Continuing Volume V, Unit II · Speak and Write Korean: Mastery, Precision, Rhetoric, and Specialized Expression

Chapter Objectives

By the end of this chapter, you will be able to:

  1. Read and interpret Korean media texts that frame an issue from a particular angle, including news commentary, opinion pieces, and public-relations statements.
  2. Use specialized vocabulary for framing, stance, persuasion, and audience, including terms for emphasis, tone, appeal, and target group.
  3. Identify how word choice, sentence order, and source selection shape a reader's or listener's impression of an issue.
  4. Distinguish factual reporting from persuasive commentary within the same text or across two competing texts.
  5. Recognize how a message may be adjusted for a different audience without changing its underlying claim.
  6. Apply the register, argument, density, mediation, attribution, and balance judgment consolidated in Chapters 5 through 8 to strategic media and public-opinion discourse.

This chapter introduces no new particles, endings, speech levels, honorific systems, counters, or sound changes. It applies systems already active through Chapter 8 to a new domain: strategic media, framing, and public opinion. All practice material in this chapter is fictional and general-purpose; no real news outlets, companies, public figures, or political parties are named or characterized.

Opening Scenario

  1. You will study specialized vocabulary for framing, stance, persuasion, and audience segmentation.
  2. You will examine how Korean media texts use word choice, source selection, and structure to shape impression.
  3. You will read two short passages covering the same event from different framings and compare them.
  4. You will listen to a short opinion segment and identify its stance and persuasive strategy.
  5. You will write a comparative media-literacy commentary that identifies framing choices without adopting either framing as your own stated opinion.

Receptive and Specialized Vocabulary

The following items may appear in media and public-opinion texts for recognition only. They are not required for independent production in this chapter.

발음 초점 — Pronunciation Focus

Pronunciation Focus: Emphatic Stress in Persuasive Speech

This chapter introduces no new sounds or sound changes. It reviews how already-active sentence-level intonation and phrase-grouping patterns are used to signal emphasis when a speaker highlights or downplays a point, as opposed to the more even delivery typical of neutral reporting.

Pronunciation Note — Neutral delivery versus persuasive emphasis

A neutral news-reading delivery keeps phrase-level pitch relatively even across a sentence, with the sentence-final ending carrying the main intonational movement, as already practiced in earlier chapters. A persuasive or opinion delivery, by contrast, often places a stronger pitch rise or a slightly lengthened syllable on the specific word being highlighted — for example, the word 가장 in 이 문제가 가장 시급하다 — to draw the listener's attention to that word before the sentence continues. Learners are not asked to master a new prosodic system here; they are asked to notice, in listening, where a speaker places this kind of emphatic stress, and to reproduce it lightly when reading a persuasive sentence aloud.

문법과 표현 — Grammar and Patterns

Grammar and Patterns: Framing, Stance, and Audience Adjustment

This chapter introduces no new particles, endings, speech levels, or honorific systems. It applies structures already active through Chapter 8 — passive forms, evaluative and quotation framing, noun-modifying clauses, comparison, and topic/focus particles — to the specific communicative demands of media analysis, where a writer must show how a text was framed without adopting that framing as a personal claim.

1. Describing framing choices with passive and causative-adjacent forms

Already-active passive-form verbs such as -되다, together with causative-adjacent expressions, let a writer describe how an issue is presented without asserting who specifically chose to present it that way, which is often unknown or beside the point in a media-literacy analysis.

  • 이 사안은 두 매체에서 서로 다르게 다뤄지고 있다.This issue is being handled differently by the two outlets.passive 다뤄지다, process-centered framing description
  • 한쪽 기사에서는 경제적 이익이 부각되고, 다른 쪽 기사에서는 환경적 위험이 강조된다.In one article economic benefit is highlighted, while in the other environmental risk is emphasized.contrastive 은/는, passive 부각되다

2. Attributing a stance without adopting it

The already-active indirect quotation and evaluative framing patterns from Chapters 7 and 8 — -다고 주장하다, -다는 입장이다, and -(으)로 보인다 — extend naturally to describing a text's persuasive stance while keeping the writer's own analytical voice separate from that stance.

