地域と社会Community and Society
Chapter Objectives
By the end of this chapter, you will be able to:
- Discuss neighborhood services, events, environment, safety, and accessibility using 「について」 to introduce a topic.
- Recognize 「によって」 in descriptions of how something varies from place to place or person to person.
- Compare two neighborhoods, policies, or situations using comparison patterns built from earlier chapters.
- Give a practical suggestion about a local issue using 「ほうがいい」.
- Read and listen to short accounts of community concerns and comparisons between areas.
- Recognize and produce kanji for region, society, environment, safety, facility, and resident.
- Discuss and write about a local issue, comparing at least two options and giving a supported recommendation.
Communication Scenario
Encouraged by their reflections in Chapter 16, Emma, Yuki, and the volunteer team decide to turn their community event experience into something ongoing. At a neighborhood association meeting, residents raise practical concerns: some streets feel unsafe at night, the local park needs better accessibility, and recycling rules differ between two nearby neighborhoods. As Emma, Yuki, and their neighbors compare their own areas and suggest improvements, the conversation moves from personal narrative into the practical, comparative civic language this chapter develops — a natural next step in Unit IV's progress toward independent Japanese.
- A resident introduces a topic about the neighborhood using について.
- Two people compare their own areas, noting that a rule or situation differs によって area.
- Someone suggests a practical improvement using ほうがいい.
Core Vocabulary
The following vocabulary supports talking about neighborhood services, events, environment, safety, accessibility, and local issues. All items are productive at this stage.
| Japanese | Reading | English meaning | Notes |
|---|---|---|---|
| 地域 | ちいき | region; area; local community | narrower and more local than 地方 |
| 社会 | しゃかい | society | often paired with 地域 as 地域社会 |
| 住民 | じゅうみん | resident | refers to people who live in an area |
| 環境 | かんきょう | environment | natural or living environment |
| 安全 | あんぜん | safety; safe | な-adjective and noun |
| 施設 | しせつ | facility | public or community facility |
| バリアフリー | バリアフリー | barrier-free; accessible | katakana loanword; often modifies a noun |
| ゴミ | ゴミ | garbage; trash | commonly written in katakana |
| リサイクルする | リサイクルする | to recycle | する verb; object marked with を |
| 参加する | さんかする | to participate | する verb; often with に |
| 増える | ふえる | to increase | Group 2 verb; intransitive |
| 比べる | くらべる | to compare | Group 2 verb; often with と |
These twelve items form this chapter's productive core. Vocabulary from earlier chapters, such as 場所、便利、不便、and 危ない, continues to be available and is expected to appear alongside this chapter's new words.
れんしゅう — Practice: Choose six words from the table above and write one true sentence about your own neighborhood for each one.
Script and Kanji Focus
This chapter introduces new kanji for region, society, environment, safety, facility, and resident. Because these characters are new, they appear with furigana throughout this chapter, following this volume's furigana policy. Kanji from Unit III, such as 記事、意見、理由、方法、and 場合, continue to appear with reduced or no furigana. Kanji introduced in Chapter 16, such as 経験 and 成長, receive furigana only at their first appearance in this chapter, since they are still being consolidated.
The character 住 appears in 住民 (じゅうみん, resident) with an on-reading, and also appears in the verb 住む (すむ, to live/reside), which uses a kun-reading. These are separate lexical items with separate readings; do not assume that every word containing 住 uses the same reading. Learn each word's reading individually, as this volume's kanji policy requires.
れんしゅう — Practice: Write each of the six kanji above once from memory, and use each one in a short phrase, such as 「安全な地域」 or 「地域の施設」.
Pronunciation Focus
Several words in this chapter combine moraic ん with a following consonant or a long vowel. Practice the following words carefully:
- 環境 (かんきょう): moraic ん in かん followed by a long vowel in きょう; keep the nasal and the vowel length distinct rather than merging them.
- 安全 (あんぜん): two instances of moraic ん in one short word; keep both syllables even in timing rather than shortening the second.
- 参加する (さんかする): moraic ん before a か-row consonant; do not insert a full vowel between ん and か.
When comparing two places or situations aloud, keep phrase-level rhythm steady across the comparison, rather than rushing through the second half of the sentence.
Grammar and Sentence Patterns
This chapter develops practical civic language for introducing topics, comparing local situations, and giving suggestions. It introduces 「について」 for introducing a topic, 「によって」 receptively for describing variation, expanded comparison for local issues, and 「ほうがいい」 for suggestions.
