Job Overview

This project qualifies you to conduct a complete internal pre-inspection and prepare the site, excavation, controls, records, and access for the required foundation inspection. The finished work product is a foundation site that is safe, documented, accessible, and ready for official inspection. This project begins only after the building layout of Project 3, the footing excavation of Project 5, and the site drainage and utility work of Projects 8 through 14 have been completed within the scope reviewed here, and it does not include performing the official jurisdictional inspection itself, does not include correcting deficiencies outside the authorized scope of this project, and does not include foundation forming, reinforcement placement, or concrete work.

You will obtain the jurisdictional inspection checklist and approved foundation documents; confirm the inspection stage and identify work that must remain visible; verify permit documents, approved plans, revisions, engineering, soil reports, and prior approvals are available; inspect building location, setbacks, orientation, dimensions, and diagonals; verify footing lines, widths, depths, steps, pads, and bearing surfaces; verify benchmarks, bottom elevations, and required design depths; inspect excavation access, protective systems, spoil placement, barricades, and housekeeping; check for water, loose soil, mud, overexcavation, soft spots, and disturbed bearing material; verify sleeves, utility crossings, drainage provisions, and embedded items scheduled for this stage; confirm layout strings and reference points are readable and protected; prepare measurement records, photographs, test reports, and correction documentation; create a deficiency list organized by safety, layout, excavation, grade, documentation, and access; correct all deficiencies within the authorized scope; escalate engineering, survey, soil, structural, or code conflicts; reinspect every corrected item; provide clean and safe inspector access; mark items requiring explanation and prepare controlling documentation; and complete and sign the internal pre-inspection record.

This is the sixteenth project in the site preparation sequence. It depends on the squared layout of Project 3, the footing excavation of Project 5, the subgrade and drainage work of Projects 6 through 14, and the temporary access constructed in Project 15, and it uses the site-evaluation and hazard information recorded in Project 1. The internal pre-inspection record produced here becomes part of the evidence reviewed during the complete site-readiness inspection of Project 19, and a passed official foundation inspection is the condition that allows the foundation trade to begin work on the site prepared by this book.

Skills You Will Demonstrate

  • SP-091 — Obtain the jurisdictional inspection checklist and approved foundation documents, confirm the inspection stage and identify work that must remain visible, and verify permit documents, approved plans, revisions, engineering, soil reports, and prior approvals are available.
  • SP-092 — Inspect building location, setbacks, orientation, dimensions, and diagonals, and verify footing lines, widths, depths, steps, pads, and bearing surfaces.
  • SP-093 — Verify benchmarks, bottom elevations, and required design depths, and confirm layout strings and reference points are readable and protected.
  • SP-094 — Inspect excavation access, protective systems, spoil placement, barricades, and housekeeping, and check for water, loose soil, mud, overexcavation, soft spots, and disturbed bearing material.
  • SP-095 — Verify sleeves, utility crossings, drainage provisions, and embedded items scheduled for this stage, and prepare measurement records, photographs, test reports, and correction documentation.
  • SP-096 — Create a deficiency list organized by safety, layout, excavation, grade, documentation, and access, correct all deficiencies within the authorized scope, escalate engineering, survey, soil, structural, or code conflicts, reinspect every corrected item, provide clean and safe inspector access, mark items requiring explanation, and complete and sign the internal pre-inspection record.

Where This Skill Fits

The squared building layout of Project 3, the footing excavation of Project 5, the subgrade preparation of Project 6, and the drainage and utility work of Projects 8 through 14 must already be complete within the scope of this inspection; work that has not been verified in an earlier chapter is a stop-work condition for beginning this pre-inspection review. The temporary access built in Project 15 must remain functional to provide safe inspector access to the site.

This project stands between the completed sitework of Projects 1 through 15 and the official jurisdictional foundation inspection. Its correction and reinspection cycle protects the schedule by finding deficiencies before an official inspector does, and its records become part of the evidence reviewed during the complete site-readiness inspection of Project 19. A site that fails the official inspection because this internal review was skipped or performed incompletely can delay every trade waiting to begin foundation work.

