경제·정치 담화Economic and Political Discourse
Chapter Objectives
By the end of this chapter, you will be able to:
- Read and interpret Korean texts that report on policy, markets, and governance, including short news items, economic commentary, and public statements.
- Use specialized economic and political vocabulary accurately, including terms for policy, markets, governance, public claims, and analytic framing.
- Explain a policy issue or economic trend in formal Korean, sequencing cause, effect, and evaluation clearly for a general audience.
- Distinguish factual claims from evaluative or contested claims within a public statement, and identify the source of a claim.
- Present a short analytic summary of a policy or economic issue, framing it neutrally for readers with different views.
- Apply the register, argument, density, and mediation judgment consolidated in Chapter 5 and applied to institutional Korean in Chapter 6 to the economic and political domain.
This chapter introduces no new particles, endings, speech levels, honorific systems, counters, or sound changes. It applies systems already active through Chapter 6 to a new domain: economic and political discourse. All practice material in this chapter is fictional and general-purpose; no real officials, parties, or governments are named or characterized.
Opening Scenario
- You will study specialized vocabulary for policy, markets, governance, public claims, and analytic framing.
- You will examine how Korean policy announcements and economic commentary are structured.
- You will read a short policy announcement and a brief commentary passage, distinguishing fact from evaluation.
- You will listen to a short economic news segment and extract its key claims.
- You will write a neutral explanatory summary of a policy issue for a general audience.

Expected productive load for this chapter: approximately 45–80 items, of which the table above represents the core set. The term 여야 is taught generically to mean "ruling and opposition sides" as an abstract structural concept, not to name or characterize any real party. Regional, casual, or slang forms are not active in this domain and do not appear here.
Receptive and Specialized Vocabulary
The following items may appear in economic and political texts for recognition only. They are not required for independent production in this chapter.
| Korean | Meaning | Status |
|---|---|---|
| 기준 금리 | benchmark interest rate | receptive — specialized economic term |
| 무역 수지 | trade balance | receptive — specialized economic term |
| 여론조사 | public opinion poll | receptive — media/institutional term |
| 법안 | bill (proposed legislation) | receptive — legislative-process term |
Pronunciation Focus: Reading Statistics and Figures Aloud
This chapter introduces no new sounds or sound changes. It reviews how already-active number pronunciation and pacing patterns apply to economic figures, percentages, and comparative statistics, which appear frequently in this domain.
Percentages such as 3.2퍼센트 or 3.2% use Sino-Korean numerals read digit by digit through the decimal point, followed by 퍼센트. When a figure is compared to a previous period, as in 작년보다 2퍼센트 올랐다 ("it rose 2 percent compared to last year"), place a brief pause after the comparison phrase so the listener can register what is being compared before the direction of change. Read growth and decline verbs such as 오르다, 내리다, 늘다, and 줄다 with clear, even pacing rather than rushing through the number.
Grammar and Patterns: Reporting Claims and Framing Analysis
This chapter introduces no new particles, endings, speech levels, or honorific systems. It applies structures already active through Chapter 6 — indirect quotation, passive forms, comparison, and noun-modifying clauses — to the specific communicative demands of economic and political discourse, where distinguishing fact from claim is essential.
1. Attributing a claim to its source
Public discourse requires clearly marking who said what. The already-active indirect quotation pattern -다고 하다, together with -다고 주장하다 and -다고 밝히다, lets a writer attribute a claim precisely rather than presenting it as established fact.
- 정부는 이번 대책으로 물가가 안정될 것이라고 밝혔다.The government stated that prices would stabilize as a result of this measure.indirect quotation, government as source
- 일부 전문가들은 이 대책의 효과가 제한적일 것이라고 주장한다.Some experts argue that the effect of this measure will be limited.indirect quotation, attributed to a specific group, not to "everyone"
2. Marking a statement as contested or evaluative
Evaluative claims should be marked as such rather than stated as fact. The noun 평가 combined with -다는 평가가 있다 ("there is an assessment that..."), and the noun 논란 combined with -을 둘러싸고 논란이 있다 ("there is controversy surrounding..."), let a writer signal that a claim is disputed rather than settled.
- 이번 대책이 실제로 효과가 있을지에 대해서는 엇갈린 평가가 있다.There are differing assessments as to whether this measure will actually be effective.evaluative framing, explicitly marked as contested
- 세금 인상 여부를 둘러싸고 여야 간에 논란이 계속되고 있다.Controversy continues between the ruling and opposition sides over whether to raise taxes.controversy framing, generic 여야 without naming a real party
3. Comparison with prior periods and alternatives
Economic commentary frequently compares a figure to an earlier period or an alternative scenario, using the already-active comparison particle 보다 and the connector -에 비해 ("compared to").
