Volume IV, Chapter 16: Formal Reports and Recommendations · Speak and Write Hindi: Professional, Academic, and Cultural Communication

Chapter Overview and Objectives

This chapter opens Unit IV, शैली, मध्यस्थता, और C1 कार्य. Having reviewed media analysis, public speech, cultural interpretation, and careful register distinctions in Chapter 15, learners now turn from analyzing and discussing other people's texts to producing one of the most important C1 professional genres: the formal report. This chapter teaches structured report organization, executive-summary compression, and the passive-like and impersonal strategies that let institutional Hindi foreground findings and recommendations rather than personal blame.

By the end of this chapter, you will be able to:

  1. Organize a formal report into background, findings, analysis, and recommendation sections.
  2. Write a concise executive summary that compresses a report's content without losing clarity.
  3. Use passive-like and impersonal recommendation frames to foreground process and decision rather than the person responsible.
  4. Distinguish observation, interpretation, and recommendation within a single report.
  5. Present report findings orally in a short, organized briefing.
  6. Revise report language for institutional tone, clarity, and Devanagari accuracy.

Communication Scenario

The community center's panel on "हमारी भाषाएँ, हमारी पहचान" was well attended, and the center's small volunteer committee has asked Priya to write a short report on the evening — what worked, what the attendees said, and what the center should do differently for its next public event. Priya asks Arjun to help gather notes from Kamla-ji, who kept an informal attendance count and collected a few written comments at the door. Arjun has never written anything as formal as an institutional report before, so Priya walks him through the structure before they begin drafting.

  1. Notice how the report separates background from findings, and findings from recommendations.
  2. Notice how the executive summary compresses the whole report into a few sentences.
  3. Notice where the report uses passive-like or impersonal phrasing instead of naming who is at fault or who must act.
  4. Notice how the recommendations remain specific and actionable rather than vague.

Where This Chapter Fits

Chapter 16 opens Unit IV, शैली, मध्यस्थता, और C1 कार्य, by turning the evidence-based and source-aware skills built across Units II and III toward a learner's own formal writing.

Coming Into This Chapter

You bring source-based argument and evidence framing from Chapter 9, data description and cautious interpretation from Chapter 8, media attribution and passive-like public style from Chapter 11, and the moderated-discussion and careful-distinction habits reviewed in Chapter 15.

What This Chapter Does

This chapter introduces formal report structure, executive-summary compression, and productive control of passive-like and impersonal recommendation frames, building directly on the Chapter 4 introduction of these strategies for proposals.

Looking Forward

Chapter 17 continues Unit IV with translation-aware mediation, where learners will summarize and adapt meaning — including report-style content — for a different audience.

Schwa Deletion Note

Watch कार्यान्वयन (kaaryaanvayan, not kaaryaa-na-vayana) and प्राथमिकता (praathamiktaa) — both are formal derived nouns where the final inherent vowel is not pronounced, and internal syllables compress in fluent speech.

Pronunciation and Listening Focus

Oral briefing pace

A report briefing is slower and more evenly paced than a conversation. Group findings into short phrases separated by clear pauses, especially before इसलिए, इसके अलावा, and सिफ़ारिश की जाती है कि.

Schwa deletion in formal nominalizations

Practice कार्यान्वयन, प्राथमिकता, and व्यवहार्य slowly, then at natural speed. These forms recur throughout Unit IV.

Listening for findings versus recommendations

In a spoken briefing, findings are usually introduced with पता चलता है कि or देखा गया कि, while recommendations follow signal phrases such as सिफ़ारिश की जाती है कि. Listen for this shift in verb pattern to tell the two apart.

Grammar and Sentence Patterns

16.5 Formal Report Structure and Nominalized Section Transitions

A formal Hindi report typically moves through four sections: background, findings, analysis, and recommendations. Each section opens with a nominalized transition rather than a personal statement.

  • इस रिपोर्ट का उद्देश्य कार्यक्रम की सफलता और भविष्य की योजना पर विचार करना है। (The purpose of this report is to consider the event's success and future planning.)
  • पृष्ठभूमि: पैनल का आयोजन सामुदायिक केंद्र में शनिवार शाम को किया गया। (Background: the panel was organized at the community center on Saturday evening.)
  • मुख्य निष्कर्ष यह हैं कि उपस्थिति अपेक्षा से अधिक रही और प्रतिक्रिया मुख्यतः सकारात्मक थी। (The main findings are that attendance exceeded expectations and feedback was mainly positive.)

16.6 Passive-Like Recommendation Frames

Recommendations foreground the action or decision rather than the person who must carry it out. This is not the same as avoiding responsibility; it is a register choice appropriate to institutional writing.

