종합 과제 2: 미디어와 공공 쟁점 파일Unit II Assessment: Media and Public-Issue Dossier
Chapter Objectives
By the end of this chapter, you will be able to:
- Assemble a short media and public-issue dossier that integrates media literacy, formal spoken interaction, careful-claim hedging, and rights/obligations language from Chapters 6–9.
- Read a short news-style report and a related general notice, and correctly identify framing, source voice, careful claims, and any stated obligations, rights, or conditions.
- Listen to a short interview-style exchange and identify stance, clarification, and institutional vocabulary.
- Write a structured dossier entry that summarizes a public issue, attributes claims to sources, and states any relevant rights, obligations, or restrictions with appropriate hedging.
- Present and discuss the dossier orally, responding to follow-up questions in formal register.
- Maintain consistent formal register, accurate Hangeul and spacing, and appropriate source caution throughout, without introducing any new productive grammar system.
This is a Unit II assessment and synthesis chapter. It introduces no new productive grammar, particle, honorific, or vocabulary system. It consolidates media literacy and report structure (Chapter 6), formal spoken interaction (Chapter 7), careful-claim hedging and institutional vocabulary (Chapter 8), and rights/obligations and form-reading language (Chapter 9) into one integrated performance task.
Opening Scenario
수아 and 마이클 have been asked by 박 교수님 to prepare a short "미디어와 공공 쟁점 파일" (media and public-issue dossier) as their Unit II project: a compact packet that reads like something a careful, informed citizen might assemble when trying to understand a public issue from several angles. Their dossier must draw on a news-style report, connect it to a related general notice or regulation, and present their own findings both in writing and aloud, fielding questions the way 수아 practiced in the Chapter 7 interview unit. 박 교수님 reminds them that a good dossier does not simply repeat what a source said — it distinguishes what is reported from what is confirmed, hedges appropriately, and never treats a right or obligation as unconditional when the source itself attaches a condition.
- You will review and connect the media, interview, civic-issue, and legal/administrative language from Chapters 6–9.
- You will read a short report and a related notice, then listen to a short interview-style exchange.
- You will write a structured dossier entry and present it aloud, responding to follow-up questions.
Unit II Overview
Unit II, 미디어와 공공 쟁점 (Media and Public Issues), runs from Chapter 6 through Chapter 10. Chapter 10 is the unit assessment: it consolidates the unit's systems into one integrated performance rather than introducing new material.
| Chapter | Focus | Principal systems recycled in Chapter 10 |
|---|---|---|
| Ch. 6 | Reading Media Critically | headline style, framing, source voice, report structure |
| Ch. 7 | Interviews and Public Discussion | formal spoken Korean, turns, stance, clarification |
| Ch. 8 | Social and Civic Issues | public issue analysis, careful claims, institutional vocabulary |
| Ch. 9 | Legal and Administrative Language for General Purposes | rights/obligations vocabulary, forms, restrictions, boundaries |
| Ch. 10 | Unit II Assessment | media dossier and public explanation (consolidation only) |
No structure, vocabulary item, honorific form, or sentence pattern beyond Chapters 1–9 may be used productively in this chapter's assessment tasks.
The Dossier Assignment
Your Unit II dossier consists of four connected parts, each drawing on a different chapter's systems. All four parts must use consistent formal register and must accurately distinguish reported claims, confirmed facts, and conditional rights or obligations.
| Dossier part | What it requires | Primary source chapter(s) |
|---|---|---|
| 1. 보도 요약 (Report summary) | Summarize a short news-style report, identifying framing and source voice without over-quoting | Ch. 6 |
| 2. 쟁점 설명 (Issue explanation) | Explain the underlying public issue using careful-claim hedging and institutional vocabulary | Ch. 8 |
| 3. 권리·의무 메모 (Rights/obligations memo) | State any relevant right, obligation, or prohibition connected to the issue, with its condition or exception | Ch. 9 |
| 4. 구두 발표 및 질의응답 (Oral presentation and Q&A) | Present the dossier aloud and respond to follow-up questions in formal register | Ch. 7 |
The reading, listening, writing, and speaking tasks below give you the source materials and models needed to complete all four parts.
