Safety Cue
Task-specific safety guidance for ordinary final-grading hazards.
Project 14
Shape and stabilize final site grades by re-establishing grade stakes, cutting and filling to the approved elevations, building swales with continuous flow lines, coordinating hardscape and downspout drainage, and verifying runoff behavior, producing a stable final grade that provides positive drainage and approved runoff control.
These cues appear at the point of work. They identify safety, code, documentation, and drainage-performance issues before a reverse slope, a blocked swale, or an unverified discharge condition is accepted as finished grade.
Task-specific safety guidance for ordinary final-grading hazards.
A condition that must stop work until corrected and reverified.
Practical work-area safety around grading equipment, cut-and-fill operations, and completed swales.
Local requirements vary. Verify minimum slope away from the foundation, easement protection, and required inspection before proceeding.
Follow product-specific instructions for erosion-control blanket, tackifier, or seed and sod materials used to stabilize swales and slopes.
Elevation, slope, and distance guidance for positive drainage away from the foundation to the approved discharge point.
This project qualifies you to shape and stabilize final site grades so water drains away from the building and reaches the approved discharge areas. The finished work product is a stable final grade that provides positive drainage and approved runoff control. This project begins only after the foundation drainage installed in Project 13 is complete, protected, and connected to an approved outlet, and after the backfill of Project 12 has settled sufficiently for final shaping; it does not include installing foundation drainage pipe, aggregate, or filter fabric, does not include paving, driveway, or walkway construction, and does not include planting or seeding beyond the topsoil and stabilization required to protect the finished grade.
You will review the approved final-grading and drainage plan; verify foundation, finished-floor, paving, and topsoil-allowance elevations; inspect backfill settlement, utility trenches, low areas, discharge routes, and boundaries; re-establish final grade stakes and drainage-control points; place or remove soil to achieve the required grade; establish positive slope away from the foundation; shape swales with continuous flow lines and stable side slopes; blend transitions without ponding; coordinate hardscape and downspout drainage; protect septic, well, utility, and easement areas; add topsoil only after structural grading requirements are met; stabilize concentrated-flow paths; direct downspout and sump discharge to approved locations; conduct a measured slope review and observe runoff; correct deficiencies; and complete the final drainage inspection.
This is the fourteenth project in the site preparation sequence. It depends directly on the completed foundation drainage of Project 13 and the protected backfill of Project 12, and it uses the benchmark and layout controls established in Projects 1 through 3. The final grade established here must be complete and inspected before the restoration work of Project 17 begins, and it directly controls the runoff behavior evaluated in the site-readiness inspection of Project 19.
The foundation drainage installed and inspected in Project 13 must already be discharging correctly at its verified outlet before this project ties final grades into that same discharge point; a foundation drainage system that has not been tested and inspected is a stop-work condition for beginning final grading in that area. The protected backfill of Project 12 must have settled sufficiently that final shaping will not be undone by ongoing consolidation.
The final grade established here must remain stable and functional through the restoration work of Project 17, the housekeeping of Project 18, and the complete site-readiness inspection of Project 19; do not allow restoration planting, stockpile removal, or cleanup traffic to disturb a verified swale or reverse a verified slope. The positive drainage confirmed in this project becomes one of the required conditions the Project 19 inspection checks before the site is certified ready for foundation construction handoff.

| Term | Definition |
|---|---|
| Final grade | The finished ground elevation and slope remaining after all cutting, filling, and topsoil placement required by the approved final-grading plan |
| Positive drainage | A continuous downward slope away from the foundation for the required distance, without reverse sections or flat spots that allow water to collect |
| Swale | A shaped, shallow drainage channel with a continuous flow line and stable side slopes that conveys surface water to an approved discharge point |
| Ponding area | A location where the finished grade allows water to collect rather than drain, identified by a flat or reverse slope condition |
| Discharge point | The approved location, structure, or easement where site runoff is directed to leave the graded area |
| Topsoil allowance | The depth of finished topsoil accounted for in the structural grading elevations so the final topsoil surface meets the plan's required elevation |
Before final grading begins, record the following:
Foundation drainage confirmed inspected and functioning at verified outlet: ______ Approved final-grading and drainage plan reviewed: ______ Benchmark and reference elevations verified: ______
Backfill settlement inspected and acceptable: ____________ Date started: ____________ Builder name: ____________
Final site drainage only performs its function if every graded surface maintains a continuous downward slope toward an approved discharge point, transitions between high and low areas are blended without flat or reverse sections, and concentrated-flow paths are stabilized before they can erode. A single flat spot near the foundation, an unstabilized swale, or an unapproved discharge location can defeat an otherwise correctly graded site, and once topsoil, planting, or paving is placed, correcting these defects becomes far more disruptive.
Every area shaped depends on the grade-control point established before it and on the drainage route it feeds into downstream. Recheck slope continuity at every transition, swale, and discharge point throughout Steps 5 through 11 of this project. If a field condition suggests the finished-floor elevation is incorrect, backfill has settled beyond an acceptable range, or a required slope cannot be achieved as specified, stop and obtain direction before continuing; do not force a grade to an incorrect elevation to avoid a delay.
Verify slope and elevation at every grade-control point, swale, transition, and discharge location, and confirm the required slope distance away from the foundation before topsoil is placed. Where no specific verification interval is stated by the approved plan, verify at intervals no greater than the spacing of the grade stakes established for the site. An unverified slope discovered after topsoil placement may require removing and regrading completed work.
Confirm the required minimum slope away from the foundation, permitted discharge locations, easement protections, and any required final-grading inspection from the approved plan or applicable regulatory authority before work begins. These requirements vary by jurisdiction, lot condition, and neighboring property, and do not assume a slope percentage or discharge condition used on a prior site applies here.
Follow the manufacturer's instructions for erosion-control blanket anchoring and overlap, tackifier application, and seed or sod establishment where these materials are used to stabilize swales and slopes. Installing stabilization material without the specified anchoring or overlap can allow the material to fail during the first significant rainfall.
Do not place topsoil, stabilization material, or proceed to restoration work over a graded area until slope, elevation, and drainage continuity have been verified and the required inspection has been completed. Stop work immediately if a reverse slope, ponding area, unstabilized concentrated-flow path, or an unapproved discharge condition is discovered, and obtain direction before continuing.
Maintain safe footing and equipment routes on graded slopes and around swales, keep workers clear of equipment operating on cut-and-fill areas, and maintain clear access for inspection before topsoil and stabilization conceal the finished grade.