  • सिफ़ारिश की जाती है कि अगले कार्यक्रम के लिए अधिक बैठने की व्यवस्था की जाए। (It is recommended that more seating be arranged for the next event.)
  • यह लागू किया जा सकता है कि पंजीकरण ऑनलाइन भी उपलब्ध हो। (This can be implemented so that registration is also available online.)
  • माना जाता है कि प्रचार पहले से शुरू करने से उपस्थिति और बढ़ेगी। (It is thought that starting publicity earlier will increase attendance further.)

Compare the passive-like recommendation with a direct alternative that names an actor, and notice how the choice changes tone:

  • केंद्र को अगली बार अधिक कुर्सियाँ मँगानी चाहिए। (The center should order more chairs next time — direct, names the responsible party.)

16.7 Impersonal Institutional Style

  • यह देखा गया कि कुछ उपस्थित लोगों को प्रवेश द्वार खोजने में कठिनाई हुई। (It was observed that some attendees had difficulty finding the entrance.)
  • यह कहा जा सकता है कि कार्यक्रम की समय-सीमा उचित थी। (It can be said that the event's timeline was appropriate.)

16.8 Cause, Limitation, and Recommendation Clauses

  • चूँकि प्रचार देर से शुरू हुआ, इसलिए कुछ रुचि रखने वाले लोग कार्यक्रम की जानकारी से चूक गए। (Because publicity started late, some interested people missed information about the event.)
  • इस रिपोर्ट की एक सीमा यह है कि प्रतिक्रिया केवल उपस्थित लोगों से ली गई; अनुपस्थित समुदाय की राय शामिल नहीं है। (One limitation of this report is that feedback was collected only from attendees; the absent community's views are not included.)
Boundary Reminder

Passive-like and impersonal strategies were introduced for recommendations in Chapter 4. This chapter develops them into full report structure. Advanced administrative or legal register, and exhaustive report typologies, remain outside this chapter's scope.

Language Building Block — Report Section Frame
पृष्ठभूमि: [स्थिति का संक्षिप्त विवरण]। मुख्य निष्कर्ष यह हैं कि [निष्कर्ष 1] और [निष्कर्ष 2]। विश्लेषण से पता चलता है कि [कारण/प्रभाव]। सिफ़ारिश की जाती है कि [कार्रवाई]।
Background: [brief description of the situation]. The main findings are that [finding 1] and [finding 2]. The analysis shows that [cause/effect]. It is recommended that [action].

Model Dialogue

Setting: Kamla-ji's kitchen table, two days after the panel. Priya is drafting the report aloud while Arjun takes notes and Kamla-ji checks details.

प्रिया तो पहले पृष्ठभूमि लिखते हैं। "यह रिपोर्ट सामुदायिक केंद्र में आयोजित पैनल 'हमारी भाषाएँ, हमारी पहचान' के परिणामों का सारांश प्रस्तुत करती है।" So first let's write the background. "This report presents a summary of the outcomes of the panel 'Our Languages, Our Identity' held at the community center."
अर्जुन और उपस्थिति के बारे में क्या लिखें? कमला जी ने गिनती रखी थी न? And what should we write about attendance? Kamla-ji kept a count, right?
कमला जी हाँ, लगभग साठ लोग आए, जबकि हमने चालीस की उम्मीद की थी। यह एक अच्छा निष्कर्ष है! Yes, about sixty people came, though we had expected forty. That's a good finding!
प्रिया बिल्कुल। तो मुख्य निष्कर्ष यह हैं कि उपस्थिति अपेक्षा से अधिक रही, और प्रतिक्रिया मुख्यतः सकारात्मक थी। लेकिन यह भी देखा गया कि कुछ लोगों को प्रवेश द्वार खोजने में कठिनाई हुई। Absolutely. So the main findings are that attendance exceeded expectations, and feedback was mainly positive. But it was also observed that some people had difficulty finding the entrance.
अर्जुन तो क्या हम लिखें कि "स्वागत डेस्क को द्वार के पास खड़ा करना चाहिए"? So should we write that "the welcome desk should be placed near the entrance"?
प्रिया वह वाक्य भी सही है, लेकिन रिपोर्ट में हम आमतौर पर ऐसा लिखते हैं: "सिफ़ारिश की जाती है कि अगली बार साइनेज को प्रवेश द्वार के पास और स्पष्ट रूप से लगाया जाए।" इससे ध्यान समस्या के समाधान पर रहता है, किसी एक व्यक्ति की गलती पर नहीं। That sentence is also correct, but in a report we usually write it this way: "It is recommended that next time signage be placed more clearly near the entrance." This keeps the focus on solving the problem, not on any one person's mistake.
कमला जी और आखिर में हमें यह भी लिखना चाहिए कि यह रिपोर्ट सिर्फ़ उपस्थित लोगों की प्रतिक्रिया पर आधारित है — जो लोग नहीं आ सके, उनकी राय इसमें शामिल नहीं है। And at the end we should also write that this report is based only on the feedback of those who attended — the views of those who couldn't come are not included in it.
प्रिया बिल्कुल सही — यह हमारी रिपोर्ट की एक सीमा है, और इसे स्पष्ट रूप से बताना ज़रूरी है। Exactly right — that is a limitation of our report, and it's important to state it clearly.