  • 해당 사설은 이번 정책이 반드시 필요하다고 주장한다.The editorial in question argues that this policy is absolutely necessary.attributed stance, not the writer's own claim
  • 기고문은 전문가 세 명의 의견을 인용하며 신중한 태도를 유지하는 것으로 보인다.The op-ed cites the opinions of three experts and appears to maintain a cautious attitude.evaluative framing -것으로 보이다 applied to tone

3. Comparing framing across two texts

Already-active comparison structures — 보다, 에 비해, and parallel noun-modifying clauses — let a writer set two framings side by side precisely, without collapsing the comparison into a single flattened judgment.

  • 자료 1은 자료 2에 비해 통계 수치를 더 자주 인용한다.Source 1 cites statistical figures more often than Source 2 does.comparison 에 비해, quantifiable contrast
  • 단정적인 표현을 사용하는 자료 1과 달리, 자료 2는 신중한 어조를 유지한다.Unlike Source 1, which uses assertive expressions, Source 2 maintains a cautious tone.noun-modifying clause + 과/와 달리 contrast

4. Marking audience adjustment

As in earlier chapters, already-active noun-modifying clauses and the verb 맞추다 identify how the same underlying claim is adjusted in vocabulary, tone, or detail for a different target audience.

  • 같은 정책을 설명하면서도, 전문가 대상 자료는 통계 용어를 그대로 쓰고 일반 대중 대상 자료는 쉬운 표현으로 바꾸어 전달한다.While explaining the same policy, the material aimed at experts uses statistical terminology as-is, while the material aimed at the general public conveys it using simpler expressions.audience-based lexical adjustment, parallel clauses
  • 이 홍보 문구는 젊은 독자층의 관심을 끌 수 있도록 어조를 가볍게 맞춘 것으로 보인다.This promotional line appears to have deliberately lightened its tone to appeal to a younger readership.noun-modifying clause identifying audience-tailoring
Building Block
[프레이밍 확인 (강조/축소, 수동형)] + [입장 귀속 (인용, 필자 주장과 분리)] + [비교 (두 자료 대조)] + [대상 독자 조정 확인]
A precise media-literacy commentary identifies what a text emphasizes or downplays using already-active passive framing, attributes any stance explicitly to the source text rather than to the writer, sets that framing against a second text using comparison structures, and notes how the message might shift for a different audience.
자료 1은 경제적 이익을 부각시키며 이번 정책이 시급하다고 주장하는 반면, 자료 2는 환경적 위험을 강조하며 신중한 접근이 필요하다는 입장을 밝힌다. 두 자료 모두 같은 정책을 다루지만, 대상 독자에 따라 근거로 제시하는 통계와 인용하는 전문가가 다르다.
Source 1 highlights economic benefit and argues that this policy is urgent, while Source 2 emphasizes environmental risk and states a position that a cautious approach is needed. Both sources deal with the same policy, but depending on the target audience, the statistics presented as grounds and the experts cited differ.
Grammar Note — Precision over new structure

Every pattern in this section — passive forms, attributed stance, comparison, and audience-marking noun-modifying clauses — is already active from earlier chapters and volumes. What is new is the discipline of keeping the source text's framing, the writer's own analytical description, and any comparison between texts clearly and separately marked in a single passage.

본보기 대화 — Model Dialogue

Model Dialogue: Comparing Two Reports on the Same Policy

수아가 동료와 같은 정책을 다룬 두 매체의 보도문을 비교하며 이야기하는 장면 (교육용 예시)