Cumulative Vocabulary Review
No new vocabulary is introduced in this chapter. The table below groups the productive vocabulary from Chapters 6–9 that this chapter's tasks require you to recall and combine. Review any unfamiliar item in its original chapter before beginning the tasks.
| Domain | Representative items | Source chapter |
|---|---|---|
This chapter assesses learners only on vocabulary already made productive in Chapters 6–9. No specialized legal, statistical, or media-industry vocabulary beyond these chapters is required.
Pronunciation Consolidation
A dossier presentation typically moves between report-style sentences, hedged claims, and formal rights/obligations statements within the same short talk. Keep the even, unhurried pacing used for formal endings such as -습니다 and -아/어서는 안 됩니다 consistent across all three sections, rather than speeding up on familiar material and slowing only on new-sounding vocabulary.
As in Chapter 9, pause briefly after 단, whenever it introduces a condition or exception, so a listener can register that the preceding statement is about to be narrowed.
Grammar Consolidation
This chapter introduces no new grammar. It requires learners to combine, in a single connected task, the report-structure and framing language of Chapter 6, the formal spoken interaction patterns of Chapter 7, the careful-claim hedging of Chapter 8, and the obligation/right/prohibition/condition patterns of Chapter 9.
1. Review — Careful Claims (Chapter 8)
Recall the difference between a confirmed fact and a reported or apparent claim.
- 시 당국은 새로운 규정을 검토하고 있는 것으로 알려졌다.The city authorities are known to be reviewing a new regulation.~것으로 알려지다 = reported, not confirmed by the writer
- 주민들은 이 계획에 대해 우려를 표하고 있는 것으로 보인다.Residents appear to be expressing concern about this plan.~것으로 보인다 = writer's cautious observation, not a flat assertion
2. Review — Rights, Obligations, and Conditions (Chapter 9)
Recall that a right, obligation, or prohibition in a real document is almost never unconditional.
- 주민은 공청회에 참석할 권리가 있다. 단, 사전 등록을 마친 경우에 한하여 발언권이 주어진다.Residents have the right to attend the public hearing. However, the right to speak is given only to those who have completed advance registration.단, ~에 한하여 = the right to attend is broad, but the right to speak is narrowly bounded
[보도/출처 표시] + [쟁점 진술: 조심스러운 표현] + [관련 권리/의무/제한 + 조건]
보도/출처 표시 = attributing the claim to a source; 쟁점 진술 = the hedged statement of the issue; 권리/의무/제한 + 조건 = any bounded right, obligation, or restriction connected to the issue
한 지역 신문에 따르면 시 당국은 소음 규정을 강화하는 것으로 알려졌다. 이 규정에 따르면 주민은 야간 공사에 대해 민원을 제기할 권리가 있다. 단, 공사 허가서에 명시된 예외 시간대는 이 조항이 해당하지 않는다.
According to one local newspaper, the city authorities are reportedly strengthening noise regulations. Under this regulation, residents have the right to file a complaint about nighttime construction. However, this clause does not apply to exception time periods specified in the construction permit.
Practice — Combining Systems
- Write one sentence attributing a claim to a source, using a hedging pattern from Chapter 8.
- Write one sentence stating a right or obligation connected to that same issue, using a pattern from Chapter 9.
- Attach a condition or exception to your Item 2 sentence using 단, or ~에 한하여.
Model Dossier Excerpt
박 교수님 shares a short model dossier entry, showing how a report summary, a hedged issue explanation, and a bounded rights/obligations memo can fit together in a single short text. This is a teaching model, not an actual published dossier.
Structure analysis questions:
- Identify the sentence that attributes information to a source using Chapter 6 report-structure language.
- Identify the two hedged claims from Chapter 8, and explain in English what each one leaves uncertain.
- Identify the sentence stating a right, and the exception that bounds it.
- Identify the sentence stating an obligation, and what follows if it is violated.
Guided Practice
- Choose a familiar public issue connected to daily campus or community life (noise, parking, recycling, building access, or a similar everyday matter).
- Write one sentence attributing a claim about the issue to a source, using a Chapter 6 report-structure pattern.
