Job Overview

This chapter qualifies you to inspect a framed and sheathed roof and to issue a documented roofing-readiness decision before any roofing work begins. The finished work product is a completed roof-deck inspection record, a deficiency list with authorized corrections completed and rechecked, and a written proceed, conditional-proceed, or stop-work decision supported by photographs and measurements.

You will confirm that framing and sheathing inspections are complete, identify the safe positions from which the roof may be inspected, examine the deck from both underside and surface positions where access allows, verify slope and deck specification against the approved roof plan, identify every drainage and transition feature on the roof, check clearances at penetrations, remove debris, reset or replace authorized deck fasteners, and document every unresolved item.

This is the first chapter in the book. It establishes the readiness decision that every later chapter depends on: no edge metal, membrane, underlayment, shingle, flashing, ridge, or gutter work may proceed over a deck that has not passed this inspection or been corrected to an authorized condition.

Skills You Will Demonstrate

  • RF-001 — Inspect roof sheathing from safe interior, exterior, and approved surface positions.
  • RF-002 — Identify damaged decking, including loose panels, raised fasteners, delamination, soft areas, and water staining.
  • RF-003 — Verify roof slope on each roof plane using the approved measurement method.
  • RF-004 — Check roof edges, overhangs, and clearances at penetrations against the approved specification.
  • RF-005 — Prepare the surface for underlayment by removing debris and correcting only authorized minor deficiencies.
  • RF-006 — Document roof readiness with a deficiency list, photographs, measurements, and a proceed, conditional-proceed, or stop-work decision.

Where This Skill Fits

Every chapter that follows in this book — roof-access setup, edge metal, self-adhered membrane, underlayment, layout, starter strips, shingle fields, valleys, flashing, ridge work, ventilation, fascia and soffit, and gutters — is installed onto the deck condition documented in this chapter. A deck that has not been inspected and accepted here is not ready to receive any of those systems.

The readiness decision you issue at the end of this chapter is the gate that Chapter 2 checks before establishing roof access, and that the Chapter 20 capstone checks again before roofing the shed structure carried forward from Book 4.

Scope and Intended Use

This chapter covers:

  • gathering and confirming the governing roof plan, framing plan, sheathing schedule, roofing-system specification, product instructions, and prior inspection records
  • confirming that required framing, sheathing, and structural inspections are already complete
  • inspecting the roof deck from safe positions, both underside and surface, without stepping onto an unprotected roof
  • verifying deck material, thickness, span rating, panel orientation, edge support, fastening, and roof slope against the approved specification
  • identifying eaves, rakes, ridges, hips, valleys, sidewalls, headwalls, penetrations, crickets, saddles, and drainage transitions
  • checking clearances at chimneys, vents, skylights, flues, electrical conductors, and combustible assemblies
  • removing debris and completing only authorized minor surface corrections
  • documenting deficiencies, corrections, and a final roofing-readiness decision

This chapter does not authorize the learner to:

  • step onto the roof surface unless compliant roof access and fall protection are already in place; Chapter 2 establishes that system
  • replace structural decking, correct framing damage, or perform any repair beyond a minor authorized surface correction; refer structural deck replacement to Chapter 19 or an approved repair detail
  • install any edge metal, membrane, underlayment, or roofing product; those tasks begin in Chapter 3 and later chapters, only after this chapter's readiness decision is proceed or conditional-proceed with corrections completed
  • disturb insulation, wiring, ductwork, or other concealed building systems encountered during the underside inspection without the authority that governs that system

Any deck section that fails this chapter's inspection must be corrected under an authorized repair detail, or the roofing-readiness decision must record it as a stop-work item, before the section receives any roofing material.

Reference Conventions

Establish these references before recording any finding, and use them consistently across the deficiency list and readiness record.

