a light final vowel rather than being fully silent.

Intonation for polite interruption, clarification, and disagreement

A polite interruption in Hindi typically rises slightly and pauses, rather than cutting in sharply: Practice a gentle rising-then-pausing contour here, distinct from the flatter, more confident pitch used when stating an agreed decision.

Pace control in turn-taking

In a meeting, speakers often slow down slightly right before stating a decision or an action item, to signal that the listener should note it down. Practice this natural slowing on phrases like निर्णय यह हुआ कि... and अगला कदम यह है कि...

Listening for proposal, objection, decision, and responsibility

Meeting speech compresses a great deal of information into a few marked phrases. Train your ear to catch the four key signal types: a proposal (मेरा सुझाव है कि), an objection (मुझे लगता है कि + hedge), a decision (यह तय हुआ कि), and a responsibility assignment (यह...

Grammar and Language Systems

This chapter introduces reported decisions with कि, polite hedged disagreement, responsibility-assignment frames, and impersonal meeting-summary style. All four build directly on Volume III reported speech and postpositional control.

3.4 Reported Decisions and Suggestions with कि

Volume III introduced reported speech for statements, questions, and opinions. In a meeting, the same कि-clause pattern reports what was decided or suggested, usually with an impersonal main verb rather than a named subject:

Language Building Block — Reported Decision Frame
It was decided that [clause]. It was suggested that [clause]. Everyone agreed that [clause].

Compare a personal report Ahuja said that the training will be in October") with an impersonal decision report (यह तय हुआ कि प्रशिक्षण अक्टूबर में होगा, "It was decided that the training will be in October"). The impersonal version is more common in meeting summaries because it records the group's decision without singling out one person as having made it unilaterally.

3.5 Polite Disagreement and Hedging

Direct disagreement in a Hindi professional meeting is usually wrapped in a hedge. Five hedging words do most of this work:

WordFunctionExample
I think, it seems to meमुझे लगता है कि हमें विकल्पों पर फिर से विचार करना चाहिए।

These words rarely appear alone. A polite disagreement typically combines a hedge, the concern itself, and often a softened alternative: मुझे लगता है कि अक्टूबर थोड़ा जल्दी है; शायद हम नवंबर तक इंतज़ार कर सकते हैं ("I think October is a bit soon; perhaps we could wait until November").

3.6 Responsibility Frames

Four frames assign responsibility and deadlines without sounding like a direct command:

FrameFunctionExample
के जिम्मेmarks who is responsible for a taskरिपोर्ट तैयार करना नेहा के जिम्मे है।
के लिएmarks purpose or beneficiary of an actionयह जानकारी अगली बैठक के लिए ज़रूरी है।
द्वाराmarks the agent completing a task (formal)यह काम प्रिया द्वारा पूरा किया जाएगा।
तकmarks a deadline or limitयह रिपोर्ट शुक्रवार तक तैयार होनी चाहिए।

के जिम्मे and द्वारा both involve responsibility, but they work differently: के जिम्मे names whose job a task is, while द्वारा names who will actually carry it out, often in a more passive-like construction. Both are common in the same sentence:

Boundary Reminder

This chapter does not introduce full passive constructions, causatives, or new honorific systems — those wait for Chapter 4 and later. The reported-decision frame, hedging vocabulary, and four responsibility frames above are the new productive systems here; everything else recycles Volume III reported speech and Chapter 2's professional register.

Model Dialogue

Setting: The monthly program review meeting. Ms. Ahuja chairs; Priya, Neha, and a field coordinator named Vikram attend, along with Dr. Malhotra as an observer.

Alright, let's begin. Today's agenda has three items — first, the literacy program's mid-year numbers; second, a change to the training schedule; and third, Dr. Malhotra's proposal.
On the first item, the mid-year numbers are a bit lower than expected. The problem is that two schools had a delayed start.
In my view this isn't a cause for concern — perhaps we'll just need a small adjustment in next month's plan.
Alright. So it's decided that Priya will prepare a revised plan for next month. Now let's move to the second item — Neha, what is your proposal about the training schedule?
My suggestion is that we move the training from October to November, so that new volunteers get more time to prepare.
I think November will end up being a bit late — some of our schools want trained volunteers before December. Even so, I understand that preparation time is also necessary.
I'd like to clarify one thing — could we hold just half the training at the end of October and the rest at the start of November?
That seems like a good solution. So the decision is that the training will happen in two parts. Neha, preparing this plan is your responsibility, and it needs to be completed by next Friday.
Now the third item — Dr. Malhotra, could you briefly explain your proposal?
Certainly. I'm requesting that our research team be able to use the program's anonymized data, purely for research purposes. This is entirely optional, and can be stopped by the organization at any time.
I agree with this, provided the data really stays anonymous. It's possible we'll also need to draft a short agreement letter.
Agreement has been reached. It's suggested that Priya and Dr. Malhotra together prepare a short agreement letter. That will be the next step. Thank you, everyone.