- Write one hedged sentence about the issue, using a Chapter 8 pattern such as ~것으로 보이다 or ~것으로 알려지다.
- Write one sentence stating a related right, obligation, or prohibition, using a Chapter 9 pattern, and attach a condition or exception.
- Exchange with a partner and identify each other's source attribution, hedge, and bounded right/obligation.
Listening Assessment
Ask your instructor, a language partner, or a text-to-speech tool to read the following short interview-style exchange aloud at a measured, formal pace, using two voices if possible. Listen twice without reading, then complete the tasks below.
공청회를 마친 뒤, 기자가 담당 공무원을 짧게 인터뷰하는 장면 (교육용 예시)
듣기 과제 — Listening task: Listen and answer in English.
| 질문 | 답 |
|---|---|
| What stage is the noise-regulation proposal at, according to the official? | ______ |
| When is the final decision expected to be announced? | ______ |
| What right do residents currently have, and what exception limits it? | ______ |
| Identify one clarification-seeking phrase the reporter uses, drawing on Chapter 7 interview language. | ______ |
Reading Assessment
Read the following short report and related notice, then answer the questions that follow. These are general-purpose instructional texts, not authentic published sources or legal advice.
Comprehension questions:
- According to the report, what is the source of the complaints, and how does the report hedge its claim about what residents say?
- How does the report hedge its claim about the city authorities' next steps?
- According to the notice, what right do residents have, and what obligation does the responsible department have in return?
- What obligation does the construction company have, and what happens if it is violated?
- What exception is stated in the notice, and what does it change about the general rule?
- Compare the report and the notice. What does the notice clarify that the report leaves uncertain?
Writing Assessment: The Dossier
Write a complete dossier entry (10–14 sentences) about a public issue of your choice, connected to the reading and listening materials above or to your own guided-practice topic. Your entry must include all four parts described in the Dossier Assignment above.
[쟁점 설명: 우려/입장 + 기관 어휘]
[권리·의무 메모: 권리/의무/제한 진술 + 조건 또는 예외]
[마무리 문장]
[Issue explanation: concerns/positions + institutional vocabulary]
[Rights/obligations memo: statement of right/obligation/restriction + condition or exception]
[Closing sentence]
- 보도 요약. Summarize your chosen report, attributing claims to a source and hedging appropriately (Chapter 6, Chapter 8).
- 쟁점 설명. Explain the underlying issue and any concerns or positions involved, using institutional vocabulary (Chapter 8).
- 권리·의무 메모. State at least one right, obligation, or prohibition connected to the issue, and attach a condition or exception (Chapter 9).
- 마무리. Close with one sentence that briefly restates what remains uncertain or what a reader should keep in mind.
체크리스트 — Checklist:
- At least one claim is clearly attributed to a source rather than stated as the writer's own confirmed fact.
- At least one hedging pattern from Chapter 8 is used correctly.
- At least one right, obligation, or prohibition from Chapter 9 is stated, with a condition or exception attached.
- No right, obligation, or claim is presented as more certain or more absolute than the source material supports.
- Formal register is maintained throughout, without casual endings.
- Spacing, particles, and Hangeul spelling are accurate, with no romanization.
- No structure beyond Chapters 1–9 has been used productively.
Speaking Assessment
통제 연습 — Controlled practice: 핵심 문장 말하기
Practice saying your source-attribution sentence, your hedged issue sentence, and your bounded rights/obligations sentence aloud, three times each, focusing on even pacing and a clear pause after 단, when it appears.
의사소통 과제 — Communicative task: 파일 발표하기
Present your written dossier entry aloud to one or two partners in two to three minutes. Your partner(s) should then ask at least two follow-up questions, using Chapter 7 clarification language (e.g., 다시 한번 설명해 주시겠습니까?), which you must answer in formal register.
혼자 하는 연습 — Solo alternative
Record yourself presenting your dossier entry for two to three minutes, then record yourself asking and answering two follow-up questions as if you were both the reporter and the official from the Listening Assessment dialogue.
Culture and Communication
Public hearings and comment periods on local issues such as construction noise are a common feature of civic life in many South Korean municipalities, as in many countries. Careful readers and speakers distinguish between what officials have confirmed, what is still under review, and what rights or obligations are already fixed by existing regulation, rather than assuming an outcome before it is announced.
