The federal death-penalty notice against Wayne Perry identified Count Seventeen as the murder of Garrett Terrell. In 1994, Tyrone LaSalle Price pleaded guilty to murdering Terrell. Contemporary reporting stated that prosecutors alleged Perry and Price killed victims at Martinez’s behest.