EaveThe lower horizontal roof edge, typically over the exterior wall line, where water first leaves the roof plane
RakeThe sloped roof edge along a gable end, running from eave to ridge
RidgeThe uppermost horizontal line where two roof planes meet
HipThe sloped line where two roof planes meet at an outside corner
ValleyThe sloped line where two roof planes meet at an inside corner, concentrating water flow
Sidewall / HeadwallA vertical wall surface that meets a roof plane along its slope (sidewall) or across its slope (headwall)

Prerequisites

Common Field Fundamentals

Every readiness decision in this book, from this chapter's deck inspection to the Chapter 20 capstone readiness check, follows the same pattern: confirm the governing documents, inspect from safe positions, compare the field condition to the approved specification, correct only what is authorized, and document what remains. Learning that pattern here, before any material is installed, protects every layer that follows.

Eaves & rakesLower and sloped edges; verify overhang and sheathing projection
Ridges & hipsUpper and outside-corner transitions; verify alignment and support
ValleysInside-corner water-concentration lines; verify deck support and width
Sidewalls & headwallsRoof-to-wall transitions; verify clearance and future flashing space
PenetrationsPipes, vents, skylights, chimneys, flues; verify clearance and support
Cricket / saddle locationsConfirm agreement with framing and drainage plan
Fascia & subfasciaVerify readiness to receive edge metal and gutters
Reference methodEvery finding recorded against the approved roof plan and sheathing schedule

Underside and Surface Inspection

Inspect the underside of the deck where accessible for missed fasteners, unsupported edges, excessive gaps, water staining, daylight, delamination, mold, and framing conflicts. Inspect the accessible roof surface for loose panels, damaged edges, raised fasteners, protrusions, debris, contamination, uneven joints, punctures, and soft areas. Mark weak, wet, damaged, or questionable areas without walking on them.

D. Required Project Sequence

  1. Obtain the current roof plan, framing plan, sheathing schedule, roofing-system specification, product instructions, prior inspection records, and approved change documents. Confirm the revision or date on each document before using it as a reference, and record the confirmation on the governing-documents table above.
  2. Confirm that roof framing, sheathing, required connectors, and structural inspections are complete before roofing loads are staged. Locate the signed structural or framing inspection record. If it cannot be located or shows an open item, stop this chapter and route the project back to the responsible authority before continuing.
  3. Establish the permitted inspection positions. Use ground, ladder, lift, attic, scaffold, or an already-approved roof-access and fall-protection system as applicable to this site. Record which positions are available and which roof planes each position allows you to inspect.
  4. Do not step onto the roof merely to complete this chapter. If compliant roof access is not already in place, limit the inspection to the safe positions identified in Step 3 until Chapter 2 establishes full roof access.
  5. Inspect the underside of the roof deck where accessible for missed fasteners, unsupported edges, excessive gaps, water staining, daylight, delamination, mold, and framing conflicts. Use the attic or another interior access point and a flashlight, and record the location of every finding using the framing bay or grid reference shown on the framing plan.
  6. Inspect the roof surface for loose panels, damaged edges, raised fasteners, protrusions, debris, contamination, uneven joints, punctures, and soft areas. Perform this inspection from the approved positions established in Step 3, without stepping onto an unprotected roof.
  7. Mark weak, wet, damaged, or questionable areas without walking on them. Use chalk or a marking crayon visible from the approved inspection position, and record each marked location on the deficiency list.
  8. Verify deck material, thickness, span rating, panel orientation, edge support, and fastening against the approved specification. Compare the observed condition on each accessible plane to the sheathing schedule and record any deviation as a deficiency.
  9. Verify roof slope on each plane using the approved measurement method. Measure each distinct roof plane separately and record the measured slope next to the plan slope for that plane.
  10. Identify eaves, rakes, ridges, hips, valleys, sidewalls, headwalls, penetrations, crickets, saddles, and drainage transitions. Mark each on a roof sketch or the roof plan copy attached to the readiness record so later chapters can reference the same feature locations.
  11. Inspect fascia, subfascia, rafter tails, roof edges, overhangs, and sheathing projection for readiness to receive edge metal and gutters. Record alignment, decay, splits, or inadequate bearing as a deficiency requiring Chapter 15 attention where applicable.
  12. Verify required clearances at chimneys, vents, skylights, flues, electrical conductors, and combustible assemblies. Compare each measured clearance to the approved specification and record any shortfall as a deficiency.
  13. Confirm that planned ridge slots, intake vents, penetrations, and roof openings agree with the framing and ventilation plans. Record any planned opening that does not have a corresponding, approved location on the plans as a deficiency requiring resolution before Chapter 14.
  14. Remove loose debris using a method that does not discharge material from the roof edge or damage the deck. Contain and remove debris from the approved inspection positions or a subsequently authorized access, keeping the drop zone below the roof edge clear during removal.
  15. Reset or replace authorized raised or missing deck fasteners using the approved fastening schedule. Use only the fastener type, length, and spacing identified in the sheathing schedule, and record each location corrected.
  16. Complete only minor surface corrections allowed by the plan; refer structural deck replacement to Chapter 19 or an approved repair detail. Do not attempt any correction beyond fastener resetting, minor debris removal, and other corrections explicitly authorized by the roofing-system specification.
  17. Prepare a deficiency list identifying location, condition, required correction, responsible authority, and reinspection method. Enter every unresolved and every corrected item, including items referred to Chapter 19 or another authority.
  18. Correct authorized deficiencies and recheck the affected areas. Complete only the corrections identified as authorized in Step 16, and reinspect each corrected location against the same standard used in the original finding.
  19. Photograph and record roof slope, deck condition, edge condition, openings, penetrations, and unresolved items. Attach photographs to the readiness record and label each with its location on the roof sketch from Step 10.
  20. Issue a proceed, conditional-proceed, or stop-work roofing-readiness decision. Base the decision on the completed deficiency list: proceed only when every item is corrected and rechecked, conditional-proceed when specific listed corrections remain outstanding on specific roof sections, and stop-work when a structural, moisture, or hazardous-material finding requires resolution outside this chapter's scope. Sign and date the decision.