Comprehension questions:

(What is the problem with the mid-year numbers, and what solution was decided?)
(What did Vikram and Neha disagree about, and what was the final decision?)
(What is Dr. Malhotra's proposal, and what is Priya's condition?)

Listening Practice

Ask your instructor, a study partner, or a fluent Hindi speaker to read the passage below aloud at a natural pace. If no speaker is available, this is a Listening Script for Independent Use: read it slowly first for meaning, then again at a natural pace. Any spoken model should be verified by a fluent Hindi speaker before being treated as a pronunciation standard.

Listening task:

QuestionAnswer
(What is the problem with this quarter's spending?)______
(What decision was made in the meeting, and whose responsibility is it?)______
(What suggestion was given to reduce travel expenses?)______

Reading Practice

Read the meeting notes that Neha circulated after the program review meeting, then answer the questions.

Meeting Summary

Date: July 14. Present: Ms. Ahuja, Priya, Neha, Vikram, Dr. Malhotra (as a guest). Item 1 — Mid-year numbers: numbers were lower than expected due to delays at two schools. Decision: Priya will prepare a revised plan for next month. Item 2 — Training schedule: after discussion it was decided the training would happen in two parts — the first part at the end of October, the second at the start of November. This plan is Neha's responsibility, deadline: next Friday. Item 3 — Data-sharing proposal: Dr. Malhotra requested that the research team be able to use anonymized program data. Agreement was reached, with the condition that the data remain fully anonymous. Next step: Priya and Dr. Malhotra will prepare an agreement letter.

Comprehension questions:

  1. Identify all three action items and who is responsible for each.
  2. Find one use of के जिम्मे and one use of तक in the notes, and explain what each connects.
  3. Compare the compressed style of these written notes with the fuller spoken dialogue earlier in the chapter. What information was left out, and why?
  4. Rewrite the data-sharing decision as a full reported sentence, beginning with यह तय हुआ कि...

Writing Workshop

Complete all parts in standard Devanagari.

Writing task:

  1. Write brief meeting notes (5-8 lines) for an imagined meeting with at least two agenda items, using the notes format modeled above (date, attendees, item, decision).
  2. Use at least one reported-decision frame (यह तय हुआ कि... or यह सुझाव दिया गया कि...) for each decision.
  3. Assign responsibility for at least one action item, using के जिम्मे and a deadline with तक.
  4. Write one short exchange (2-3 lines) in which one person politely disagrees with a proposal using a hedge, and the other responds with a compromise.

Editing checklist:

  • At least one reported-decision frame is used accurately for each decision.
  • Responsibility is assigned clearly using के जिम्मे and a deadline with तक.
  • Disagreement is softened with an appropriate hedge, not stated bluntly.
  • Meeting notes are concise and scannable, not a full transcript.
  • Gender, number, agreement, oblique forms, postpositions, and `ने`/`को` patterns are applied correctly throughout.
  • Spelling, matras, conjuncts, word spacing, and punctuation are correct throughout.

Speaking Practice

With a partner, take turns proposing a small change to a shared routine (a class schedule, a household chore, a work process) using मेरा सुझाव है कि..., and respond with either agreement or a hedged disagreement.

In a group of three or four, role-play a short meeting with a simple agenda (two items). One person chairs the meeting, states each item, and closes each with a reported-decision frame and a responsibility assignment. The others propose, agree, disagree, and ask for clarification.

Solo alternative

Record yourself summarizing an imagined meeting's three decisions aloud, using यह तय हुआ कि... for each one, and assigning responsibility and a deadline for at least one item. Listen back and check that your hedges and reported-decision frames sound natural.

Culture and Communication

Culture in Context — Softened disagreement and hierarchy

In many Hindi professional settings, how directly someone disagrees depends on relative seniority, age, and institutional role. A junior colleague disagreeing with a senior colleague's proposal will typically hedge more heavily than two peers disagreeing with each other.

Culture in Context — Impersonal decision language and shared ownership

Phrasing a decision as यह तय हुआ कि... rather than naming exactly who insisted on it is common in Hindi meeting culture. It frames the outcome as a shared, collective decision rather than one person's unilateral win, even when one person's proposal clearly shaped the outcome.

Culture in Context — Guests and observers in meetings

Dr. Malhotra's presence as an invited outside observer is common in many Hindi-speaking professional and institutional settings, where meetings often include guests whose contributions are treated with particular courtesy and whose proposals may still require organization members to reach internal agreement before formally accepting.

Common Mistakes

Common Mistake — Disagreeing without any hedge

Error: यह गलत है ("This is wrong") stated bluntly as a direct objection to a colleague's proposal.

Correction: मुझे लगता है कि इसमें एक समस्या हो सकती है ("I think there might be a problem with this"). Pair the objection with a hedge such as मुझे लगता है, शायद, or संभव है.