동료 두 기사가 같은 정책을 다뤘는데 느낌이 완전히 다르네요. 왜 그런 거예요?Both articles cover the same policy, but they feel completely different. Why is that?
수아 자료 1은 경제적 이익을 부각시키면서 정책이 시급하다고 주장해요. 반면에 자료 2는 환경적 위험을 강조하면서 신중한 접근이 필요하다는 입장을 밝히고 있고요.Source 1 highlights the economic benefit and argues the policy is urgent. Source 2, on the other hand, emphasizes environmental risk and states a position that a cautious approach is needed.
동료 인용하는 전문가도 다른가요?Are the experts they cite different too?
수아 네. 자료 1은 경제 전문가의 의견을 주로 인용하고, 자료 2는 환경 전문가의 의견을 주로 인용해요. 둘 다 근거를 제시하긴 하지만, 어떤 근거를 고르느냐에 따라 인상이 달라지는 거죠.Yes. Source 1 mainly cites economic experts, and Source 2 mainly cites environmental experts. Both present grounds, but the impression differs depending on which grounds are chosen.
동료 그럼 어느 쪽이 맞는 거예요?So which one is correct?
수아 둘 다 사실을 왜곡하고 있다고 단정할 수는 없어요. 다만 각 자료가 무엇을 강조하고 무엇을 축소하는지 확인하면서 읽는 게 중요한 것 같아요.I can't say for certain that either one is distorting the facts. It just seems important to read while checking what each source emphasizes and what it downplays.

분석 — Analysis: Identify where 수아 describes what each source emphasizes, where she attributes a stance to a source rather than stating it herself, and where she withholds a personal judgment about which source is correct.

읽기 연습 — Reading: Media Framing Texts

Reading: Two Framings of the Same Policy

Read the following two short texts, written for this course as general-purpose instructional material. No real news outlet, company, public figure, or political party is named.

Analysis task:

  1. Identify the sentence in 자료 1 that highlights economic benefit, and the type of expert it cites.
  2. Identify the sentence in 자료 2 that highlights environmental risk, and the type of expert it cites.
  3. Identify one word or phrase in each text that signals urgency or caution respectively (for example, 시급하다 versus 서둘러 시행해서는 안 된다).
  4. Using both texts, explain in one sentence why a careful reader should not conclude that either source has fully described the policy's likely effects.
  5. Write one sentence, following the Building Block pattern above, that summarizes how 자료 1 and 자료 2 differ in framing, without stating which framing you personally find more convincing.
듣기 연습 — Listening Practice

Listening Practice

Ask your instructor, a language partner, or a text-to-speech tool to read the following short opinion segment aloud. Listen once for the overall stance, then identify the speaker's main claim, the type of appeal used, and the intended audience.

라디오 시사 논평의 짧은 발췌 (교육용 예시)

논평자 지역 개발 정책을 둘러싼 논쟁을 지켜보면서, 저는 우리가 속도보다 신중함을 택해야 한다고 생각합니다. 일자리와 소득이 늘어난다는 약속은 매력적이지만, 한번 훼손된 생태계는 돈으로 되돌릴 수 없습니다. 지금 우리 아이들에게 어떤 지역을 물려줄 것인지 함께 고민해야 할 때입니다.Watching the debate surrounding the regional development policy, I believe we should choose caution over speed. The promise of increased jobs and income is attractive, but a damaged ecosystem cannot be restored with money. Now is the time to think together about what kind of region we will hand down to our children.

듣기 과제 — Listening task: Listen and answer in English.

질문답
What is the speaker's main claim or stance?______
What type of appeal does the speaker rely on most (economic evidence, emotional appeal, expert citation, or something else)?______
What audience or shared value does the closing sentence appeal to?______
말하기 연습 — Speaking Practice

Speaking Practice

1단계 — 짝 활동 — Explaining a framing difference to a colleague

With a partner, one person plays a colleague asking why two reports on the same event feel different. The other explains what each source emphasizes, what it downplays, and which experts or evidence each cites, being careful to attribute the framing to the source rather than stating a personal opinion.

2단계 — 청중 조정 — Adapting the same message for two audiences

Role-play a short exchange in which one speaker explains this chapter's policy issue to an expert audience using precise, technical framing, and the other explains the same issue to a general audience using simpler, more accessible framing, without changing the underlying facts.

혼자 하는 연습 — Solo alternative

Record yourself comparing 자료 1 and 자료 2 aloud in your own words, as if briefing a colleague who has not read either source. Confirm that you clearly attribute each stance to its source, name the type of appeal each uses, and avoid stating which one you personally find more persuasive.