समझ के प्रश्न — Comprehension questions:

  1. रिपोर्ट के अनुसार, उपस्थिति के बारे में मुख्य निष्कर्ष क्या है? (According to the report, what is the main finding about attendance?)
  2. प्रिया प्रवेश द्वार की समस्या के बारे में सिफ़ारिश किस तरह लिखती है, और क्यों? (How does Priya word the recommendation about the entrance problem, and why?)
  3. रिपोर्ट की सीमा के रूप में कमला जी क्या बताती हैं? (What does Kamla-ji point out as a limitation of the report?)

Listening Practice

Ask your instructor, a study partner, or a fluent Hindi speaker to read the passage below aloud at a natural pace, pausing briefly between sections. If no speaker is available, this is a Listening Script for Independent Use: read it slowly first for meaning, then again at a natural pace. Any spoken model should be verified by a fluent Hindi speaker before being treated as a pronunciation standard.

Reading Practice

Read the short report excerpt below, then answer the questions.

रिपोर्ट अंश — Report Excerpt

Report Excerpt: Executive Summary: The recent panel was more successful than expected; however, entrance signage and the publicity timeline need improvement. Detailed findings and recommendations are given below.

Findings: Attendance exceeded sixty, though forty had been expected. Most comments in the written feedback were positive, although three attendees mentioned difficulty finding the entrance.

Recommendations: (1) Next time, signage should be placed nearer the entrance and more clearly. (2) Publicity should begin at least three weeks in advance. (3) An online option should also be made available for registration.

समझ के प्रश्न — Comprehension questions:

  1. What does the executive summary tell a busy reader before they reach the detailed findings?
  2. How many attendees mentioned difficulty finding the entrance, and how does the report phrase this finding without naming any individual?
  3. Identify the passive-like or impersonal verb forms used in each of the three recommendations.
  4. Using a report-frame sentence from Section 16.5, explain in Hindi why the executive summary and the detailed sections do not simply repeat each other word for word.

Writing Workshop

Complete all parts in standard Devanagari.

लेखन कार्य — Writing task:

  1. Choose a simple event, meeting, or activity you know well (real or invented) to report on.
  2. Write a background section of two to three sentences describing the situation.
  3. Write two or three findings, using मुख्य निष्कर्ष यह हैं कि or a similar frame, and including at least one impersonal observation with यह देखा गया कि.
  4. Write one analysis sentence connecting a finding to a likely cause, using विश्लेषण से पता चलता है कि.
  5. Write two recommendations using passive-like frames such as सिफ़ारिश की जाती है कि or लागू किया जा सकता है.
  6. Write one limitation of your own report.
  7. Compress the whole report into a three-sentence executive summary placed at the top.

संपादन सूची — Editing checklist:

  • The executive summary compresses the report without simply repeating full sentences from below.
  • Background, findings, analysis, and recommendations are clearly separated.
  • At least two passive-like or impersonal frames are used correctly.
  • Recommendations are specific and actionable, not vague.
  • The stated limitation is honest and relevant.
  • Spelling, matras, conjuncts, and punctuation are correct throughout.

Speaking Practice

नियंत्रित अभ्यास — Controlled practice: निष्कर्ष बनाम सिफ़ारिश — Finding versus Recommendation

Given five short prompts (mixing findings and recommendations), say each aloud using the correct frame — मुख्य निष्कर्ष यह है कि for findings, सिफ़ारिश की जाती है कि for recommendations.

संचार कार्य — Communicative task: रिपोर्ट ब्रीफ़िंग — Report Briefing

Using the report you wrote in the Writing Workshop, deliver a two-minute oral briefing to a partner: state the report's purpose, summarize two or three findings, and present your recommendations. Your partner should ask one clarifying question, which you answer using a reformulation frame if needed.

अकेले अभ्यास — Solo alternative

Record yourself briefing your report in under two minutes. Listen back and check that your pacing separates findings from recommendations clearly, and that you used at least one passive-like frame naturally.

Culture and Communication

Culture in Context — Reports in community and nonprofit settings

Volunteer-run organizations such as community centers often produce short informal reports for their own committees, not only large institutions. The same background–findings–recommendations structure scales down comfortably to a single-page volunteer report.

Culture in Context — Why impersonal phrasing is not evasive

In many professional and institutional Hindi contexts, passive-like and impersonal recommendation language is a mark of care and objectivity, not an attempt to avoid responsibility. A report that names individuals for minor logistical issues can feel disproportionate and damage working relationships.

