Project 16

Prepare for Final Building Inspection

Prepare one residential project for final building and trade inspections by verifying the approved permitted scope, completed and operating systems, life-safety compliance, access and clearances, required tests, closed prior corrections, and full document readiness — before requesting the inspection that determines occupancy.

Field Cue System

These cues appear at the point of work. They identify safety, code, professional-boundary, and documentation issues before an incomplete item is presented to the inspector as finished.

△

Safety Cue

Task-specific guidance for walking the finished project, ladders, attics, and equipment areas.

✋

Critical Safety Cue

A stop-work condition: the learner must not request or represent readiness for final inspection until the condition is corrected and documented.

⛑

Field Safety Cue

Practical handling of inspector access, occupants, pets, and site conditions on inspection day.

▤

Code Alert

Final approval, certificate, and occupancy requirements vary by jurisdiction. Verify directly rather than from memory.

▧

Professional Boundary Cue

Identifies determinations reserved for the building official, fire official, utility, or design professional.

▱

Documentation Cue

Recording, sourcing, and evidence guidance for every item on the final-readiness checklist.

Job Overview

This project qualifies you to take a residential project through its final stretch: confirming that every permitted scope item is complete, every prior inspection and correction is closed, every life-safety and access item is in place, and every required document and test record is assembled — before a final building inspection is ever requested. The finished work product is one complete final-inspection readiness package: a room-by-room and system-by-system verification, a closed internal deficiency list, a compiled document index, and a scheduled and attended final building inspection with a recorded result.

You will confirm the permit is still active and matches the completed work, verify every exterior, structural, plumbing, electrical, mechanical, energy, and life-safety item against the approved documents, remove construction hazards and debris, assemble the full closeout document set, run an internal prefinal inspection with the responsible trades, correct every deficiency found, schedule and attend the official final inspection, and record the result.

This project depends directly on the correction log built in Project 17's predecessor discipline and the inspection records accumulated in Projects 6 through 15. It also feeds directly into Project 17's correction tracking for any items the final inspection does not pass outright, and into Project 18's closeout compliance archive. Nothing in this chapter authorizes occupancy, use, connection, or representation of the project as complete before the required final authorization is actually issued.

Skills You Will Demonstrate

  • CP-091 — Verify completed scope against the approved permitted documents, room by room and system by system.
  • CP-092 — Inspect required safety devices, including alarms, egress openings, guards, and fire-separation components.
  • CP-093 — Confirm fixtures, equipment, and finishes are installed, operable, and do not block required access.
  • CP-094 — Verify access and clearances at panels, equipment, shutoffs, cleanouts, and service locations.
  • CP-095 — Compile inspection documents, test records, and closeout evidence into one final document index.
  • CP-096 — Complete a final inspection readiness checklist, correct deficiencies, and record the official final inspection result.

Where This Skill Fits

Every prior inspection project in this book verified one stage of concealed or in-progress work: foundation, framing, envelope, plumbing rough-in, electrical rough-in, HVAC rough-in, energy compliance, life safety, stairs and guards, and interior concealment. This project is where all of those separately verified stages are checked together, as a finished, operating building, against the same permitted scope that started the process in Project 02 and Project 03.

A final inspection failure is rarely a new problem. It is almost always an earlier stage item that was never fully closed, a correction that was never verified, or a finish that was installed over an item that should have stayed accessible. This project's internal prefinal walk exists to catch those conditions before the official inspector does, using the same document trail built since Project 01.

Scope and Intended Use

This project covers:

  • confirming the permit is active and the completed work matches the approved plans and any processed revisions
  • verifying exterior, structural, envelope, plumbing, electrical, mechanical, energy, and life-safety scope items are complete and operating
  • confirming required access, clearances, and labeling at panels, equipment, shutoffs, and cleanouts
  • removing temporary wiring, temporary heat, construction barriers, debris, and other hazards
  • compiling the final document index from prior inspection, test, and product records
  • conducting an internal prefinal inspection, correcting deficiencies, and scheduling and attending the official final inspection
  • recording the official result and identifying any remaining agency approvals or occupancy restrictions

This project does not authorize the learner to:

  • issue a certificate of occupancy, certificate of completion, or utility release; those are issued by the authority having jurisdiction and the utility, not by this checklist
  • occupy, energize, connect, use, lease, or represent the project as complete before the required final authorization is documented
  • waive, reinterpret, or field-modify a life-safety, structural, energy, or accessibility requirement identified as unresolved during the prefinal walk
  • close any prior correction item without the official acceptance required by Project 17's correction-control procedure

Any item that cannot be verified as complete and approved must be logged as a deficiency and corrected before the final inspection is requested, or clearly identified as a separately scheduled trade final.

