Project 09

Prepare for a Plumbing Rough-In Inspection

Prepare one residential plumbing rough-in for inspection by verifying approved fixture locations, piping, supports, protection, required tests, access, licensed-trade participation, and concealment holds against approved documents rather than assumption.

Field Cue System

These cues appear at the point of work. They identify safety, code, professional-boundary, and documentation issues before they become an unverified assumption or a concealed defect.

△

Safety Cue

Task-specific guidance for ordinary preinspection hazards, including test-setup handling.

✋

Critical Safety Cue

A stop-work condition: the learner must not conceal, connect, pressurize, or approve work without the required qualification or documented authorization.

⛑

Field Safety Cue

Practical handling of the inspector, the licensed trade, and jobsite conditions during the inspection visit.

▤

Code Alert

Local requirements vary. Verify pipe, vent, test, and clearance rules directly from approved documents rather than memory.

▧

Professional Boundary Cue

Identifies work reserved for the licensed plumber, testing agency, design professional, or inspector.

▱

Documentation Cue

Recording, sourcing, and photographing guidance for every verified condition before concealment.

Job Overview

This project qualifies you to prepare one residential plumbing rough-in for the required inspection. The finished work product is a documented, inspection-ready plumbing rough-in package: verified fixture locations, drain-waste-vent and water-distribution routing, supports and protection, active and stable required tests, cleared access, and a completed preinspection checklist, ready for the licensed trade and the building official.

You will confirm the permit and approved documents, verify fixture and piping locations against the approved plans, verify pipe support and protection, confirm which tests are required and who may perform them, verify cleanouts and access remain available, coordinate trade conflicts, complete a deficiency list, and attend the scheduled inspection with the responsible licensed trade.

This project depends on the Chapter 1 authority register and inspection-request procedures, the Chapter 2 permit decision, and the Chapter 3 approved application packet. It feeds directly into Chapter 17's correction tracking if any item is rejected, and into Chapter 16's final inspection once every rough-in stage is closed.

Skills You Will Demonstrate

  • CP-049 — Verify fixture locations against approved plans and finish-surface references.
  • CP-050 — Inspect pipe support, hangers, spacing, and protection from damage.
  • CP-051 — Inspect drain-waste-vent layout, slope, fittings, and terminations against approved documents.
  • CP-052 — Identify required pressure, water, air, or other tests and the qualified party for each.
  • CP-053 — Verify cleanouts and required access remain available and unobstructed.
  • CP-054 — Complete a plumbing rough-in inspection-readiness checklist and record the inspection result.

Where This Skill Fits

The rough-in stage is the last point at which drain, waste, vent, water, and gas piping remain visible before wall and floor finishes conceal them permanently. Every later plumbing correction, fixture installation, and final plumbing check in Chapter 16 depends on the accuracy of what is verified and approved here. A missed cleanout, an unsupported run, or an unrecorded test failure at this stage becomes a far more expensive repair once drywall, flooring, or slab work has closed over it.

This project also reinforces the concealment-hold discipline used throughout the book: nothing that must remain visible for inspection is insulated, drywalled, backfilled, or connected until the required approval is documented.

Scope and Intended Use

This project covers:

  • confirming the plumbing permit, licensed contractor or authorized installer, approved plans, fixture schedule, and revisions
  • verifying fixture, DWV, water-distribution, and gas rough-in locations and routing against approved documents
  • verifying pipe support, protection, penetrations, and firestopping conditions that must remain visible
  • identifying required tests, the qualified party for each, and safe test-equipment handling
  • verifying cleanouts, access, and service space remain available after finish installation
  • completing a preinspection, correcting deficiencies, scheduling, and attending the inspection
  • recording the result and holding concealment until the required approval is documented

This project does not authorize the learner to:

  • select pipe material, size, or routing, or redesign any portion of the plumbing system beyond what the approved documents show
  • perform or supervise a regulated pressure, water, gas, or other test reserved for the licensed trade or testing agency
  • open, cut, or connect gas piping, backflow assemblies, or other work reserved for a licensed plumber
  • approve the rough-in, waive a correction, or treat a verbal inspector comment as a final determination without required written confirmation

Any item that cannot be verified against approved documents, or that requires a licensed trade's judgment, must be logged as an official question rather than assumed acceptable.

Reference Conventions

Establish these references before verifying any rough-in condition, and apply them consistently across every fixture and system in the project.