쓰기 워크숍 — Writing Workshop

Writing Workshop: A Comparative Media-Literacy Commentary

Use 자료 1 and 자료 2 above, or a comparable fictional pair of framings of your choosing, to complete the following writing tasks.

  • 강조/축소 항목 정리하기. List, in two separate short columns, what 자료 1 emphasizes and downplays, and what 자료 2 emphasizes and downplays.
  • 비교 해설 초안 작성하기. Write a comparative commentary (100–150 words) that identifies each source's framing, the type of appeal it relies on, and its likely target audience, in formal but accessible register, without stating your own opinion of the underlying policy.
  • 출처와 입장 구분하기. Confirm that every framing claim in your draft is attributed to a specific source (자료 1, 자료 2, 전문가, and so on) using an already-active quotation or evaluative pattern, rather than stated as your own judgment.
  • 대상 독자 언급하기. Confirm that your draft explicitly names at least one way the message might be adjusted for a different audience.
  • 점검하기. Compare your commentary against the checklist below before submitting.
  • 1차 초안 (writer's own opinion presented as neutral analysis) 자료 1이 맞는 것 같아요. 이 정책은 당연히 빨리 시행돼야 해요.
수정본 (framing attributed to source, writer's opinion withheld) 자료 1은 경제적 이익을 근거로 신속한 시행을 주장하는 반면, 자료 2는 환경적 위험을 근거로 신중한 접근을 요구하고 있다.

    체크리스트 — Checklist:

    • Each source's framing is identified clearly, including what it emphasizes and what it downplays.
    • Every stance or claim is attributed to a specific source using an already-active pattern such as -다고 주장하다 or -는 입장이다.
    • The writer's own opinion of the underlying policy is not stated as fact.
    • At least one audience-adjustment observation is explicitly named.
    • No real news outlet, company, public figure, or political party is named or characterized.
    • Register remains formal and consistent throughout.
    • Spacing, particles, and Hangeul spelling are accurate, with no romanization.
    • No structure appears beyond what is active through Volume V, Chapter 9.

    Culture and Communication

Culture in Context — Reading multiple outlets in South Korean media practice

South Korean readers and viewers navigating a public issue commonly compare coverage across several outlets rather than relying on a single source, particularly on politically or economically sensitive topics. Commentary and educational media-literacy material that clearly separates what a source claims from what has been independently verified is generally regarded as more trustworthy than commentary that presents one outlet's framing as the complete picture.

Institutional Note — Variation across outlets and formats

Different news outlets, opinion columnists, and public-relations offices in South Korea may use noticeably different conventions for word choice, source selection, and structural emphasis. The vocabulary and patterns in this chapter reflect general, broadly applicable strategies for reading and producing media-literacy commentary; learners engaging with a specific outlet's coverage should remain attentive to that outlet's own conventions rather than assuming all sources frame issues identically.

    Common Mistakes to Avoid

Common Mistake — Presenting the writer's own opinion as neutral analysis

Error: Writing a media-literacy commentary that quietly adopts one source's framing as fact, such as 이 정책은 당연히 빨리 시행돼야 해요 stated flatly, when the task calls for comparative analysis rather than personal advocacy.

Correction: Attribute each stance explicitly to its source, as in 자료 1은 신속한 시행을 주장하는 반면, 자료 2는 신중한 접근을 요구한다, and keep the writer's own opinion out of the comparison unless the task specifically requests it.

Common Mistake — Treating framing differences as proof one source is lying

Error: Concluding that because two sources emphasize different facts, one of them must be fabricating information, without evidence for that stronger claim.

Correction: Describe the difference precisely as a difference in emphasis or selection, as in 두 자료 모두 사실을 다루지만 강조하는 근거가 다르다, and reserve stronger claims such as 왜곡하다 for cases where the text itself supports that conclusion.

Common Mistake — Naming real outlets, figures, or parties

Error: Substituting a real news outlet, public figure, company, or political party's name into a practice sentence or exercise, or attributing a specific real-world framing to a named real source.