Reference Conventions

Establish these references before the prefinal walk begins, and apply them consistently across every system checked.

TermDefinition
Permitted scopeThe exact work authorized by the issued permit and its approved revisions, as distinguished from any unapproved field change or addition
Trade finalA separate final inspection for plumbing, electrical, mechanical, gas, fire, or another discipline that must be approved before or alongside the building final
Prefinal walkThe internal, non-official readiness inspection performed by the project team before the official final inspection is requested
Final-readiness deficiencyAny incomplete, unverified, unsafe, undocumented, or unapproved condition identified during the prefinal walk
Occupancy restrictionA condition, limitation, or remaining approval the authority attaches to its final authorization, distinguished from unconditional approval
Final document indexThe compiled and cross-checked set of permits, approvals, inspections, tests, and certificates presented at or retained for the final inspection

Project and Final-Inspection Record

Before beginning the prefinal walk, record the project, permit, and scheduling information directly on the final-readiness checklist:

Property address: ______     Permit number: ______     Permit issue date: ______     Permit expiration or extension date: ______

Prior inspections approved: ____________     Prior corrections closed: ____________     Open items remaining: ____________

Trade finals required and scheduling status: ____________     Target final-inspection date: ____________

Prerequisites

Common Field Fundamentals

The final building inspection follows the same authority-scope-document-verify-correct-approve sequence used throughout this book, applied for the last time to the entire finished project at once rather than to one stage. Confirm the permit and scope, verify the completed work against approved documents system by system, confirm access and life-safety items, compile the document trail, correct every deficiency found internally, and only then request the official inspection that determines whether the project may be occupied or used.

Permit & ScopeActive permit, approved plans, processed revisions, matched completed work
Exterior & EnvelopeGrading, drainage, roofing, siding, openings, egress paths
Life SafetyAlarms, fire separation, firestopping, addressing, egress openings
Stairs & GuardsGeometry, handrails, guard openings, lighting, landings
PlumbingFixtures, traps, cleanouts, shutoffs, water heating, leak-free operation
ElectricalDevices, covers, panel directories, disconnects, grounding documentation
HVACEquipment, filters, registers, controls, condensate, service access
Documents & CloseoutTests, certificates, approvals, correction closure, occupancy conditions

Trade Finals, Building Final, and Occupancy Restrictions

Identify every required final inspection, agency approval, utility release, special inspection, test, and certificate before scheduling anything. Confirm whether trade finals for plumbing, electrical, mechanical, gas, or fire must occur before, alongside, or after the building final, and confirm the exact sequence the jurisdiction requires.

Prefinal walk closureEvery deficiency identified during the internal prefinal walk is corrected and reinspected before scheduling the official final
Final result recordedThe official final-inspection result, corrections, partial approvals, and occupancy restrictions are recorded exactly as issued

E. Preparation — Confirm Permit, Scope, and Prior Approvals

  1. Identify every required final inspection, agency approval, utility release, special inspection, test, and certificate and closeout condition. Record each requirement and its source on the final-readiness checklist before beginning the walk.
  2. Confirm the permit remains active and the current approved plans and revisions match the completed work. Check the permit expiration, inactivity limits, and any extension already granted.
  3. Confirm all prior building, structural, plumbing, electrical, mechanical, gas, fire, energy, zoning, and special inspections are approved or scheduled. List any inspection that is neither approved nor scheduled as an immediate blocking item.
  4. Confirm all plan-review and field corrections are closed or formally accepted as deferred. Cross-check the correction log from Project 17's procedure for any item still open.
  5. Compare the completed project with the permitted scope room by room, elevation by elevation, and system by system. Use the approved plan set as the sole reference for this comparison.
  6. Identify unapproved additions, substitutions, relocations, omitted work, and field changes. Record each one separately with its location and system.
  7. Process required revisions before requesting final inspection. Do not treat an unapproved change as acceptable because it appears complete or well built.