TermDefinition
Rough-in locationThe pipe or fixture-connection point set to a finish-surface reference (wall, floor, or cabinet face) shown on the approved fixture schedule
DWVDrain, waste, and vent piping and its required slope, fittings, and terminations
CleanoutAn access fitting installed at the location, orientation, and size required by the approved documents to allow future line clearing
Qualified partyThe licensed plumber, testing agency, or other party authorized to perform and certify a required test
ConcealmentInstallation of insulation, drywall, flooring, cabinetry, or backfill that would hide rough-in work from further inspection
DeficiencyAny verified condition that does not match the approved documents or a governing installation requirement, recorded with location and responsible trade

Project and Permit Record

Before beginning the preinspection, record the permit and scope directly on the readiness checklist:

Permit number: ______     Property address: ______     Plumbing contractor / license number: ______

Approved plan set date and revision: ____________     Fixture schedule reference: ____________

Prior underground or slab plumbing approval date: ____________     Inspection type requested: ____________

Prerequisites

Common Field Fundamentals

Every rough-in inspection in this book, whether plumbing, electrical, or HVAC, follows the same underlying discipline: confirm the approved documents, verify the installed condition against them, confirm required tests and their qualified performer, clear access and obstructions, correct deficiencies before scheduling, and hold concealment until the official result is recorded. Learning that discipline here, on the plumbing system, means the electrical and HVAC rough-in projects that follow use a method you already trust.

Fixture LocationsRough-in dimensions matched to approved schedule and finish surfaces
DWV RoutingSlope, fittings, vents, and terminations as shown
Water DistributionRouting, valves, manifolds, backflow, and equipment connections
Support & ProtectionHangers, spacing, sleeves, nail plates, firestopping
Access & CleanoutsLocation, size, and clearance preserved after finishes
Required TestsMethod, pressure or head, duration, and qualified performer
CoordinationFraming, electrical, HVAC, cabinet, and envelope conflicts resolved
Inspection ResultApproval, partial approval, or corrections recorded before concealment

Approved Documents, Licensed-Trade Boundaries, and Tests

Confirm every fixture location, pipe route, support detail, and required test against the approved plans, fixture schedule, and manufacturer instructions before verification begins. Regulated tests must be performed by the licensed trade or testing agency identified in the approved documents or local requirements — never by the learner acting alone.

DWV and water-distribution conformanceRouting, fittings, slope, and terminations match approved plans with no undocumented field deviation
Support and protectionEvery support, sleeve, nail plate, and protection point matches the governing requirement and approved detail
Cleanout and access preservationEvery required cleanout and service access remains unobstructed and reachable after finish installation
Test completionEvery required test is performed by the qualified party, documented, and stable at the time of inspection
Concealment holdNo insulation, drywall, or finish material conceals rough-in work before the required approval is documented

E. Preparation — Confirm Permit, Documents, and Prior Approvals

  1. Confirm the plumbing permit, licensed contractor or authorized installer, approved plans, specifications, fixture schedule, and revisions. Record the permit number and current revision on the Project and Permit Record above.
  2. Identify whether separate underground, rough, gas, water, sewer, backflow, or final inspections are required. Confirm the exact inspection type for this stage from the Chapter 1 binder.
  3. Confirm prior underground or slab plumbing approvals before concealment or concrete. Do not proceed with rough-in verification if a required prior approval is missing.

F. Verify Fixtures, DWV, and Water Distribution

  1. Verify fixture locations, room layouts, wall thicknesses, cabinet dimensions, and finished-surface references from approved documents. Measure and record each rough-in dimension against the approved fixture schedule.
  2. Verify water, drainage, waste, vent, gas, recirculation, specialty, and appliance rough-in locations from approved documents. Confirm each location against the approved plumbing plan.
  3. Verify pipe material, size, joining system, listing, compatibility, and use without redesigning the system. Compare the installed material against the approved specification; do not substitute or approve a substitution yourself.
  4. Verify drainage and vent routing, slope, fittings, directional changes, branch connections, and vent terminations as shown and required. Confirm slope direction and fitting type at every directional change.
  5. Verify water distribution routing, valves, manifolds, hammer control, backflow, thermal expansion, and equipment connections as documented. Confirm every valve and specialty device location against the approved plan.
  6. Verify gas piping, valves, sediment traps, supports, bonding coordination, test conditions, and appliance branches only through approved licensed work. Confirm this scope was performed and will be tested by the licensed trade.

G. Verify Support, Access, and Water-Heater Conditions

  1. Verify pipe support, hanger type, spacing, isolation, expansion allowance, and protection from damage. Measure hanger spacing against the governing requirement at three representative runs.
  2. Verify holes, notches, bored members, sleeves, nail plates, fire blocking, and structural coordination. Confirm every penetration through a structural member is protected as required.
  3. Verify cleanouts are provided, oriented, sized, accessible, and not blocked by cabinets or finishes. Confirm each cleanout location against the approved plan and the planned finish layout.
  4. Verify fixture, trap, valve, equipment, and service access will remain available after finish installation. Confirm planned cabinet, tile, or trim work does not block a required access point.
  5. Verify water-heater location, pan, drain, relief discharge, venting, combustion, seismic, electrical, and access requirements from approved documents. Confirm each item against the manufacturer instructions and approved plan.
  6. Verify tub, shower, receptor, pan, liner, drain, waterproofing, and flood-test inspection sequence where applicable. Confirm the flood test, if required, is scheduled at the correct stage.
  7. Verify firestopping, draft stopping, penetration protection, and rated-assembly conditions remain visible at the correct stage. Confirm none of these items is concealed before this inspection.
  8. Verify exterior penetrations, roof penetrations, sleeves, and flashing coordination. Confirm coordination with the Chapter 8 envelope inspection where penetrations overlap.