Common Mistake — Confusing के जिम्मे and द्वारा

Error: यह काम नेहा द्वारा है (using द्वारा alone to mean "is Neha's responsibility," modeled on English "by").

Correction: यह काम नेहा के जिम्मे है ("This task is Neha's responsibility"). Reserve द्वारा for naming who will actually carry out an action, usually with a full verb: यह काम नेहा द्वारा पूरा किया जाएगा.

Common Mistake — Naming a person instead of using impersonal decision style

Error: आहूजा जी ने फ़ैसला किया कि... used in formal meeting notes as the default way to record every decision, even when the decision emerged from group discussion.

Use the impersonal frame for group decisions in written notes, and reserve a named subject for cases where one person's individual statement, rather than a group decision, is being reported.

Chapter Review

भाग A — समझ (Comprehension)

1. Return to the Model Dialogue and Reading passage and answer in English:

  1. What compromise resolved the disagreement between Vikram and Neha?
  2. What condition did Priya attach to her agreement with Dr. Malhotra's proposal?

भाग B — व्याकरण (Grammar)

1. Choose the correct responsibility frame (के जिम्मे, के लिए, द्वारा, तक) for each sentence:

(Reading)

1. Rewrite one decision from the meeting notes as a full spoken sentence using यह तय हुआ कि..., and explain in English why the written notes use a shorter form.

भाग D — लेखन (Writing)

1. Complete the full Writing Workshop task: meeting notes, reported-decision frames, responsibility assignment, and the disagreement-and-compromise exchange.

भाग E — वाचन (Speaking)

1. Complete the Meeting Role-Play or its solo alternative, producing at least one proposal, one hedged disagreement, one reported decision, and one responsibility assignment.

Cumulative Review

This chapter recycles reported speech from Volume III, formal register, and professional self-presentation from Chapter 2, while introducing reported-decision frames, polite hedging, and responsibility-assignment frames that Chapter 4 will build on for problem-solution writing and impersonal recommendation style.

Practical Performance Task

Running a Meeting

Complete the following connected tasks in order.

  1. Listen to the budget-meeting passage and complete the listening table.
  2. Read Neha's meeting notes and answer the comprehension questions.
  3. Write your own meeting notes with reported decisions and a responsibility assignment, following the Writing Workshop steps.
  4. Speak by completing the Meeting Role-Play or its solo alternative.
  5. Reflect in two or three sentences on which was harder to produce naturally — the hedged disagreement or the impersonal decision language — and why.
CriterionWhat is assessed
Task completionThe meeting notes, spoken role-play, and reflection are all present and address agenda, decisions, and responsibility.
Reported-decision framesImpersonal decision language is used accurately for group decisions.
Hedged disagreementDisagreement is softened appropriately rather than stated bluntly.
Responsibility and deadlinesके जिम्मे, द्वारा, and तक are used correctly and distinguished from one another.
Devanagari and mechanicsSpelling, matras, conjuncts, punctuation, and word spacing are correct throughout the written work.

This task establishes the meeting-participation and decision-summary skills that Chapter 4 will build into problem description, policy proposals, and formal recommendation writing.

Answer Key

Model Dialogue — Comprehension

  1. Neha proposed moving the training to November for more preparation time; Vikram objected that November would be too late for some schools' needs; the compromise was to split the training into two parts, at the end of October and the start of November.
  2. Priya agreed to Dr. Malhotra's data-sharing proposal on the condition that the data remain fully anonymous, and suggested that a short agreement letter might also be needed.

Listening

  • This quarter's spending is a bit higher than planned, mainly due to travel and materials costs.
  • It was decided that a detailed budget review will happen next month; this is the treasurer's responsibility, to be completed by the end of the month.
  • It was suggested that the organization use online meetings more, to reduce travel expenses.

Reading — Comprehension

  1. Item 1: Priya will prepare a revised plan (responsibility: Priya). Item 2: Neha will prepare the two-part training plan by next Friday (responsibility: Neha). Item 3: Priya and Dr. Malhotra will prepare an agreement letter (shared responsibility).
  2. के जिम्मे connects the training plan to Neha as the responsible person; तक connects the deadline "next Friday" to that same task.
  3. The written notes omit the back-and-forth disagreement between Vikram and Neha and the exact wording of each speaker's turn, keeping only the agenda item, the final decision, and the responsible party — because notes exist to record outcomes for absent colleagues, not to transcribe the discussion.
  4. Model answer:

Looking Ahead

What you can do now

You can participate in a structured meeting, state and clarify a problem, propose and respond to proposals, agree and disagree politely, report decisions in impersonal meeting style, and assign responsibility with a deadline. Together, these abilities prepare you to describe institutional problems and propose formal solutions in the next chapter.

Ahead: Chapter 4 — Problems, Policy, and Proposals

Chapter 4 builds on this chapter's decision and responsibility language, moving into describing institutional problems, evaluating options, and writing a structured recommendation memo using passive-like and impersonal strategies.
