Regole, diritti e responsabilità
Chapter Overview and Objectives
The courtyard works are about to begin, and a printed notice appears near the building's entrance explaining what residents may and may not do while the site is active. Elena, Marco, and Chiara stop to read it together, and Marco realizes he has a question the notice does not answer. This chapter continues Unit II, Media e società, moving from media language toward institutional language: the language of rules, rights, and responsibilities. You will learn to understand public notices and regulations, to express what is required, permitted, or prohibited using the impersonal si and obligation expressions, and to ask an institution a clear, polite clarifying question. By the end of this chapter, you will be able to:
- Understand the main point of a rule, regulation, or institutional notice.
- Express obligation with bisogna, occorre, è necessario, and si deve.
- Recognize and use prohibition formulas for what is not allowed.
- Use the impersonal si to state general rules and requirements.
- Recognize the subjunctive after expressions of necessity in controlled, high-frequency frames.
- Ask a respectful, well-organized clarification question about a rule or policy in writing.
Communication Scenario
A notice from the building administrator's office has gone up beside the mailboxes. It explains the safety rules for the courtyard while the renovation work is underway, but Marco is not sure who is responsible for one detail.
- You will read and listen to Elena, Marco, and Chiara discuss the safety notice, noticing how it states obligation, prohibition, and general rules.
- You will then complete your own institutional task: reading a regulation, identifying what is required or forbidden, and writing a polite clarification email.
Where This Chapter Fits
Chapter 7 continues Unit II, Media e società, and introduces its second major productive grammar target: the impersonal si and expressions of obligation. This chapter reuses the reported-information frames from Chapter 6 as tools for citing what a notice says, rather than reintroducing them as new material.
Coming Into This Chapter
You closed Chapter 6 able to understand a short news item, distinguish fact from opinion and quotation, and report information with secondo, dice che, ha dichiarato che, and si legge che.
In This Chapter
You will apply those reporting skills to a new text type — the institutional notice — while learning the impersonal si, obligation expressions such as bisogna and è necessario, and controlled subjunctive frames after necessity.
Looking Forward
Chapter 8, Cultura, territorio e identità, moves from institutional language into cultural and regional description, developing relative clauses with che, cui, and dove.
Core Vocabulary
This chapter introduces productive vocabulary for discussing rules, rights, and responsibilities, along with a smaller set of receptive items you will recognize in formal notices.
| Italian | English | Notes |
|---|---|---|
| la regola | the rule | productive |
| il regolamento | the regulation | productive |
| il diritto | the right | productive |
| il dovere | the duty | productive |
| la responsabilità | the responsibility | productive |
| il permesso | the permission | productive |
| il divieto | the prohibition | productive |
| l'avviso | the notice | productive |
| l'ufficio dell'amministratore | the administrator's office | productive |
| rispettare | to respect, comply with | productive |
| vietare | to forbid | productive |
| permettere | to allow | productive |
| chiarire | to clarify | productive |
| la sicurezza | safety | productive |
| il cantiere | the construction site | productive |
| la delibera | the resolution, ruling | receptive |
| l'ente pubblico | the public authority | receptive |
| la normativa | the body of regulations | receptive |
These items apply across many institutional contexts — a building notice, a school policy, a workplace rule — and should be treated as broadly usable, not tied only to condominium life.
Pronunciation Focus
Reading a posted notice aloud calls for a measured, evenly paced rhythm, with brief pauses at commas and a slightly longer pause at each full stop. Keep obligation words such as bisogna, necessario, and vietato clearly stressed, since these carry the notice's most important information.
7.1 Intonation for clarification questions
When asking for clarification, let your voice rise gently rather than sharply on the final stressed syllable of Potrebbe chiarire...? or Chi è responsabile di...? A gentle rise signals a polite request for information rather than a challenge.
7.2 Review: stress in necessario and responsabilità
Practice these longer words slowly: neh-ches-sa-REE-o and reh-spon-sa-bee-lee-TA, keeping the stress toward the end of the word, exactly as you have practiced with other long Italian words since Chapter 6.
Grammar and Sentence Patterns
Italian uses si plus a third-person verb to state a general rule without naming who is responsible: Durante i lavori, non si può entrare in cortile. (During the works, one cannot/you cannot enter the courtyard.) Si accede al cantiere solo con il casco. (The site is accessed only with a helmet.) The verb stays singular even when the meaning applies to people in general. Use this pattern productively for stating rules that apply to everyone, not to one named person.
Four common frames express what is required: Bisogna indossare il casco. Occorre prenotare l'ascensore per i traslochi. È necessario avvisare l'amministratore. Si deve rispettare l'orario del cantiere. Bisogna and occorre are followed directly by an infinitive and never change form for person; è necessario may be followed by an infinitive or, as you will see below, by che plus a subjunctive clause; si deve combines the impersonal si with dovere.
To state what is not allowed, Italian commonly uses è vietato plus an infinitive, or non si può plus an infinitive: È vietato parcheggiare davanti al cantiere. Non si può usare il cortile fino a nuovo avviso. Both patterns are common on printed notices and in everyday speech about rules.
When è necessario introduces a clause with a different subject, Italian uses che plus the subjunctive: È necessario che i residenti rispettino l'orario del cantiere. (It is necessary that residents respect the site's hours.) For this chapter, limit productive use to this one high-frequency frame, è necessario che...; a fuller subjunctive system continues to develop in later chapters.