H. Confirm Tests, Coordinate Trades, and Complete Preinspection

  1. Confirm required water, air, vacuum, drainage, gas, pan, or other test method, pressure or head, duration, gauge, and responsible party from authoritative requirements. Record each required test on the test documentation form.
  2. Do not create or supervise a regulated test beyond the learner's qualification or the licensed trade's responsibility. Confirm the qualified party performing each test before it begins.
  3. Verify test equipment is suitable, calibrated where required, safely installed, and not overpressurizing components. Confirm with the licensed trade that equipment meets these conditions.
  4. Protect the building and occupants from water, gas, air-pressure, freezing, and test-release hazards. Confirm barriers, signage, or occupant notice are in place during active testing.
  5. Collect plumbing calculations, fixture data, backflow documents, gas sizing, manufacturer instructions, and test records where required. File each document with the readiness package.
  6. Photograph concealed piping, supports, protection plates, cleanouts, and tests. Photograph each item by location before any concealment occurs.
  7. Coordinate framing, electrical, HVAC, cabinets, roofing, and envelope conflicts before inspection. Resolve any conflict through the required RFI or revision process rather than a field improvisation.
  8. Remove debris and provide lighting, safe access, ladders, and visible pipe identification. Confirm the work area is safe and navigable before the trade preinspection.
  9. Complete a fixture-by-fixture and system-by-system preinspection with the responsible licensed trade. Walk every fixture group and system with the trade present.
  10. Create and correct the rough-in deficiency list. Assign each deficiency to a responsible party and confirm correction before scheduling.

I. Schedule, Attend, and Record the Inspection

  1. Confirm all required tests are active and stable for the scheduled inspection. Verify test gauges hold the required pressure or level immediately before the inspection window.
  2. Schedule the correct inspection type and record confirmation. Use the Chapter 1 binder's inspection-request procedure and record the confirmation number.
  3. Attend with approved plans, permit, test documentation, and responsible trade representative. Confirm all required parties and documents are present before the inspector arrives.
  4. Record approval, partial approval, test acceptance, corrections, and areas that must remain open. Record the result exactly as given by the inspector.
  5. Do not insulate, cover, connect, or conceal plumbing before required approval. Hold all concealment work until the official approval is documented.
  6. File the checklist, photographs, test records, inspection result, and correction status. Archive the completed package in the project compliance record.

Skill Check

  1. Why must a fixture rough-in be measured against the approved fixture schedule rather than a general industry default?
  2. What must be recorded for every required plumbing test before the inspection is scheduled?
  3. Why is the learner prohibited from performing or supervising a regulated pressure or gas test?
  4. What must be verified about a cleanout beyond its mere presence in the rough-in?
  5. Why must pipe, cleanout, and test conditions be photographed before concealment?
  6. What should happen when a trade conflict is discovered that damaged or displaced existing plumbing work?
  7. What is the difference between an inspector's verbal comment and the official inspection record?
  8. What must occur before insulation, drywall, or finish material may conceal a rough-in system?
  9. What are three possible causes of an unstable test at the scheduled inspection time, and how does the learner confirm which one occurred?
  10. Why does this project require a preinspection walk with the licensed trade before scheduling the official inspection?

Complete the Inspection Readiness Worksheet, schedule and attend the official inspection, and record the result before authorizing any concealment. If an item fails, identify whether the error occurred in location, support, access, testing, or coordination before correcting and re-running the affected check.

Project Closeout

You have completed the ninth project in the building codes, permits, and inspections sequence: preparing for a plumbing rough-in inspection. This project required you to verify fixture locations against approved plans and finish-surface references (CP-049), inspect pipe support, hangers, spacing, and protection from damage (CP-050), inspect drain-waste-vent layout, slope, fittings, and terminations against approved documents (CP-051), identify required pressure, water, air, or other tests and the qualified party for each (CP-052), verify cleanouts and required access remain available and unobstructed (CP-053), and complete a plumbing rough-in inspection-readiness checklist and record the inspection result (CP-054).

You now have a documented, inspection-ready plumbing rough-in package and a repeatable verification method you can apply to any future rough-in stage. That system carries directly into the next project: preparing for an electrical rough-in inspection using the same discipline of approved-document verification, licensed-trade coordination, and concealment holds.

Store the completed readiness package, photographs, and inspection result where they remain available for the Chapter 16 final inspection and the Chapter 18 closeout compliance file.
