Safety Cue
Task-specific safety guidance for ordinary compaction and fine-grading hazards.
Project 11
Prepare the earthwork and aggregate building pad for a future concrete slab by re-establishing the slab perimeter and benchmark, correcting subgrade deficiencies, placing and compacting fill and aggregate to the required elevation and plane, and protecting embedded work, producing a compacted, fine-graded slab building pad ready for foundation and concrete work. This project does not include reinforcement or concrete placement.
These cues appear at the point of work. They identify safety, code, documentation, and grading issues before an unsuitable subgrade, disturbed embedded work, or an unverified elevation compromises the slab building pad.
Task-specific safety guidance for ordinary compaction and fine-grading hazards.
A condition that must stop work until corrected and reverified.
Practical work-area safety around compaction equipment, embedded work, and material staging.
Local requirements vary. Verify slab-base thickness, drainage, and inspection requirements before proceeding.
Follow product-specific instructions for compaction equipment operating limits and aggregate handling.
Elevation, thickness, and plane guidance for an accurate, reproducible slab building pad.
This project qualifies you to prepare the earthwork and aggregate building pad for a future concrete slab, using the slab dimensions, finished-floor elevation, base thickness, subgrade requirement, drainage, and inspection criteria supplied by the approved plan. The finished work product is a compacted, fine-graded slab building pad ready for foundation and concrete work. This project does not include placing reinforcement, forms, vapor barrier, or concrete; it ends with the pad prepared and inspected for those following operations.
You will review slab dimensions and finished-floor elevation; verify underground utility and plumbing work is complete or coordinated; re-establish the slab perimeter, control lines, and benchmark; inspect the pad for unsuitable soil, trenches, soft spots, organic material, and standing water; correct utility-trench settlement and disturbed areas; cut or fill the pad to the required subgrade elevation; compact fill in controlled lifts; establish and place the aggregate base; fine-grade the base to the required plane and thickness; verify elevations and slopes; protect embedded work; and prepare the pad for the vapor barrier, reinforcement, forms, and inspection that follow in later work.
This is the eleventh project in the site preparation sequence. It follows the rough grade shaped and protected in Project 10, which must remain at its verified elevation and undisturbed until this project begins. The compacted, fine-graded pad established here supports the vapor barrier of Project 7 where included in scope, and the foundation backfill and drainage work of Projects 12 through 14 that follow around the completed foundation.
Project 10 shaped and protected the rough grade this project refines to slab-pad tolerance; a rough elevation, drainage shape, or compaction condition left uncorrected from Project 10 is a prerequisite deficiency for this project, not a condition to grade around. Project 6 established the compaction discipline this project applies at slab-pad precision, and Project 9 established the utility trenches whose settlement must be checked and corrected before this pad is finished.
The compacted, fine-graded pad established here remains in place, protected from traffic, weather, and disturbance, until the vapor barrier, reinforcement, forms, and concrete placement that follow. Do not proceed to reinforcement or concrete work while a required elevation, compaction condition, or embedded-work protection established in this project remains uncorrected.

| Term | Definition |
|---|---|
| Slab building pad | The prepared subgrade and compacted aggregate base beneath the future concrete slab, fine-graded to the required plane and thickness |
| Finished-floor elevation | The proposed top-of-slab elevation shown on the approved plan, used to control subgrade and base elevations beneath it |
| Subgrade elevation | The proposed elevation of the prepared soil surface beneath the aggregate base, set below the finished-floor elevation by the specified base thickness |
| Aggregate-base elevation | The proposed elevation of the top of the compacted aggregate base, set below the finished-floor elevation by the specified slab thickness |
| Embedded work | Plumbing, conduit, sleeves, and penetrations installed beneath or through the pad that must be protected during fill and aggregate placement |
| Trench settlement | A depression or soft area over a previously backfilled utility trench, indicating incomplete compaction requiring correction before pad work proceeds |
Before pad preparation begins, record the following:
Slab dimensions and finished-floor elevation reviewed: ______ Underground utility and plumbing work confirmed complete or coordinated: ______ Perimeter, control lines, and benchmark re-established: ______
Fill and aggregate sources confirmed suitable: ____________ Date started: ____________ Builder name: ____________
A slab building pad only supports the concrete work that follows it if the subgrade and aggregate base reach the correct elevation beneath the finished-floor elevation, the base is uniformly compacted and free of soft spots or trench settlement, and every embedded penetration remains protected and locatable. A pad that buries an unresolved soft spot, crushes a sleeve, or falls outside tolerance compromises the slab, the vapor barrier, and every finish that depends on them.
Every area of this pad depends on underground utility and plumbing work being confirmed complete or coordinated before fill or aggregate is placed over it, and on every remaining penetration being identified and protected before compaction equipment operates nearby. Recheck coordination status at Step 2 of this project before pad preparation begins. If a field condition suggests the approved plan conflicts with the location of an installed penetration, stop and obtain direction before compacting around the conflict; do not compact over an unprotected or unconfirmed penetration to avoid a delay.
Set the subgrade elevation and the aggregate-base elevation below the finished-floor elevation by the specified subgrade allowance and slab thickness shown on the approved plan. Verify perimeter and interior elevations at the regular interval identified by the plan. Where no specific interval is stated, treat this as an unresolved condition and obtain direction before proceeding, since an unverified interval may allow a high or low area to go undetected beneath the finished aggregate surface.
Confirm the required aggregate-base thickness, subgrade drainage condition, and any vapor-retarder or inspection requirements affecting the slab building pad from the approved plan or applicable regulatory authority before placing fill or aggregate. These requirements vary by jurisdiction and soil condition; do not assume a base thickness used on a prior site applies here.
Operate compaction equipment within its manufacturer-rated limits for the aggregate being placed, and follow the manufacturer's clearance guidance for operating near installed plumbing, conduit, or sleeves. Equipment operated too close to unprotected embedded work may crush or displace it even when operated within its rated limits.
Do not place fill or aggregate over a utility trench showing settlement, a soft spot, or unsuitable material that has not been corrected. Stop work immediately if unsuitable material, groundwater, or an unconfirmed penetration is discovered during pad preparation, and obtain direction before continuing.
Keep compaction equipment travel clear of protected plumbing, conduit, sleeves, and penetrations identified in Step 2, and maintain clearance from the re-established perimeter, control lines, and benchmark at all times during fill, aggregate placement, and compaction.