Correction: Keep practice material generic, using terms such as 자료 1, 한 매체, and 전문가들 without naming a real outlet, figure, or party, consistent with this chapter's fictional practice scenarios.

    Chapter Review

    Performance Task

수행 과제 — Chapter 9 Performance Task

여론 읽기 특집 작성 — Drafting a Comparative Media-Literacy Feature

Select a fictional public issue, either the regional development policy used throughout this chapter or a comparable fictional issue of your own choosing. Produce a complete project with three parts.

    • Comparative commentary (Korean): A formal but accessible commentary (100–150 words) comparing two fictional sources' framing of the same issue.
    • Framing breakdown: A short list identifying what each source emphasizes, what it downplays, and what type of appeal or evidence it relies on, each supported by one sentence from your commentary.
    • Audience-adjustment note: A short note (2–3 sentences) explaining how the same underlying claim might be presented differently for a specialist audience versus a general audience.
    CriterionWhat is evaluated
Vocabulary accuracyFraming, stance, persuasion, and audience vocabulary is used accurately and appropriately
Framing identificationWhat each source emphasizes and downplays is identified clearly and specifically
Attribution disciplineEvery stance or claim is attributed to a source rather than stated as the writer's own opinion
Comparative structureThe two sources are set clearly side by side using comparison structures
Audience adjustmentAt least one audience-based adjustment is explicitly and accurately identified
Register controlFormal, precise register is sustained consistently throughout

    Answer Key

    Reading analysis

    1. Sample response: The sentence stating that an economic expert expects job growth and rising incomes highlights economic benefit; 자료 1 cites an economic expert.
    2. Sample response: The sentence stating that an environmental expert warns of irreversible ecosystem impact highlights environmental risk; 자료 2 cites an environmental expert.
    3. Sample response: 자료 1 signals urgency with 가장 시급한 과제; 자료 2 signals caution with 서둘러 시행해서는 안 된다.
    4. Sample response: Each source cites only one category of expert and one type of evidence, so neither text alone accounts for both the policy's economic and environmental effects.
    5. Sample response: 자료 1은 경제적 이익을 근거로 신속한 시행을 주장하는 반면, 자료 2는 환경적 위험을 근거로 신중한 접근을 요구하고 있다.

    Listening comprehension

    • Sample response: The speaker believes caution should be chosen over speed in implementing the policy.
    • Sample response: The speaker relies mainly on emotional appeal, particularly the closing appeal to future generations, rather than statistical evidence.
    • Sample response: The closing sentence appeals to a shared concern for children and the kind of region that will be handed down to them.

Section D — Sample comparative commentary (abridged)

지역 개발 정책을 다룬 두 보도문은 서로 다른 근거를 강조한다. 자료 1은 경제 전문가의 의견을 인용하며 일자리와 소득 증가를 부각시키고, 자료 2는 환경 전문가의 의견을 인용하며 생태계에 미칠 위험을 강조한다.

Framing breakdown: Source 1 emphasizes economic benefit and downplays environmental risk; Source 2 emphasizes environmental risk and downplays economic benefit. Audience adjustment: a specialist audience might see more detailed statistics from either source, while a general audience is more likely to see the simplified urgency-versus-caution framing shown here.

    Section E — Sample discussion

Sample response: A precise media-literacy commentary identifies what each source emphasizes and downplays using already-active passive framing, attributes every stance to its source rather than to the writer, sets the two framings side by side using comparison structures, and names at least one way the message might shift for a different audience, without declaring which framing is correct.

    Looking Ahead

지금 할 수 있는 것 — What you can do now

You can read and compare two framings of the same issue, identify what each source emphasizes and downplays, attribute a stance to its source without adopting it as your own, and note how a message might be adjusted for a different audience, all in balanced, precisely attributed formal Korean.

10장종합 과제 2: 전문 공공 담화

Chapter 10 closes Unit II with a synthesis task. It consolidates the legal, administrative, economic, political, scientific, technical, media, and public-opinion Korean developed in Chapters 6 through 9 into a specialized public-facing dossier, introducing no major new productive system.