F. Verify Exterior, Envelope, and Life-Safety Systems

  1. Verify exterior grading, drainage, setbacks, address, access, stairs, landings, guards, handrails, decks, porches, and walking surfaces. Confirm dimensions and conditions against the approved site and structural documents.
  2. Verify roofing, flashing, gutters, downspouts, siding, trim, openings, penetrations, clearances, and exterior finishes are complete. Photograph any transition or termination that could not be confirmed complete.
  3. Verify doors, windows, locks, latches, emergency escape openings, glazing, weatherstripping, and egress paths. Operate every required opening using only its intended hardware.
  4. Verify smoke alarms, carbon-monoxide alarms, fire separation, rated doors, firestopping, addressing, and other life-safety items. Test alarms only through the manufacturer- and authority-approved procedure identified in Project 13.
  5. Verify stairs, guards, handrails, rail openings, lighting, headroom, landings, and final finish geometry. Use the measurement method established in Project 14 and record any variance found.

G. Verify Plumbing, Electrical, HVAC, and Energy Systems

  1. Verify plumbing fixtures, traps, cleanouts, shutoffs, water heating, drainage, backflow, gas, and leak-free operation through responsible trade checks. Coordinate this verification with the licensed plumbing trade rather than performing it independently.
  2. Verify electrical devices, covers, lighting, panel directories, disconnects, grounding documentation, alarms, exterior equipment, and working clearances. Confirm the panel directory matches the installed circuits.
  3. Verify HVAC equipment, filters, registers, returns, controls, ventilation, exhaust, condensate, combustion, and service access. Confirm equipment operates through a normal control cycle where safe to do so.
  4. Verify insulation, attic access, crawlspace access, energy certificates, testing, ventilation, and product documentation. Confirm the energy matrix from Project 12 shows every required test as accepted.
  5. Verify cabinets, appliances, fixtures, counters, flooring, wall finishes, and trim do not block required access or clearances. Identify any finish installed over a required access point and correct it before scheduling.
  6. Verify utility rooms, garages, attics, crawlspaces, panels, shutoffs, equipment, cleanouts, and valves are accessible and labeled where required. Confirm labeling matches the approved documents and any required manufacturer label.

H. Site Cleanup, Testing Confirmation, and Document Index

  1. Verify temporary wiring, temporary heat, construction barriers, unused materials, and construction equipment are removed or properly authorized. Confirm any remaining temporary condition has documented authorization.
  2. Verify construction debris, sharp objects, trip hazards, open excavations, standing water, and unsafe storage are eliminated. Walk the full site, not only the interior, for these conditions.
  3. Verify required commissioning, balancing, blower-door, duct, pressure, electrical, fire, concrete, or other tests are complete and accepted. Confirm the qualified party and test date for each result.
  4. Collect approved plans, permit card, inspection history, test reports, special-inspection final letters, engineering approvals, energy forms, product approvals, and certificates. Assemble these into the final document index.
  5. Collect contractor, subcontractor, design-professional, utility, fire, zoning, septic, well, flood, historic, and other closeout approvals as applicable. Confirm every applicable agency's approval is present or identified as pending.
  6. Prepare a final document index and identify missing items. List any missing item as a blocking condition until it is obtained or explained.

I. Prefinal Walk, Correction, Scheduling, and Official Inspection

  1. Conduct a full internal prefinal inspection with project management, superintendent, and responsible trades. Use the Final-Readiness Zone Schedule as the walk sequence.
  2. Operate doors, windows, fixtures, alarms, equipment, fans, lights, and other approved components through normal final checks. Record any component that does not operate as approved.
  3. Create and assign a final-readiness deficiency list. Assign a responsible party and target date to every item found.
  4. Correct and reinspect every safety, access, documentation, operation, finish, and scope item. Do not close an item on this internal list without a completed reinspection.
  5. Confirm the building is presented in the condition expected for inspection and not staged to conceal defects. Do not cover, disconnect, or temporarily alter any condition to pass the walk or the official inspection.
  6. Confirm inspector access, lockbox or contact, pets, occupants, utilities, lighting, ladders, and approved documents. Arrange these conditions before the scheduled visit, not on the day of inspection.
  7. Schedule all trade finals and the building final in the required order. Confirm the jurisdiction's required sequence before submitting any request.
  8. Attend inspections with responsible parties and documents. Bring the final document index and be prepared to answer focused questions with it.
  9. Record approvals, corrections, partial finals, outstanding agencies, and occupancy restrictions. Record the result exactly as given by the inspector, without softening or reinterpreting it.
  10. Do not occupy or represent the project as complete until required final authorization is issued. Treat a partial or conditional approval as exactly that, not as a completed project.
  11. File the final-readiness checklist, inspection results, and remaining closeout actions. Carry any remaining item forward into Project 17's correction-control procedure and Project 18's closeout archive.