Complete the Final Site Drainage Record Sheet in the Inspection Checklist section below before restoration work begins.
Probable cause: grade-control points were not verified at sufficient intervals, or fill settled unevenly after placement.
Confirmation: measure elevation at the affected section and at adjacent grade-control points, and compare against the required minimum slope.
Correction: remove or add soil at the affected section to restore the required continuous slope, and recheck the sections on both sides of the correction.
Reinspection: reverify slope continuity across the corrected section and the adjoining grade before topsoil is placed.
Probable cause: the swale's flow line was not verified along its full length, or a transition point was blended incorrectly.
Confirmation: measure the flow-line elevation at multiple points along the swale and compare against the approved continuous grade.
Correction: reshape the affected section to restore a continuous downward flow line toward the approved discharge point.
Reinspection: observe water movement through the corrected section during a controlled water test or the next rainfall.
Probable cause: the discharge point was routed without confirming it against the approved plan, or an existing grade change redirected the discharge path.
Confirmation: trace the discharge route from its origin to its termination and compare it against the approved final-grading and drainage plan.
Correction: reroute the discharge to the approved location, or escalate to the responsible design professional if the approved discharge point cannot be achieved.
Reinspection: reverify the discharge route and termination before the system is documented as complete.
Probable cause: stabilization material was not installed at the concentrated-flow location, or it was installed without the required anchoring or overlap.
Confirmation: inspect the affected path and compare the installed stabilization against the manufacturer's anchoring and overlap requirement.
Correction: repair the eroded section, reshape as needed, and reinstall stabilization material per the manufacturer's instructions.
Reinspection: observe the corrected path during a controlled water test or the next rainfall.
Probable cause: topsoil was placed by estimate without confirming structural grade elevations first.
Confirmation: measure elevation beneath the topsoil layer at several points and compare against the required structural grade.
Correction: remove topsoil in the affected area, correct the structural grade, and replace topsoil to the specified allowance.
Reinspection: recheck structural grade and topsoil depth across the corrected section.
Probable cause: protective markings were not confirmed before cut-and-fill operations, or equipment routes were not adjusted to avoid the protected area.
Confirmation: inspect the affected area and compare its condition against the approved plan's protection requirements.
Correction: stop work in the affected area and obtain direction from the responsible trade or design professional before continuing; do not conceal the disturbance with additional fill or topsoil.
Reinspection: confirm the area is restored or accepted per the responsible party's direction before grading resumes nearby.
This project ends with a stable, inspected final grade ready for restoration, not a restored or landscaped site.

You have completed the fourteenth project in the site preparation sequence: shaping and stabilizing final site grades so water drains away from the building and reaches approved discharge areas. This project required you to review the approved final-grading and drainage plan and verify reference elevations (SP-079), inspect settlement and re-establish grade stakes and drainage-control points (SP-080), shape structural grade, establish positive slope, and build swales with continuous flow lines (SP-081), blend transitions without ponding and coordinate hardscape and protected-area conditions (SP-082), settle fill, place topsoil only after structural requirements were met, and stabilize and direct discharge points (SP-083), and conduct a measured slope review, observe runoff, correct deficiencies, document final conditions, and complete the required inspection (SP-084).
You now have a stable final grade that provides positive drainage and approved runoff control.
Protect the finished grade, swales, and discharge points from disturbance until restoration begins. The restoration work of Project 17 and the complete site-readiness inspection of Project 19 depend on this grade remaining at its verified slope and drainage condition until those operations proceed.