1. について — introducing a topic
Purpose: to introduce the topic that a statement, question, or discussion concerns.
- 地域の安全について話しましょう。Let's talk about the safety of the area.noun + について + verb
- この施設について、何か知っていますか。Do you know anything about this facility?
- ゴミの出し方について、説明してもらえますか。Could you explain the way to put out the trash?
について attaches to a noun and marks it as the topic under discussion; it is more specific than は for introducing a subject of conversation, and it works well when opening a discussion, a report, or a written explanation.
2. によって — receptive recognition of variation
Purpose: to recognize that a rule, situation, or outcome varies depending on a place, person, or condition. Recognition only at this stage; learners are not expected to produce によって independently.
- ゴミの出し方は地域によって違います。The way to put out the trash differs depending on the area.
- 施設の利用時間は曜日によって変わります。A facility's hours of use change depending on the day of the week.
によって commonly appears with 違う and 変わる to describe variation. Learners should recognize this pattern in reading and listening but are not required to produce it independently until a later volume.
3. Comparing local situations
Purpose: to compare two neighborhoods, facilities, or policies, expanding on comparison patterns from earlier chapters.
- 私の地域は、隣の地域より静かだと思います。I think my area is quieter than the neighboring area.
- この公園と比べて、あの公園のほうがバリアフリーです。Compared to this park, that park is more barrier-free.
- 前の地域と比べると、今の地域のほうが施設が多いです。Compared to my previous area, my current area has more facilities.
「Xより」 and 「Xと比べて/比べると」 both introduce the point of comparison; 「Xと比べて」 is common in more explanatory or written contexts, while 「Xより」 remains natural in ordinary conversation.
4. ほうがいい — giving a suggestion
Purpose: to suggest that one option, action, or policy is preferable, often in response to a local issue.
- 夜は、あの道を通らないほうがいいです。You'd better not go through that street at night.
- 公園にもっとベンチがあったほうがいいと思います。I think it would be better if the park had more benches.
- 住民ともっと話し合ったほうがいいのではないでしょうか。Wouldn't it be better to talk with the residents more?
ほうがいい was introduced formulaically in Chapter 9; in Chapter 17 it becomes fully productive with a wider range of verbs and topics, including suggestions about community and civic matters, not only personal advice.
Grammar Practice
- Write one sentence introducing a local topic, using について.
- Write one sentence comparing your area with another area, using より or と比べて.
- Write one sentence recognizing that a rule or situation varies, using によって (you may copy a pattern from the examples above).
- Write one sentence giving a suggestion about a local issue, using ほうがいい.
- Combine your sentences from items 1 through 4 into one short connected discussion of a local issue.
Model Dialogue
Setting: At a neighborhood association meeting, Emma, Yuki, and a longtime resident, タナカさん, discuss local issues.
ないようりかい — Comprehension questions:
- What safety issue does Yuki raise about her neighborhood?
- What does Emma say about the park's facilities, and what does she suggest?
- What does Yuki suggest about recycling?
Guided Practice
タスク1 — Introduce a topic. Write two sentences introducing local topics, using について.
タスク2 — Compare two areas. Write two sentences comparing your neighborhood with another neighborhood, using より or と比べて.
タスク3 — Recognize variation. Read the two によって examples in the Grammar section again, then write one similar sentence about a rule you know that varies by place, using によって as a model.
タスク4 — Give a suggestion. Write two sentences suggesting an improvement to a local issue, using ほうがいい.
Listening Practice
Ask your instructor, a partner, or a text-to-speech tool to read the following passage aloud at a clear, moderate pace.
きくタスク — A resident's comment
私の地域には公園が一つしかありませんが、隣の地域には公園が三つもあります。うちの地域と比べて、隣の地域のほうが環境がいいと思います。それに、隣の地域の公園はバリアフリーになっていますが、うちの公園はまだそうなっていません。住民ともっと話し合って、公園をよくしたほうがいいと思います。
聞くタスク — Listening task: Identify what the speaker compares, which area the speaker thinks is better and why, and what the speaker suggests.
This script combines topic introduction, comparison, and suggestion in one connected passage, as expected on this chapter's Practical Performance Task.