Local news coverage of an unresolved public issue often quotes residents' concerns alongside a cautious institutional response, reflecting a broader pattern in which officials avoid confirming outcomes before a formal decision, a practice found across many countries' public communication norms, not only in Korea.
The dossier task in this chapter is a language-learning exercise in combining report structure, hedged claims, and rights/obligations language. It is not training in professional journalism, law, or public administration, and learners facing an actual public issue should consult a qualified professional or official institutional resource.
Common Mistakes to Avoid
Error: Summarizing 주민들은 우려를 표하고 있는 것으로 보인다 as 주민들은 우려를 표했다, dropping the hedge and stating it as settled fact.
Correction: Keep the hedge when the source itself is uncertain: 주민들은 우려를 표하고 있는 것으로 보인다.
Error: Writing 주민은 언제든지 민원을 제기할 권리가 있다 when the source text attaches an exception for permitted construction hours.
Correction: Restate the exception: 주민은 민원을 제기할 권리가 있다. 단, 공사 허가서에 명시된 예외 시간대는 해당하지 않는다.
Error: Writing the report summary in formal -습니다 style but the rights/obligations memo in casual -아요/어요 style within the same dossier entry.
Correction: Maintain one consistent formal register across all parts of the dossier, as modeled in the Model Dossier Excerpt above.

Answer Key
Model Dossier Excerpt — Structure Analysis
- The first sentence, 한 지역 신문 보도에 따르면..., attributes the information to a source using Chapter 6 report-structure language.
- The two hedged claims are marked by 것으로 알려졌다 (residents' complaints are increasing — reported, not confirmed) and 것으로 보이나...것으로 보인다 (the city is reviewing the plan and no final decision has been made — the writer's cautious observation).
- The right-statement sentence uses -(으)ㄹ 권리가 있다; it is bounded by the exception for construction-permit exception hours and emergency work, marked by 단,.
- The obligation-statement sentence uses 준수할 의무가 있다; violating it can result in a fine (벌금이 부과될 수 있다).
Listening comprehension
- The proposal is still at the review stage; no final decision has been made.
- The final decision is expected to be announced after next month's meeting.
- Residents currently have the right to file a complaint with the responsible department, but this right does not apply during exception time periods specified in the construction permit.
- Sample clarification phrase: 간단히 설명해 주시겠습니까? ("Could you briefly explain...?").
Reading comprehension
- The source of the complaints is nighttime construction near an apartment complex; the report hedges residents' claims about sleep disruption with 주장하는 것으로 보도되었다 (reported as claiming), rather than stating it as settled fact.
- The report hedges the authorities' next steps with 검토하고 있으며...결정되지 않은 것으로 보인다, indicating review is ongoing and no decision is confirmed.
- Residents have the right to file a complaint about nighttime construction noise; in return, the responsible department has an obligation to review received complaints within seven days.
- The construction company must comply with set noise standards; violating this may result in a fine.
- The stated exception covers time periods specified in the construction permit and work classified as emergency construction; these are excluded from the general rule.
- The notice clarifies the concrete right, obligation, and time frame (seven days, specific exceptions) that the report leaves general and uncertain.
Chapter Review — Section B
1. Sample response: 시 당국은 새로운 계획을 검토하고 있는 것으로 알려졌다.
2. Sample response: 주민은 공청회에 참석할 권리가 있다. 단, 사전 등록을 마친 경우에 한하여 발언권이 주어진다.
Section D — Sample response
Check that: the report summary attributes at least one claim to a source with appropriate hedging, the issue explanation uses institutional vocabulary from Chapter 8, the rights/obligations memo states a right, obligation, or prohibition with a clearly attached condition or exception from Chapter 9, and formal register is consistent across all four parts.
Looking Ahead
지금 할 수 있는 것 — What you can do now
You can read a news-style report and a related general notice and distinguish reported claims from confirmed facts and fixed regulations; hedge claims appropriately; state a right, obligation, or prohibition together with its condition or exception; and present a short, structured public-issue dossier aloud while responding to formal follow-up questions — all while maintaining consistent formal register across genres.