Skill Check

  1. Why must the framing and sheathing inspection record be confirmed complete before this chapter's deck inspection proceeds?
  2. Under what condition is a learner authorized to step onto the roof surface during this chapter, and where is that authorization actually established?
  3. What is the difference between a deficiency corrected under this chapter's authority and one that must be referred to Chapter 19 or another responsible authority?
  4. Why must roof slope be measured separately on each distinct roof plane rather than assumed from one measurement?
  5. What five pieces of information must every deficiency-list entry contain?
  6. What must a learner do upon finding suspected active moisture, mold, or wet insulation during the underside inspection?
  7. What are the three possible outcomes of the roofing-readiness decision, and what condition governs each one?
  8. Why must debris removal avoid discharging material from the roof edge?
  9. What information must be recorded before any raised or missing deck fastener is reset or replaced?
  10. Why does the roof sketch created in this chapter matter to later chapters in this book?

Performance Check

With the inspection complete, review the deficiency list and the Roof-Readiness Documentation Record against the Acceptance Standards table and confirm every accessible roof plane has been inspected from an approved position, deck material and fastening have been compared to the sheathing schedule, slope has been measured on every plane, all penetration and combustible-assembly clearances have been checked, every deficiency has a recorded location, condition, correction, responsible authority, and reinspection method, and authorized corrections have been completed and rechecked. Issue and sign the roofing-readiness decision before beginning Chapter 2. If any item cannot be verified from an available position, record it as an open item and issue a conditional-proceed decision rather than a full proceed decision.

Chapter Closeout

You have completed the first chapter in the roof-installation sequence: inspecting a roof deck and issuing a documented roofing-readiness decision. This chapter required you to inspect roof sheathing from safe positions (RF-001), identify damaged decking (RF-002), verify roof slope on each plane (RF-003), check roof edges and penetration clearances (RF-004), prepare the surface through authorized correction and debris removal (RF-005), and document roof readiness with a deficiency list, photographs, and a final decision (RF-006).

You now have a documented, signed roofing-readiness record that fixes the deck condition, slope, and feature locations every later chapter will build on. That record carries directly into the next chapter: establishing the roof-access and fall-protection system required before anyone steps onto this roof to install edge metal, membrane, underlayment, or shingles.

Store the completed deficiency list, photographs, and roofing-readiness decision with the project record. Chapter 2 requires this record before establishing roof access.