Failure Points and Troubleshooting

Cleanup

This project ends with a recorded official final-inspection result and a closed internal deficiency list, not with an unresolved prefinal walk.

Field Terms

Permitted Scope
The exact work authorized by the issued permit and its approved revisions.
Trade Final
A separate final inspection for plumbing, electrical, mechanical, gas, fire, or another discipline required before or alongside the building final.
Prefinal Walk
The internal readiness inspection performed before the official final inspection is requested.
Final-Readiness Deficiency
Any incomplete, unverified, unsafe, undocumented, or unapproved condition identified during the prefinal walk.
Occupancy Restriction
A condition or limitation the authority attaches to its final authorization.
Final Document Index
The compiled and cross-checked set of permits, approvals, inspections, tests, and certificates presented at final inspection.
Certificate of Occupancy
The authority's official authorization to occupy the completed project, issued only after all required approvals are complete.
Utility Release
The utility's authorization to connect or energize service, issued separately from the building final where required.
Partial Approval
An inspection result approving specific areas or items while leaving others open for correction or reinspection.
Blocking Item
A deficiency or missing document that must be resolved before the final inspection may be scheduled or approved.

Skill Check

  1. Why must the completed project be compared against the permitted scope room by room and system by system before scheduling final inspection?
  2. What must occur before an unapproved field change discovered during the prefinal walk can be accepted?
  3. Why is a verbal comment insufficient to close a prior correction item?
  4. What is the difference between a trade final and the building final, and why does their required sequence matter?
  5. What must the learner confirm about inspector access, occupants, and pets before the scheduled final inspection?
  6. Why does a finish installed over a required access point count as a final-readiness deficiency even if it looks complete?
  7. What must be recorded when the official final inspection results in a partial approval rather than a full approval?
  8. What are three possible causes of a missing test report in the final document index, and how does the learner confirm which one occurred?
  9. Why must a favorable internal prefinal walk never be represented as equivalent to official final approval?
  10. What must the learner do with any item that remains open after the official final inspection?

Performance Check

With every final-readiness zone verified and recorded, review the finished package against the Acceptance Standards table and confirm the completed scope matches approved documents, every life-safety and access item is confirmed, every prior inspection and correction is closed or scheduled, the final document index is complete and cross-checked, the internal prefinal deficiency list is closed, and the official final-inspection result is recorded exactly as issued. Complete the Inspection Checklist — Final Readiness Worksheet and correct any failed item before proceeding to Project 17's correction tracking or Project 18's closeout archive. If an item fails, identify whether the error occurred in scope verification, safety confirmation, access, documentation, or scheduling before correcting and re-running the affected check.

Project Closeout

You have completed the sixteenth project in the building codes, permits, and inspections sequence: preparing for the final building inspection. This project required you to verify completed scope against the approved permitted documents, room by room and system by system (CP-091), inspect required safety devices, including alarms, egress openings, guards, and fire-separation components (CP-092), confirm fixtures, equipment, and finishes are installed, operable, and do not block required access (CP-093), verify access and clearances at panels, equipment, shutoffs, cleanouts, and service locations (CP-094), compile inspection documents, test records, and closeout evidence into one final document index (CP-095), and complete a final inspection readiness checklist, correct deficiencies, and record the official final inspection result (CP-096).

You now have a verified, documented final-readiness package and a repeatable method for taking any residential project from completed construction to a recorded official final-inspection result. That system carries directly into the next project: tracking any correction, reinspection item, or inspector note that the final inspection produced.

Store the final-readiness checklist and document index where they remain available for the correction tracking in Project 17 and the closeout compliance archive in Project 18.