Culture in Context — Stating limitations openly

Naming a report's own limitations, as Priya and Kamla-ji do about attendee-only feedback, is a standard and respected practice rather than a weakness to hide.

Common Mistakes

Common Mistake — Executive summary that just repeats the report

Error: Copying full sentences from the findings section into the executive summary.

Correction: Compress the whole report into two or three original sentences that a reader could act on without reading further.

Common Mistake — Vague recommendations

Error: बेहतर योजना बनानी चाहिए। (A better plan should be made.) — too vague to act on.

Correction: सिफ़ारिश की जाती है कि प्रचार कम-से-कम तीन सप्ताह पहले शुरू किया जाए। (It is recommended that publicity begin at least three weeks in advance.)

Common Mistake — Naming individuals for minor issues

Error: कमला जी ने साइनेज ठीक से नहीं लगाई। (Kamla-ji did not put up the signage properly.)

Correction: यह देखा गया कि साइनेज पर्याप्त स्पष्ट नहीं था। (It was observed that the signage was not sufficiently clear.) — foreground the process, not the person.

Chapter Review

भाग A — समझ (Comprehension)

1. In English, briefly explain what an executive summary must do that a full report does not.

Cumulative Review

This chapter builds on proposal writing (Chapter 4), data interpretation (Chapter 8), and source-based argument (Chapter 9) to introduce full formal report structure, executive-summary compression, and productive passive-like and impersonal institutional style.

Practical Performance Task

रिपोर्ट कार्य — Report Task

Complete the following connected tasks in order.

  1. Listen to the report excerpt and complete the listening table.
  2. Read the report excerpt and answer the comprehension questions.
  3. Write a complete short report (background, findings, analysis, recommendations, limitation, executive summary) on an event of your choice.

Specificity of recommendationsRecommendations are concrete and actionable rather than vague.
Oral briefingThe learner presents findings and recommendations clearly and answers a clarifying question appropriately.
Devanagari and mechanicsSpelling, matras, conjuncts, and punctuation are correct throughout.

Chapter 17 continues Unit IV with translation-aware mediation, teaching learners to summarize and adapt meaning — including report-style content like this chapter's — for a different audience.

Answer Key

Model Dialogue — Comprehension

  1. The main finding is that attendance exceeded expectations (about sixty people came, versus an expected forty).
  2. Priya recommends that signage be placed more clearly near the entrance, using an impersonal frame, because it keeps the focus on solving the problem rather than blaming one person.
  3. Kamla-ji points out that the report is based only on the feedback of those who attended, and does not include the views of people who could not come.

Listening

  • The purpose is to consider the community center's recent event.
  • Feedback was mainly positive, but some attendees had difficulty finding the entrance.
  • The report recommends clearer signage and starting publicity earlier.
  • The report notes that feedback was collected only from those who attended.

Reading — Comprehension

  1. The executive summary lets a busy reader grasp the outcome and the main issue at a glance before deciding whether to read the full findings and recommendations.
  2. Three attendees mentioned the difficulty; the report phrases this as "yield attendees mentioned difficulty finding the entrance" without naming anyone responsible for the signage.
  3. Passive-like/impersonal forms: लगाया जाए, शुरू किया जाए, उपलब्ध कराया जाए — all use the passive-like subjunctive rather than naming who must act.
  4. Model answer: कार्यकारी सारांश पूरी रिपोर्ट को दोहराता नहीं, बल्कि इसके मुख्य बिंदुओं को संक्षेप में प्रस्तुत करता है, ताकि व्यस्त पाठक बिना पूरी रिपोर्ट पढ़े मुख्य बात समझ सके। (The executive summary does not repeat the whole report; instead it briefly presents its main points, so a busy reader can understand the main point without reading the whole report.)

Chapter Review — भाग B

  1. Model answers: (finding) मुख्य निष्कर्ष यह है कि अधिकांश प्रतिभागियों ने कार्यक्रम को उपयोगी बताया। (recommendation) सिफ़ारिश की जाती है कि अगली बैठक के लिए एजेंडा पहले से भेजा जाए।

Looking Ahead

अब आप क्या कर सकते हैं — What you can do now

You can organize a formal report into background, findings, analysis, and recommendations; write a compressed executive summary; use passive-like and impersonal frames to foreground process over blame; and deliver a short oral report briefing.

आगे की ओर: अध्याय 17 — अनुवाद-सचेत मध्यस्थता — Ahead: Chapter 17 — Translation-Aware Mediation

Chapter 17 continues Unit IV, शैली, मध्यस्थता, और C1 कार्य, teaching learners to summarize and adapt Hindi and English content for different audiences without relying on word-for-word translation, building directly on the report-writing skills just introduced.