Scope and Intended Use

This project covers:

  • obtaining the jurisdictional inspection checklist and approved foundation documents
  • confirming the inspection stage and identifying work that must remain visible
  • verifying permit documents, approved plans, revisions, engineering, soil reports, and prior approvals are available
  • inspecting building location, setbacks, orientation, dimensions, and diagonals
  • verifying footing lines, widths, depths, steps, pads, and bearing surfaces
  • verifying benchmarks, bottom elevations, and required design depths
  • inspecting excavation access, protective systems, spoil placement, barricades, and housekeeping
  • checking for water, loose soil, mud, overexcavation, soft spots, and disturbed bearing material
  • verifying sleeves, utility crossings, drainage provisions, and embedded items scheduled for this stage
  • confirming layout strings and reference points are readable and protected
  • preparing measurement records, photographs, test reports, and correction documentation
  • creating a deficiency list organized by safety, layout, excavation, grade, documentation, and access
  • correcting all deficiencies within the authorized scope
  • escalating engineering, survey, soil, structural, or code conflicts
  • reinspecting every corrected item and providing clean, safe inspector access
  • completing and signing the internal pre-inspection record

This project does not authorize the learner to:

  • substitute this internal pre-inspection for the required official jurisdictional foundation inspection
  • correct a deficiency that requires an engineer's determination, a revised permit, or a licensed professional without first escalating the condition
  • conceal or backfill an area that must remain visible for the official inspection
  • alter approved plans, engineering, or soil-report requirements to make the site appear ready
  • request official inspection before every identified deficiency within scope has been corrected and reverified
  • perform foundation forming, reinforcement placement, or concrete work as part of this project

Any condition requiring a revised design, an engineer's determination, or an alternate excavation or bearing solution must be escalated before the site is presented for official inspection.

Reference Conventions

Use these references, established in Projects 01 through 15, throughout this project. Do not redefine them.

TermDefinition
Inspection stageThe specific point in construction at which the jurisdiction requires the foundation inspection, defining which completed work must remain visible
Deficiency listA written record of every condition that does not meet the approved plan, checklist, or acceptance standard, organized by category and assigned for correction
Bearing surfaceThe soil or prepared material directly beneath a footing that carries the structural load, verified free of loose material, water, or disturbance

Prior chapter work within scope verified complete: ____________     Date started: ____________     Builder name: ____________

Prerequisites

Common Field Fundamentals

An internal pre-inspection only serves its purpose if it is measured against the same checklist, plans, and design values the official inspector will use. Reviewing layout, excavation, grade, and documentation against assumed or remembered values instead of the approved jurisdictional checklist and plans can pass a site internally that fails the official inspection, which delays every trade waiting to begin foundation work.

Document reviewChecklist, permits, plans, engineering
Layout verificationLocation, setbacks, dimensions, diagonals
Elevation verificationBenchmarks, bottom elevations, design depth
Excavation conditionAccess, protective systems, bearing surface
Embedded itemsSleeves, crossings, drainage provisions
Deficiency listSorted by category, assigned
Correction and reinspectionEvery item resolved and verified
Inspector accessClean, safe, documented

Working Through the Pre-Inspection Review

Every category of this review depends on the categories before it. A layout that has not been reverified cannot support a reliable excavation-dimension check, and an excavation that has not been reverified cannot support a reliable bearing-surface check. Work through Steps 4 through 13 of this project in the order given, and recheck any earlier category if a later check reveals a discrepancy. If a field condition suggests the approved design cannot be met as specified, an engineering or soil condition conflicts with the plan, or a required document cannot be obtained, stop and escalate before continuing; do not correct the deficiency using an assumed value.

F. Layout and Excavation Verification

  1. Inspect building location, setbacks, orientation, dimensions, and diagonals. Compare each measured value against the approved plan.
  2. Verify footing lines, widths, depths, steps, pads, and bearing surfaces. Confirm each value against the approved plan at every corner, step, and pad.
  3. Verify benchmarks, bottom elevations, and required design depths. Confirm elevations at intervals sufficient to detect any deviation along the footing system.