Complete the Slab Building Pad Record Sheet in the Inspection Checklist section below before vapor barrier, reinforcement, form, and concrete work proceeds.
Probable cause: the perimeter, control lines, or benchmark were not re-established accurately, or elevation was not checked at the specified interval during fill or aggregate placement.
Confirmation: measure elevation against the re-established benchmark at closer intervals across the affected area.
Correction: obtain direction before correcting overcut or underfill areas; add approved material or remove excess as directed.
Reinspection: re-check elevation across the corrected area before proceeding.
Probable cause: the full depth of settled or disturbed material was not removed before recompaction, or moisture was outside the permitted range.
Confirmation: probe or excavate the corrected area to compare depth and material condition against the specification.
Correction: remove the affected material to the full depth of settlement and recompact in properly conditioned lifts.
Reinspection: re-check elevation and surface condition of the corrected area.
Probable cause: aggregate was placed in lifts exceeding the specified thickness, compaction equipment was not suited to the material, or the subgrade beneath was not adequately compacted.
Confirmation: inspect the affected area for depth of looseness or rutting and compare lift thickness and compaction records against the specification.
Correction: remove and replace the affected aggregate in properly sized lifts and recompact; correct the subgrade beneath if it is the underlying cause.
Reinspection: re-check elevation, plane, and compaction condition of the corrected area.
Probable cause: the penetration was not identified or protected before compaction equipment operated nearby, or equipment traveled closer than the manufacturer's clearance guidance.
Confirmation: inspect the penetration and compare its condition and location against the plumbing or electrical trade's installation record.
Correction: stop work in the affected area and obtain direction from the responsible trade before continuing; do not conceal a damaged penetration with additional aggregate.
Reinspection: confirm the penetration is repaired or replaced and re-protected before pad work resumes in that area.
Probable cause: fine grading was not carried consistently across the full pad, or a screed pass was interrupted without matching the adjoining surface.
Confirmation: check the plane with a straightedge or string line across the affected area.
Correction: re-screed the affected area to restore a continuous plane at the required thickness.
Reinspection: re-check the plane and thickness of the corrected area.
Probable cause: organic, saturated, or contaminated material was not fully identified and removed before fill or aggregate placement began.
Confirmation: inspect the pad area before further placement and compare the exposed material against the project specification.
Correction: remove the unsuitable material to the approved limits before placing further fill or aggregate; obtain direction if the extent of unsuitable material is unclear.
Reinspection: reverify the exposed base before placement resumes.
This project ends with a protected, compacted, fine-graded slab building pad ready for the next operation, not a finished slab or unprotected surface.

With subgrade correction, fill compaction, aggregate placement, and fine grading complete, review the completed pad against the Acceptance Standards table and confirm perimeter and interior elevations match the required subgrade and aggregate-base elevations within tolerance, fill and aggregate are approved and properly compacted with tests documented, the base plane and thickness meet the specification, required slopes are maintained, the surface is free of loose material, sharp objects, rutting, pumping, and contamination, and every embedded plumbing, conduit, sleeve, and penetration remains protected. Complete the Slab Building Pad Record Sheet and correct any failed item before vapor barrier, reinforcement, forms, and concrete work proceed.
You have completed the eleventh project in the site preparation sequence: preparing a compacted, fine-graded slab building pad while protecting the embedded plumbing, conduit, sleeves, and control points established in earlier projects. This project required you to review slab dimensions and finished-floor elevation and verify underground utility and plumbing work is complete or coordinated (SP-061), re-establish the slab perimeter, control lines, and benchmark and inspect the pad for unsuitable soil and settlement (SP-062), correct trench settlement and disturbed areas and cut or fill to the required subgrade elevation (SP-063), compact fill in controlled lifts and place approved aggregate in uniform lifts (SP-064), compact aggregate without disturbing embedded work and fine-grade the base to the required plane and thickness (SP-065), and check for surface deficiencies, correct failed conditions, protect embedded work, and complete the slab-base pre-inspection (SP-066).
You now have a stable, correctly graded, and documented slab building pad with every embedded penetration protected and locatable.
Protect the finished pad from traffic, weather, contamination, and disturbance. The vapor barrier, reinforcement, forms, and concrete work that follow depend on this pad remaining at its verified elevation and undisturbed until those operations begin.
