Overview
The Malone Doctrine Regulations establish the hierarchy through which the Doctrine is organized, interpreted, applied, and administered. They distinguish foundational authority from normative, instructional, prescriptive, and operational authority so that every mandate and procedure may be traced to a higher ethical basis.
Regulations state the binding requirements governing the use and administration of Malone Doctrine. The accompanying schedules contain the official lists of axioms, principles, maxims, rules, and procedures recognized under that framework. Each schedule serves as an authoritative reference table and may be cited independently.
Interpretive Rule
A procedure implements a rule; a rule gives prescriptive effect to one or more principles; a maxim communicates a principle in concise instructional form; and every principle must remain consistent with the axioms of Malone Doctrine. Where a conflict exists, the higher level of authority governs.