G. Excavation Condition and Embedded Work

  1. Inspect excavation access, protective systems, spoil placement, barricades, and housekeeping. Confirm each meets the safety plan established in Project 5.
  2. Check for water, loose soil, mud, overexcavation, soft spots, and disturbed bearing material. Record every condition requiring correction before the bearing surface is accepted.
  3. Verify sleeves, utility crossings, drainage provisions, and embedded items scheduled for this stage. Confirm each remains visible and matches the approved detail.
  4. Confirm layout strings and reference points are readable and protected. Restore any disturbed reference before continuing.

H. Documentation and Deficiency Management

  1. Prepare measurement records, photographs, test reports, and correction documentation. Assemble records sufficient to support every verified item.
  2. Create a deficiency list organized by safety, layout, excavation, grade, documentation, and access. Record every condition that does not meet the approved plan, checklist, or acceptance standard.
  3. Correct all deficiencies within the authorized scope. Complete each correction and update the deficiency list.
  4. Escalate engineering, survey, soil, structural, or code conflicts. Refer any condition outside this project's authorized scope to the responsible professional or authority before continuing.

I. Final Reinspection and Handoff Preparation

  1. Reinspect every corrected item. Confirm each correction meets the acceptance standard before closing it on the deficiency list.
  2. Provide clean and safe inspector access. Confirm access routes, housekeeping, and protective systems are ready for the official inspector.
  3. Mark items requiring explanation and prepare controlling documentation. Identify any condition the official inspector may question and assemble the supporting record.
  4. Complete and sign the internal pre-inspection record. Confirm every checklist item, correction, and reinspection result is documented before requesting official inspection.

Failure Points and Troubleshooting

Cleanup

This project ends with a signed internal pre-inspection record and a site ready for official inspection, not the official inspection itself.

Field Terms

Inspection Stage
The specific point in construction at which the jurisdiction requires the foundation inspection, defining which completed work must remain visible.
Deficiency List
A written record of every condition that does not meet the approved plan, checklist, or acceptance standard, organized by category and assigned for correction.

Design Depth
The footing or excavation depth specified by the approved plan, engineering, or soil report, measured from the established benchmark.
Escalation
Referring a condition that exceeds this project's authorized scope to the responsible engineer, surveyor, geotechnical professional, or code authority for a determination.
Internal Pre-Inspection Record

Skill Check

  1. Why must the jurisdictional inspection checklist and approved foundation documents be obtained before the pre-inspection review begins, rather than relying on a checklist used on a prior site?
  2. Why must building diagonals be verified in addition to side dimensions during the layout check?
  3. What condition defines a disturbed bearing surface, and why must it be corrected before the site is presented for inspection?
  4. Why must benchmarks and bottom elevations be reverified even though they were established during earlier chapters?
  5. Why must a sleeve or embedded item remain visible rather than being covered by subsequent grading or drainage work?
  6. Why must the deficiency list be organized by category rather than recorded as a single unsorted list?
  7. What must occur before a deficiency requiring an engineering or code determination is considered resolved?
  8. Why must every corrected deficiency be reinspected rather than simply marked complete once the correction is made?
  9. Why must inspector access be reviewed as part of this project even though the access route itself was built in Project 15?
  10. What must be true of the internal pre-inspection record before the site is presented for official inspection?

Project Closeout

You have completed the sixteenth project in the site preparation sequence: conducting a complete internal pre-inspection and preparing the site, excavation, controls, records, and access for the required foundation inspection. This project required you to obtain the jurisdictional checklist and confirm required documentation (SP-091), verify building layout, dimensions, and footing conditions (SP-092), verify benchmarks and design-depth elevations (SP-093), inspect excavation safety, housekeeping, and bearing conditions (SP-094), verify embedded items and prepare supporting documentation (SP-095), and create, resolve, and reinspect a categorized deficiency list before completing and signing the internal pre-inspection record (SP-096).

You now have a foundation site that is safe, documented, accessible, and ready for official inspection.

Protect the verified layout, excavation, and embedded work from disturbance or concealment until the official inspection is complete. The restoration and cleanup work of Projects 17 and 18, and the complete site-readiness inspection of Project 19, depend on the records and corrected conditions established in this project.