Speaking Practice
コントロールされた練習 — Controlled practice: Quick answers
- あなたの地域には、どんな施設がありますか。
- あなたの地域と、隣の地域を比べると、どちらのほうが便利ですか。
- あなたの地域で、何をもっとよくしたほうがいいと思いますか。
コミュニケーションタスク — Comparing two neighborhoods
With a partner, describe your own neighborhood (real or imagined) and compare it with your partner's. Discuss safety, environment, facilities, and accessibility. Use at least one instance each of について、より or と比べて、and ほうがいい.
ひとりでもできる練習 — Solo practice: A recorded local proposal
Record yourself describing a local issue and a suggested improvement, following the Building Block pattern from the Grammar section: a topic, a comparison, a note about variation, and a suggestion. Listen back and check your use of moraic ん, long vowels, and phrase rhythm, along with the accuracy of this chapter's grammar systems.
Reading Practice
Read the following short community notice, then answer the questions below.
地域のお知らせ — Community Notice
この地域の環境を守るため、来月から、ゴミの出し方が少し変わります。ゴミの出し方は地域によって違いますので、新しいルールをよく読んでください。また、公園の施設について、住民のみなさんから多くのご意見をいただきました。安全のため、夜は公園の一部を通らないほうがいいという声が多かったので、来月、新しい照明を設置する予定です。地域の社会活動に、ぜひ参加してください。
Notice that 記事 and 担当, from Unit III, do not appear in this reading, while this chapter's new kanji, such as 地域、環境、施設、and 住民, keep furigana throughout, following the Chapter 17 support level.
ないようりかい — Comprehension questions:
- What is changing next month, and why?
- What did residents say about the park, and what will the neighborhood do about it?
- What does the notice ask residents to do at the end?
Writing Workshop
In this workshop you will write a short discussion of a local issue that introduces a topic, compares two situations, and gives a suggestion, following the Building Block pattern from the Grammar section.
- Introduce your topic, using について.
- Compare your area with another area, using より or と比べて.
- Note that the situation varies, using a によって pattern modeled on the examples in this chapter.
- Give a concrete suggestion, using ほうがいい.
- Connect your sentences smoothly, reusing narrative and discourse connectors from earlier chapters where useful.
- Revise and check using the checklist below before finalizing your text.
チェックリスト — Editing checklist:
- My text introduces a local topic using について.
- My text compares two areas or situations using より or と比べて.
- My text includes a によって pattern describing variation.
- My text gives a concrete suggestion using ほうがいい.
- I kept furigana on this chapter's new kanji and followed the reduction schedule for earlier kanji.
- I ended each sentence with 。 and used consistent script and punctuation.
Culture and Communication
Many neighborhoods in Japan have a neighborhood association, sometimes called 町内会 or 自治会, which organizes local events, shares safety information, and coordinates practices such as trash collection. Participation, structure, and activity level vary widely by area, generation, and individual household, so avoid assuming that every resident participates in the same way or that every neighborhood organizes itself identically.
Rules for sorting and putting out trash, as mentioned in this chapter's dialogue and reading, are set at the municipal or even neighborhood level in Japan and vary considerably from place to place. When moving to a new area, checking the local rules directly, rather than assuming a previous area's rules still apply, is common practical advice.
Notice that Emma and Yuki use ほうがいいと思います rather than a blunt command when suggesting improvements at the meeting. Framing a suggestion as one's own opinion, using と思います, softens the suggestion and is a common, comfortable pattern in ordinary polite です/ます conversation, including in group and civic settings.
Common Mistakes to Avoid
Error: *私について、学生です。 using について to mark an ordinary topic that would normally take は.
Correction: 私は学生です。 — について introduces the topic of a discussion, explanation, or question, such as a subject to be discussed; it does not simply replace は for describing oneself or stating a fact about a person.
Error: Attempting to freely construct new によって sentences beyond the patterns practiced in this chapter, such as *彼によって、パーティーに行きます。, which misapplies によって to a simple personal decision.
Correction: At this stage, によって is receptive: recognize it in patterns such as 地域によって違います or 曜日によって変わります, and model new sentences closely on those patterns rather than inventing unfamiliar uses. Full productive control of によって is developed in a later volume.
Error: *夜、あの道を通らないほうがいいでした。 attempting to put ほうがいい itself into the past.
Correction: 夜、あの道を通らないほうがよかったです。 — when describing what would have been better in the past, change いい to よかった; ほうがいい itself, as taught in this chapter, is used for present and future suggestions.