- 이번 분기 성장률은 지난해 같은 기간보다 낮았다.This quarter's growth rate was lower than the same period last year.comparison, 보다
- 전문가들은 새 정책이 기존 정책에 비해 소비자 부담을 줄일 것으로 전망한다.Experts forecast that the new policy will reduce the burden on consumers compared to the existing policy.comparison, -에 비해, forecast framing
4. Noun-modifying clauses identifying affected groups
As in institutional Korean, noun-modifying clauses, already active since earlier volumes, precisely identify which group is affected by a policy or trend.
- 이번 대책의 혜택을 받는 대상은 소득이 일정 기준 이하인 가구이다.The group receiving the benefit of this measure is households with income below a certain threshold.noun-modifying clause defining scope
- 물가 상승의 영향을 크게 받는 소비자들은 정부의 대응을 요구하고 있다.Consumers who are heavily affected by rising prices are demanding a government response.noun-modifying clause identifying an affected group
Every pattern in this section — indirect quotation, passive forms, comparison with 보다 and -에 비해, and noun-modifying clauses — is already active from earlier chapters and volumes. What is new is the discipline of using these familiar structures to keep fact, attributed claim, and contested evaluation clearly distinct in a single passage.
Model Dialogue: Discussing a Policy Announcement
수아가 동료와 최근 발표된 물가 안정 대책에 대해 이야기하는 장면 (교육용 예시)
분석 — Analysis: Identify where 수아 attributes a claim to its source, where she signals that an evaluation is contested rather than settled, and where she reports information she heard secondhand rather than confirming it herself.
Reading: A Policy Announcement and a Commentary
Read the following two short texts, written for this course as general-purpose instructional material. No real government, official, or party is named.
Analysis task:
- Identify the sentence in 자료 1 that states a fact about what the government announced, and the sentence that attributes a projected outcome to the government.
- Identify the sentence in 자료 2 that presents one expert view, and the sentence that presents an opposing expert view.
- Identify the sentence in 자료 2 that signals an unresolved controversy rather than a settled fact.
- Using both texts, explain in one sentence why a careful reader should not treat the government's projected outcome in 자료 1 as a confirmed fact.
- Write one sentence, following the Building Block pattern above, that summarizes the overall structure of 자료 2 in your own words.
Listening Practice
Ask your instructor, a language partner, or a text-to-speech tool to read the following short economic news segment aloud. Listen once for the overall claim, then identify the source of the main claim, one supporting figure, and one point of disagreement.
라디오 경제 뉴스 진행자의 짧은 보도 (교육용 예시)
듣기 과제 — Listening task: Listen and answer in English.
| 질문 | 답 |
|---|---|
| What statistic is reported, and how does it compare to the same period last year? | ______ |
| What does the government claim about this figure? | ______ |
| What do some experts say instead? | ______ |
Speaking Practice
1단계 — 짝 활동 — Explaining a policy to a colleague
With a partner, one person plays a colleague asking about a recent policy announcement (this chapter's price-stabilization measure or a similar fictional one you invent). The other explains what was announced, who is affected, and what the projected outcome is, being careful to attribute the projection to its source rather than stating it as fact.
2단계 — 균형 잡힌 해설 — Presenting two sides of a debate
Role-play a short exchange in which one speaker summarizes a supporting view of a policy and the other summarizes an opposing view, using neutral framing language such as -다는 평가가 있다 and 엇갈린 반응을 보이다 rather than endorsing either side.
혼자 하는 연습 — Solo alternative
Record yourself explaining 자료 1 and 자료 2's content aloud in your own words, as if briefing a colleague who has not read the originals. Confirm that you clearly attribute each claim to its source and clearly mark any contested evaluation as contested.
Writing Workshop: A Neutral Explanatory Summary
Use 자료 1 and 자료 2 above, or a comparable fictional policy issue of your choosing, to complete the following writing tasks.
체크리스트 — Checklist:
- Facts (what was announced, what figures were reported) are stated plainly and without attribution language.
- Claims and projections are attributed to a specific source using -다고 밝히다, -다고 주장하다, or a similar already-active pattern.
- At least one supporting view and one differing view are represented, without the writer endorsing either.
- No real government, official, or political party is named or characterized.
- Register remains formal and consistent throughout.
- Spacing, particles, and Hangeul spelling are accurate, with no romanization.
- No structure appears beyond what is active through Volume V, Chapter 7.
Culture and Communication
Mainstream South Korean news outlets generally expect economic and political reporting to attribute claims to a named source, such as a government office, a research institute, or a named expert, rather than presenting projections as settled fact. Reporting that clearly separates confirmed figures from forecasts and clearly marks contested policy questions as contested is commonly regarded as more credible than reporting that blurs the two.