This chapter does not require technical legal or bureaucratic vocabulary. Focus on the four patterns above: impersonal si, obligation expressions, prohibition, and the single controlled subjunctive frame with è necessario che.
Model Dialogue
Setting: Elena, Marco, and Chiara stop by the mailboxes, where a printed notice from the administrator's office has just been posted about the courtyard works.
Domande di comprensione — Comprehension questions:
- According to the notice, why can residents not enter the courtyard?
- What question does Marco have that the notice does not answer?
- What do Elena, Marco, and Chiara decide to do about the unanswered question?
Guided Practice
Esercizio 1 — Complete each sentence with the correct obligation expression (bisogna, occorre, è necessario, or si deve):
- ______ indossare il casco per entrare nel cantiere.
- ______ rispettare l'orario indicato sull'avviso.
- ______ prenotare l'ascensore per i traslochi.
Esercizio 2 — Rewrite each sentence using the impersonal si:
- Le persone non possono entrare in cortile durante i lavori.
- Le persone accedono al cantiere solo con il casco.
Esercizio 3 — Choose the correct form: è necessario che i residenti (rispettano / rispettino) l'orario del cantiere.
Esercizio 4 — Read the following short notice and underline one obligation, one prohibition, and one use of the impersonal si.
Listening Practice
Ask an instructor, study partner, or fluent Italian speaker to read the passage below aloud, at a natural pace, twice.
If no speakers are available, this is a Listening Script for Independent Use. Read it aloud yourself, slowly at first, then at a more natural pace. Any spoken model should be verified by a fluent Italian speaker before being treated as a pronunciation standard.
Avviso dall'amministratore — Notice from the administrator:
| Question | Answer |
|---|---|
| What is prohibited during site hours, and when are those hours? | ______ |
| Which exit must residents use instead? | ______ |
| What should residents do if they have a question? | ______ |
Speaking Practice
Pratica controllata — Controlled practice: state the rule
With a partner, take turns stating a rule using a different pattern each time: impersonal si, bisogna, è vietato, and è necessario che.
Compito comunicativo — Communicative task: allowed or forbidden?
Read a short invented situation aloud to your partner and discuss together whether it is allowed, required, or prohibited according to a rule you both agree on.
Portfolio orale — Oral portfolio: ask for clarification
Role-play a short exchange in which you politely ask an administrator, manager, or official for clarification about a rule that is unclear, using at least one obligation expression and one clarification question.
Reading Practice
Read the follow-up notice below, posted a few days after the first one.
Domande di comprensione — Comprehension questions:
- When can residents cross the courtyard freely?
- What should someone do if they need courtyard access for an emergency?
- Identify one obligation, one prohibition, and one use of the impersonal si in the notice.
Writing Workshop
Write a short, polite email asking an institution for clarification about a rule.
Compito di scrittura — Writing task: Write six to eight sentences requesting clarification about a rule or notice (real or invented), addressed to an administrator, school office, or workplace manager. Use Lei, include at least one obligation expression, and end with a clear, polite request.
- Open formally. Greet the recipient and identify yourself briefly.
- State the rule you are asking about. Refer to the notice or regulation clearly.
- Explain what is unclear. Use a courteous, specific question.
- Use at least one obligation expression. Choose from bisogna, occorre, è necessario, or si deve.
- Close politely. Thank the recipient and use an appropriate formal closing.
Lista di controllo — Editing checklist:
- The email uses Lei consistently throughout.
- At least one obligation expression is used correctly.
- The question is specific and easy for the reader to answer.
- The tone remains respectful and institutional, not casual.
- Accents, apostrophes, and punctuation are checked throughout.
Culture and Communication
Many apartment buildings in Italy are managed by a professional amministratore di condominio, who handles shared expenses, communicates rules to residents, and serves as a point of contact for questions about shared spaces such as courtyards, stairwells, and building work.
Notices and regulations often use a concise, impersonal style that can sound more distant than everyday conversation; learners should recognize and decode this style without necessarily copying its density into their own informal speech.
Common Mistakes
Error: Writing Noi bisogniamo indossare il casco.
Correction: Bisogna indossare il casco uses bisogna in one fixed impersonal form, never conjugated for a specific subject; the same is true for occorre when followed by an infinitive.
Error: Writing È necessario che i residenti rispettano l'orario.
Correction: È necessario che i residenti rispettino l'orario requires the subjunctive rispettino because è necessario che is one of this chapter's scheduled subjunctive triggers.
Error: Trying to use technical legal or bureaucratic vocabulary to sound more formal.
Correction: Rely on the everyday institutional vocabulary and patterns introduced in this chapter — regola, avviso, bisogna, è vietato — rather than specialized legal terminology, which is not required at this stage.
Chapter Summary
This chapter continued Unit II by moving from media language toward institutional language. You learned to understand rules and public notices, to express obligation with bisogna, occorre, è necessario, and si deve, to state prohibition with è vietato and non si può, to use the impersonal si for general rules, and to recognize the subjunctive after è necessario che. Elena, Marco, and Chiara moved from reading the news about their courtyard to reading — and questioning — the rules that govern it.