Chapter Review
Section A — ごい (Vocabulary)
1. Use 地域, 社会, 環境, and 安全 each in one sentence about your own neighborhood.
Section B — もじ (Script)
1. Write 地域, 社会, 住民, 環境, 安全, and 施設 from memory, and use each one in a short phrase.
Section C — ぶんぽう (Grammar)
1. Write one sentence introducing a local topic, using について.
2. Write one sentence comparing two areas, using より or と比べて.
3. Write one sentence modeled on this chapter's によって examples.
4. Write one sentence giving a suggestion, using ほうがいい.
5. Explain, in your own words, why によって is treated as receptive rather than productive in this chapter.
Section D — どっかいりかい (Reading comprehension)
1. Look again at the community notice in the Reading Practice section. Write two sentences summarizing it in your own words.
Section E — かくこと (Writing)
1. Complete your own written discussion of a local issue, following the Writing Workshop steps.
Section F — はなすこと (Speaking)
1. With a partner or instructor, discuss a local issue, including a comparison and a suggestion.
Practical Performance Task
パフォーマンスタスク
地域と社会 — A local issue and proposal
Choose a real or imagined local issue: safety, environment, accessibility, or a public facility. Complete all four components below.
- Written proposal: Write a connected discussion of at least eight sentences that introduces the topic (について), compares your area with another area (より/と比べて), notes that the situation varies (によって, modeled on this chapter's examples), and gives a concrete suggestion (ほうがいい), following the Building Block pattern from the Grammar section.
- Spoken proposal: With a partner, instructor, or recording, present the same issue and suggestion aloud, as though speaking at a neighborhood meeting.
- Listening check: Listen to a partner's or instructor's local proposal and correctly identify the topic, the comparison, and the suggestion.
- Reading check: Read a short community notice or proposal provided by your instructor or partner and summarize its topic, comparison, and suggestion in your own words.
Assessment focus: accurate and natural use of について、comparison patterns、and ほうがいい; correct recognition of によって; correct recognition and production of this chapter's kanji with appropriate furigana; and comprehensible pronunciation with attention to moraic ん, long vowels, and phrase rhythm across a longer connected discussion.
Answer Key
Grammar Practice
1. Model: 地域の環境について話したいと思います。 2. Model: 私の地域は隣の地域より施設が多いです。 3. Model: ゴミの出し方は地域によって違います。 4. Model: 公園にもっとベンチがあったほうがいいと思います。 5. Open-ended; check that models combine the four sentences into one connected discussion.
Model Dialogue — Comprehension
- Yuki says her area has more dark streets than the neighboring area, raising a safety concern.
- Emma says the park is not yet barrier-free compared to her previous area, and she suggests talking with residents more.
- Yuki suggests that it would be good if more residents participated in recycling.
Listening task — Model summary
The speaker compares their own area, which has only one park, with a neighboring area that has three parks. The speaker thinks the neighboring area's environment is better, partly because its park is barrier-free while the speaker's park is not. The speaker suggests talking with residents to improve the park.
Reading — Comprehension
- Starting next month, the way of putting out trash will change slightly, in order to protect the local environment.
- Residents said it would be better not to go through part of the park at night for safety reasons, so new lighting will be installed next month.
- The notice asks residents to participate in the community's social activities.
Chapter Review — Section A and B
Open-ended; check against the Core Vocabulary and Script and Kanji Focus sections above.
Chapter Review — Section C
Open-ended; models follow the patterns shown in the Grammar section above. For item 5, a correct explanation notes that によって is still new and requires modeling on a limited number of taught patterns, so learners are expected to recognize it accurately in reading and listening before producing it freely in later volumes.
Chapter Review — Section D
Model answer: 来月から、環境を守るためにゴミの出し方が変わる。安全のため、公園の一部に新しい照明を設置する予定である。 (Other accurate answers accepted.)
Chapter Review — Section E and F, and Practical Performance Task
These are open-ended production tasks. Evaluate written work against the Writing Workshop checklist above, and evaluate the spoken proposal, listening check, and reading check against the assessment focus listed under the Practical Performance Task.
Looking Ahead
いまできること — What you can do now
You can introduce a local topic using について, compare your own area with another area, recognize that rules and situations vary によって place, and give a practical suggestion using ほうがいい. You can read and listen to community notices and local discussions that combine a topic, a comparison, and a suggestion.