Different news outlets, government agencies, and research institutes in South Korea may use somewhat different conventions for framing policy coverage, choosing which experts to cite, and presenting figures. The vocabulary and patterns in this chapter reflect general, broadly applicable usage for reading and producing balanced explanatory Korean; learners engaging with a specific outlet's coverage should remain attentive to that outlet's own framing choices rather than assuming all sources present issues identically.
Common Mistakes to Avoid
Error: Writing a projection or evaluation as though it were a confirmed fact, such as 이번 대책으로 물가가 안정된다 stated flatly, when the source text presents this only as something the government claims will happen.
Correction: Attribute the claim to its source using an already-active quotation pattern, as in 정부는 물가가 안정될 것이라고 밝혔다, and reserve unattributed statements for confirmed facts such as reported figures.
Error: Summarizing a policy debate by presenting only the supporting view or only the opposing view, so the reader cannot tell that the issue is genuinely contested.
Correction: Include at least one supporting view and one differing view, using neutral framing such as 엇갈린 평가가 있다 or 논란이 있다, without the writer taking a side.
Error: Substituting a real government, official, or political party's name into a practice sentence or exercise, or attributing a specific real-world position to a named public figure.
Correction: Keep practice material generic, using terms such as 정부, 전문가들, and 여야 without naming a real administration, official, or party, consistent with this chapter's fictional practice scenarios.

Performance Task
수행 과제 — Chapter 7 Performance Task
경제·정치 해설 기사 작성 — Drafting a Neutral Explanatory Brief
Select a fictional policy or economic issue, either the price-stabilization measure used throughout this chapter or a comparable fictional issue of your own choosing. Produce a complete project with three parts.
- Explanatory brief (Korean): A formal but accessible summary (100–150 words) of the issue, its background, and its projected effects.
- Fact/claim breakdown: A short list separating which statements in your brief are facts and which are attributed claims or evaluations, each supported by one sentence from your brief.
- Balanced viewpoint note: A short note (2–3 sentences) presenting one supporting view and one differing view on the issue, without endorsing either.
| Criterion | What is evaluated |
|---|---|
| Vocabulary accuracy | Economic and political vocabulary is used accurately and appropriately |
| Fact vs. claim distinction | Facts and attributed claims are clearly and correctly distinguished |
| Attribution precision | Every claim or projection is attributed to a specific, appropriate source |
| Balance | At least one supporting and one differing view are represented without the writer taking a side |
| Register control | Formal, neutral register is sustained consistently throughout |
| Content appropriateness | No real government, official, or political party is named or characterized |
| Organization | Background, current state, and evaluation are sequenced clearly |
| Hangeul and spacing accuracy | Accurate spelling and level-appropriate spacing throughout, no romanization |
Answer Key
Reading analysis
- Sample response: The sentence stating what was announced is the description of the tax easing, subsidies, and business support measures; the sentence attributing a projected outcome to the government is the one using 정부는 ... 것이라고 밝혔다.
- Sample response: One expert view projects that consumer burden will decrease in the short term; the opposing view holds that the measure may only have a temporary effect without addressing the underlying cause.
- Sample response: The sentence about controversy surrounding the scale and target of the tax easing (여야 간의 논란) signals an unresolved issue.
- Sample response: The government's projected outcome in 자료 1 is presented with attribution (정부는 ... 밝혔다), which signals it is the government's claim rather than a confirmed, independently verified fact.
- Sample response: 정부의 물가 안정 대책에 대해 전문가들의 평가는 엇갈리며, 세금 완화의 규모를 둘러싼 논란도 계속되고 있다.
Listening comprehension
- Sample response: This quarter's growth rate is 0.5 percentage points lower than the same period last year.
- Sample response: The government claims the lower figure is a temporary phenomenon.
- Sample response: Some experts say the possibility of continued economic downturn cannot be ruled out.
Section D — Sample explanatory brief (abridged)
정부는 최근 물가 상승에 따른 국민 부담을 완화하기 위해 세금 일부 완화와 저소득 가구 보조금 지급을 포함한 대책을 발표했다고 밝혔다. 이 대책의 효과에 대해서는 전문가들 사이에서도 평가가 엇갈리며, 세금 완화의 규모를 둘러싼 논란도 이어지고 있다.
Facts: the government announced tax easing and subsidies for low-income households. Attributed claims: the government's projection that price growth will slow; experts' differing assessments of the measure's actual effect.
Section E — Sample discussion
Sample response: A balanced explanation states the announced facts first, attributes any projection to its source using -다고 밝히다 or -다고 주장하다, and then presents at least one supporting and one differing evaluation using neutral framing such as 엇갈린 평가가 있다, without the writer endorsing either side.
Looking Ahead
지금 할 수 있는 것 — What you can do now
You can read and interpret a policy announcement or economic commentary, distinguish confirmed facts from attributed claims, present a policy or economic issue with balanced framing in formal but accessible Korean, and attribute projections and evaluations to their appropriate sources.
